FOR THE PURCHASE OF WATER PIPELINE FITTINGS, BRASS VALVES, AND OTHER RELATED ACCESSORIES FOR THE CITY'S WATER DISTRIBUTION SYSTEM IN THE AMOUNT OF $48,554 Recommendation: Approve SUMMARY The City's warehouse maintains an inventory of brass valves and fittings to supply the Water Services Section with needed repair parts. To ensure that the City is receiving the most competitive prices for the purchase of brass valves, fittings, and related materials, a formal bid process was conducted and Western Water Works submitted the lowest responsive bid. It is recommended that the City Council approve a purchase order with Western Water Works Supply Co. for the purchase of water pipeline fittings, brass valves, and other related accessories for the City's Water Distribution System in the amount of $48,554, with the option of three one -year renewals. DISCUSSION The City provides and maintains water services to nearly 56,000 residents through approximately 14,000 meter service connections. The City's warehouse is responsible for the purchase and allocation of water pipeline fittings, brass valves, and other related accessories used on a daily basis by City maintenance crews, to repair and maintain the City's water distribution system. It is critical that the warehouse maintain the proper on -hand inventory levels to prevent an interruption to the City's water system. A Notice Inviting Bids was published in the City's adjudicated newspaper and bid packages were distributed to contractors that provide essential water distribution materials. On October 28, 2014, the City Clerk publicly opened five sealed bids with the following results: Purchase Order for Brass Valves and Fittings November 18, 2014 Page 2 of 2 Bidder Location Bid Western Water Works Supply Co. South El Monte, CA $48,554.05 Ferguson Waterworks Poway, CA $52,599.62 HD Supply Waterworks Stanford, CA $53,061.16 S & J Supply Co., Inc. Santa Fe Springs, CA $55,064.87 C. Wells Pipeline Materials Inc. Corona, CA $59,878.11 All bid documents were reviewed for content and the supplier's ability to best meet the City's needs as specified in the bid specifications. Based on the evaluation of the bids, Western Water Works Supply Co. was determined to be the lowest responsive bidder capable of supplying brass valves and fittings for the City's Water Distribution System. Western Water Works Supply Co. has successfully provided similar services for several municipal agencies including the Cities of Azusa, Pasadena, Glendora, Beverly Hills, and Ontario. FISCAL IMPACT Sufficient funds have been budgeted in the Fiscal Year 2014 -15 Water Fund Operating Budget for the purchase of water pipeline fittings, brass valves, and other related accessories for the City's water distribution system. RECOMMENDATIONS It is recommended that the City Council approve a purchase order with Western Water Works Supply Co. for the purchase of water pipeline fittings, brass valves, and other related accessories for the City's Water Distribution System in the amount of $48,554, with the option of three one -year renewals.
