HomeMy WebLinkAboutItem 4 - 11-12-14 Minutes 11-12-14 ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Wednesday, November 12, 2014 CALL TO ORDER – Chairman Falzone called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chan, Chiao, Lin and Falzone ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS A continuance request for Item 2 and additional information related to Item 7 were distributed to the Commissioners. PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Resolution No. 1920 – Approving Conditional Use Permit No. CUP 14-13, with a Categorical Exemption under the California Environmental Quality Act (CEQA) to operate a 1,600 square-foot tutoring center at 157 East Foothill Blvd. Applicant: Mr. Joe Ho, Business Owner Mr. Kasama briefly introduced the item. Assistant Planner, Jordan Chamberlin presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Mr. Joe Ho, the applicant, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lin to approve Conditional Use Permit No. CUP 14-13 subject to the findings and conditions in the staff report as modified and to adopt Resolution No. 1920. 11-12-14 ROLL CALL AYES: Commissioners Baerg, Chan, Chiao, Lin and Falzone NOES: None 2. Resolution No. 1921 – Denying Conditional Use Permit Application No. CUP 14-08, with a Categorical Exemption under the California Environmental Quality Act (CEQA) for the conversion of an existing 15,585 square-foot commercial building into a classroom building at 325 N. Santa Anita Avenue. Applicant: Mr. Thomas P. Clarke Mr. Kasama briefly introduced the item and explained that the applicant has requested a continuance. He asked if there was anyone, besides the applicant, who wishes to speak on this item. Since there were none, the reading of the staff report was waived. Chairman Falzone opened the public hearing and asked if the applicant would like to speak in favor of this item. The applicant, Mr. Clarke, explained that he was requesting a continuance to the January 13, 2015, meeting. Chairman Falzone asked if anyone would else like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to continue the public hearing to the January 13, 2015, meeting. Resolution No. 1923 – Approving Conditional Use Permit No. CUP 14-06 and Architectural Design Review No. ADR 14-17 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new 3,372 square-foot sanctuary building at an existing church at 23 West Foothill Boulevard. Applicant: Emmanuel Assembly of God Church Mr. Kasama briefly introduced the item. Associate Planner, Tim Schwehr presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Pastor Tom Shriver, representing the applicant, and Mr. Marvin Mervel, the project designer, both responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. 11-12-14 MOTION It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to approve Conditional Use Permit No. CUP 14-06 and Architectural Design Review No. ADR 14- 17 subject to the findings and conditions in the staff report and to adopt Resolution No. 1923. Resolution No. 1924 – Approving Tentative Parcel Map No. TPM 14-07 (72892), Modification No. MC 14-04 and Architectural Design Review No. ADR 14-06 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new 3,995 square-foot, two-story office building at 130 S. First Avenue. Applicant: Sun’s Residential Development, LLC Commissioner Chiao asked to be recused and left the chambers for the duration of this hearing. Mr. Kasama briefly introduced the item. Associate Planner, Tim Schwehr, presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Mr. Ben Woo, the project designer, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. Mr. Milich and Mr. Ed Eckart responded, but only to express concern about construction next to their common property line wall. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Lin, seconded by Commissioner Chan to approve Tentative Parcel Map No. TPM No. 14-07 (72892), Modification No. MC 14-04 and Architectural Design Review No. ADR 14-06 subject to the findings and conditions in the staff report and to adopt Resolution No. 1924. 11-12-14 ROLL CALL AYES: Commissioners Chan, Lin and Falzone NOES: Commissioner Baerg RECUSED: Commissioner Chiao Commissioner Chiao rejoined the meeting. 5. Resolution No. 1925 – Approving Conditional Use Permit No. CUP 14-04 with a Categorical Exemption under the California Environmental Quality Act (CEQA) to operate an 815 square-foot art studio at 511 S. First Avenue, Suite B. Applicant: Ms. Yinying Wang, Business Owner Mr. Kasama briefly introduced the item. Associate Planner, Tom Li presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Mr. Wang speaking on behalf of his wife, the business owner, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Chan, seconded by Commissioner Chiao to approve Conditional Use Permit No. CUP 14-04 subject to the findings and conditions in the staff report and to adopt Resolution No. 1925. Resolution No. 1926 – Approving Conditional Use Permit No. CUP 14-09 and Architectural Design Review No. ADR 14-05 with a Categorical Exemption under the California Environmental Quality Act (CEQA) to convert an existing commercial office and warehouse building into a mixed-use building with commercial offices and one residential unit on the second floor at 150 E. Santa Clara Street. Applicant: KVH Design Group, Designer 11-12-14 Mr. Kasama briefly introduced the item. Associate Planner, Tom Li presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Mr. Kurt Van Hatten, the project designer, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Lin to approve Conditional Use Permit No. CUP 14-09 and Architectural Design Review No. ADR 14- 05 subject to the findings and conditions in the staff report as modified and to adopt Resolution No. 1926. Homeowners’ Association Appeal No. HOA 14-04 – Denial of an appeal of the Highlands Homeowners’ Association Architectural Review Board’s denial of the design concept plans for a new 6,967 square-foot, two-story, single-family residence at 211 Monte Place. Appellant: KVH Design Group, Designer Mr. Kasama briefly introduced the item. Associate Planner, Tom Li presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Mr. Kurt Van Hatten, the project designer, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. Mr. Van Hatten responded. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Lin, seconded by Commissioner Chiao to deny the appeal and uphold the Highlands Homeowner’s Association Architectural Review Board’s denial of the design concept plans for a new residence at 211 Monte Place. ROLL CALL AYES: Commissioners Baerg, Chan, Chiao, Lin and Falzone NOES: None CONSENT CALENDAR 8. Minutes of the October 28, 2014, Regular Meeting of the Planning Commission MOTION It was moved by Commissioner Chan, seconded by Commissioner Lin, to approve the minutes as presented. ROLL CALL AYES: Commissioners Baerg, Chan, Chiao, Lin and Falzone NOES: None MATTERS FROM COUNCIL LIAISON Councilman Tay was not present. FROM PLANNING COMMISSIONERS Commissioner Chan asked about water conservation measures as conditions of approval, and said that he will not be able to attend the November 25 meeting. MATTERS FROM MODIFICATION COMMITTEE Commissioner Lin reported that two items were conditionally approved. 11-12-14 MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama said that the next agenda will include the continued hearing for a 17-unit condo project on Las Tunas Drive, a two-unit condo project on El Dorado Street, and consideration of a Text Amendment to provide protected status to sycamore trees. ADJOURNMENT Chairman Falzone adjourned this meeting at 8:56 p.m. p.m. to Tuesday, November 25, 2014, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
