SUBJECT: REJECT THE ONE BID RECEIVED FOR THE PURCHASE OF AN ALL -
ELECTRIC FORK LIFT AND DIRECT STAFF TO REBID
Recommendation: Approve
SUMMARY
The Public Works Services Department ( "PWSD ") conducted a formal bidding process
to award the purchase of an all- electric fork lift and received one bid. In order to ensure
that the City is getting competitive pricing for the purchase of an all- electric lift truck, it is
recommended that the City Council reject the one bid received for the purchase of an
all- electric fork lift and direct staff to rebid.
DISCUSSION
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for the replacement of
one all- electric fork lift in the Public Works Services Department. The fork lift that will be
replaced is currently used by the Fleet Services Section and meets the age requirement
of the City's Replacement Program. The fork lift is 46 years old and is used daily to
move large tires, rims, and oil drums from inventory. The fork lift is also used to remove
heavy items from the second floor of the garage. The fork lift currently being used has a
narrow wheel base that can easily tip over with a heavy load. The all- electric fork lift will
have a wider wheel base for better stability and will improve safety concerns.
In order to receive the most competitive price for an all- electric fork lift, a formal bid was
conducted. A Notice Inviting Bids was published in the City's adjudicated paper and bid
packets were sent directly to fork lift dealers. One bid was received with the following

PWSD staff contacted prospective bidders to inquire why they did not submit a bid.
Bidders responded stating that the person responsible for completing bids was not
available, the bid document was lost in their office, or they felt they would not be
competitive in their pricing and did not submit a bid.
The City of Arcadia Purchasing Procedure Manual states that at least three bids shall
be obtained whenever possible. It is anticipated that rebidding will enable the City to
receive more bids. The PWSD will look into the possibility of purchasing the all- electric
fork lift through a cooperative purchasing agreement like the National Joint Powers
Alliance (NJPA). This will ensure that the City is getting the lowest and best price for an
all- electric fork lift.
FISCAL IMPACT
Funds in the amount of $40,000 have been budgeted in the Fiscal Year 2014 -15
Equipment Replacement Fund for the purchase of an all- electric fork lift.
RECOMMENDATION
It is recommended that the City Council reject the one bid received for the purchase of
an all- electric fork lift and direct staff to rebid.
