HomeMy WebLinkAboutItem 1g - Revisions to Economic Development Manager position9 'fin U_vi I :S TO: FROM: STAFF REPORT Development Services Department December 2, 2014 Honorable Mayor and City Council Jason Kruckeberg, Assistant City Manager /Development Services Director SUBJECT: REVISIONS TO THE EXISTING CLASSIFICATION SPECIFICATION FOR THE POSITION OF ECONOMIC DEVELOPMENT MANAGER IN THE DEVELOPMENT SERVICES DEPARTMENT Recommendation: Approve SUMMARY The Economic Development Manager position is currently vacant and the Development Services Department expects to recruit for the position immediately. The classification specification for Economic Development Manager was last modified in 2008. Since that time, the State of California dissolved Redevelopment agencies throughout the State. As a result, prior to any new recruitment effort, the specification needs to be modernized to remove references to Redevelopment duties and to add new responsibilities that have been added to the position since that time. It is recommended that the City Council approve these revisions. BACKGROUND The Economic Development Manager position was established in 2008. Prior to that, the City had an Economic Development Administrator position that had been in place for many years. The "Manager" classification was added because of the growing complexity of the position and a desire to attract candidates with a broad skill set to handle the full range of economic development duties, including Redevelopment. Regardless of the title given, the City has always had a single individual serve as economic development specialist. A great deal of the workload for this position over the years was related to the work of the Arcadia Redevelopment Agency ( "Agency "). The Agency was established in the 1970's and a Redevelopment Area was created that encompassed much of what is considered Downtown Arcadia. In 2012, Governor Jerry Brown called for the dissolution of redevelopment agencies throughout the State. As a result, every former agency was required to create a "successor agency" to administer the "wind down" of the former Revisions to the Economic Development Manager Classification December 2, 2014 Page 2 of 2 redevelopment agencies. The successor agency is responsible for ensuring that outstanding debt is retired, creditors and bond holders are paid, and all projects and properties affiliated with the former redevelopment agencies are dissolved. The City Council acts as the Successor Agency in Arcadia, and an Oversight Board has been established that reviews all actions of the Successor Agency. DISCUSSION As a result of these statewide changes the position description for the Economic Development Manager needs to be modified. Attached is a redlined version of the position classification. All references to Redevelopment have been removed, and references to the Successor Agency have been added. Included is a specific Essential Duty related to Successor Agency work. Importantly, the City is making a concerted effort to be more business - friendly; as a result, several new Essential Duties have been added; including this individual serving as an ombudsman to the business community and to assist business improvement districts with their work. There are no proposed changes to the minimum qualifications, training, licenses and certificates, compensation scale, or special requirements for the position. On November 24, the Human Resources Commission held a hearing to review the changes to the classification specification. The Commission recommended approval of the changes on a vote of 5 -0. RECOMMENDATION It is recommended that the City Council approve the revisions to the existing classification specification for the position of Economic Development Manager. Plan, direct, coordinate, and review all aspects of the Successor Agency to the former Arcadia Redevelopment Agency. This includes all programs and projects, preparation and administration of all Recognized Obligation Payment Schedules (ROPS), coordination with County and State entities, reporting, bond payments, dissolution of Successor Agency properties, and coordination with all relevant taxing entities. Manage and participate in the development and administration of the economic development and redeyelopme and Successor Agency program annual budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary. Serve as a liaison for economic development and mdeyelopnwnt «with other City departments, divisions, and outside agencies; negotiate and resolve significant and controversial issues. Provide responsible staff assistance to the Development Services Director; prepare and present staff reports and other necessary correspondence. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to economic development and redeyelo ^m° ^* programs, policies, and procedures as appropriate. Prepare Exclusive Negotiation Agreements, Disposition and Development Agreements, and Owner /Tenant Participation Agreements. Prepare documents and /or work with consultants and contractors on economic development studies and tasks such as for redevelopment related work inekding leases, financial analyses, covenants, deeds, title reports, and public hearing notices. Prepare bids and contracts for public utility maps, legal descriptions, appraisals, EIR's, parking and traffic studies, subdivision/parcel maps, acquisition, relocation, demolition, hazardous waste /removal, financial analyses, bond issues and other services. Monitor the work of consultants and contractors. Prepare and review development, design, low /moderate income housing, and revitaliza- tion/rehabilitation proposals. Prepare and review planning, zoning, and building permit approval documents, including EIR's. Prepare and review litigation documentation, including eminent domain and goodwill. Prepare the Redevelopment Agency bWget, cash flow f9reeasts, and bond issues. Advise and negotiate with commercial and residential owners /tenants regarding AgenEy-property acquisitions, relocation, management, disposition, and development. Prepare written and graphic reports on various economic development and Successor Agency redeyelopnwnt matters. Advise property owners and petitioners of the effect and implications of zoning and development actions. Act as ombudsman to the business community, assisting business owners and representatives through the entitlement and construction process. Assist existing Business Improvement Districts and assist in the development of new Business Improvement Districts. Represent the City, City Council, Successor Agency, and Development Services Department and explain economic development and redevelopment objectives and policies to various organizations, agencies, and public groups. Minimum Qualifications: Experience: Five years of responsible economic development and /or redevelopment experience including two years of management and supervisory experience. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Special Requirements: Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.
