APPLICANT, MR. JACK NG
APPEAL NO. HOA 14 -06 — AN APPEAL OF THE SANTA ANITA
VILLAGE HOMEOWNERS' ASSOCIATION'S ARCHITECTURAL
REVIEW BOARD'S DESIGN REVIEW DENIAL FOR A NEW RESIDENCE
AT 1122 DRAKE ROAD
Recommendation: Continue the public hearing to the January 27, 2015,
Planning Commission meeting
On November 14, 2014, the Architectural Review Board of the Santa Anita Village
Homeowners' Association (ARB) held a public hearing, and denied the design concept
plans for a new, two -story, single- family residence, with a full- basement. This decision
was appealed by the applicant on November 19, 2014.
Among the reasons for denial are concerns about potential environmental impacts
associated with the excavation and grading for the proposed basement. These
concerns were reviewed with the City Attorney, and it was determined that the proposed
excavation and grading is an unusual circumstance that presents a reasonable
possibility of a significant effect on the environment. Therefore, the project is not exempt
from the California Environmental Quality Act (CEQA) and an Initial Study must be
conducted.
On November 26, 2014, the applicant, Mr. Jack Ng, requested a continuance to allow
for additional time to address the concerns of the ARB, and is requesting that this item
be continued to the second meeting in January. It is recommended that this item be
continued to the January 27, 2015, Planning Commission meeting.
PLANNING COMMISSION ACTION
The Planning Commission should open the public hearing and receive any public
testimony, and approve a motion to continue the hearing to the January 27, 2015,
Planning Commission meeting.
