MC 14-12 AND ARCHITECTURAL DESIGN REVIEW NO. ADR 13-42 WITH A CATEGORICAL EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FOR A NEW FOUR-STORY, 15,615 SQUARE-FOOT, CONTEMPORARY STYLE, MEDICAL OFFICE AND RETAIL BUILDING AT 205 N. SANTA ANITA AVENUE Recommendation: Conditional Approval SUMMARY The applicant, Mr. Norberto Nardi, is requesting approval of a Modification and Architectural Design Review with an exemption from the California Environmental Quality Act (CEQA) for a 15,615 square-foot, four-story, contemporary style, medical office and retail building at 205 N. Santa Anita Avenue. The applications were considered by the Modification Committee at a public hearing on October 28, 2014, and while the Committee supports the proposal, it has been referred to the Planning Commission because of the prominence of the site. It is recommended that the Planning Commission approve the proposed project with an exemption from CEQA, subject to the conditions listed in this staff report. BACKGROUND The subject site is approximately 16,414 square feet in size located at the northwest corner of Santa Anita Avenue and Santa Clara Street. It is currently vacant and secured with perimeter fencing. The site was previously occupied by Bank of America as a drive-through ATM facility. The property is zoned General Commercial (C-2) with a Downtown Overlay. The Overlay allows a higher floor area ratio (FAR) of 1.0 for non- residential uses and a maximum building height of forty-five feet (45’) or four (4) stories. This modest increase in development intensity (i.e., +0.5 FAR & 1 additional floor and 5 feet) is to encourage the redevelopment of properties to effectuate the vision of the General Plan, which is for additional hospitality, office, and medical uses that will complement the Downtown Mixed Use area. The site is adjacent to a restaurant to the north, and an AT&T facility yard to the west. The new Rusnak automobile dealership site is across Santa Clara Street to the south, and the REI store is across Santa Anita Avenue to the east (refer to Attachment No. 2 – MC 14-12 and ADR 13-42 205 N. This project was presented to the Modification Committee at its October 28, 2014 meeting. The Committee was in support of the Modification request, but decided to refer this case to the Planning Commission for consideration of the appropriateness of the design for this prominent site in the Downtown area. The plans included with this staff report were revised to reduce the amount of louvered area on the building façade, which was suggested by the Modification Committee. PROPOSAL The proposal consists of a four-story (45 feet), 15,615 square-foot, medical office and retail building, with two levels of subterranean parking, and a small surface parking area (refer to Attachment No. 1 – Architectural Plans and Renderings). The building will consist of 3,126 square feet of retail space on the ground floor, and 12,489 square feet of medical offices on the three floors above. The proposed floor area ratio is 0.95 (maximum FAR is 1.0). The project will provide 61 parking spaces plus two loading spaces. The surface parking area will have seven spaces, and 54 spaces will be in the subterranean structure. 58 parking spaces are required, which includes the 25% reduction for commercial uses located within 1/4 mile of the Gold Line light rail station. Vehicular access to the site will be from Santa Clara Street with a ‘right-in/right-out’ only driveway that is to be decoratively enhanced with pavers or stamped concrete. The project is subject to a Modification for the proposed landscaping of the surface parking area, which does not meet the minimum 10% requirement. Otherwise, the project complies with all other zoning regulations. ANALYSIS Building Design and Site Planning The project location is a prominent corner in the Downtown area, and careful thought and consideration has been put into the design and site planning to activate the streetscape and be compatible with the overall context of this commercial corridor. A special effort was made to ensure that the design includes pedestrian-oriented design features and has massing that shows consideration of the other buildings in the vicinity. The proposed building is of modern/contemporary design and incorporates a significant amount of glazing, including approximately 12-foot high windows on the ground floor, an open entry plaza between the two wings of the building, and metal accent louvers on the first two floors and over the entrance plaza. The amount and locations of the louvers were reduced significantly from the initial design review submittal, and the building color has been changed from a yellow brass to a light bronze with a satin finish. And, the upper two floors have been stepped back to reduce the bulk and mass of the structure. MC 14-12 and ADR 13-42 205 N. Santa Anita Avenue December 9, 2014 Page 3 of 5 The building is proposed to be close to the Santa Anita Avenue/Santa Clara Street sidewalks, but the open entry plaza at the corner will provide space for a meeting area with seating areas. This configuration is aesthetically and functionally preferable. Having the new building close to the street and aligned with the other buildings along this commercial corridor, ensures that the parking areas will not act as an obstacle to pedestrian activity, and avoids the unattractive, “sea of parking” appearance typical of older strip commercial developments. Parking Lot Landscaping Modification The Municipal Code requires that 10% of surface parking lot areas be landscaped. The proposed project provides landscaping for only 8.6% percent of the parking lot. Another 136 square feet of landscaping is needed to meet the Code requirement. Landscaping of the surface parking area of this project is difficult due to the configuration of the building and the subterranean parking structure, which complicates the use of trees on the surface. Because the proposal provides three parking spaces over the Code requirement, one of the surface parking spaces could be replaced with landscaping to meet the Code requirement. An additional surface parking space is preferable to meeting the minimum landscaping requirement since the parking lot will not face the street frontages, and therefore will not be a visible feature of the development. The proposal places much of the landscaping near the entrance driveway where it will be somewhat visible. FINDINGS Section 9292.1.4 of the Arcadia Municipal Code requires that for a Modification to be granted, it must be found that one of the following purposes is served: 1. The Modification will secure an appropriate improvement of a lot 2. The Modification will prevent an unreasonable hardship 3. The Modification will promote uniformity of development Based on the above analysis, the requested Modification will secure an appropriate improvement of the lot. Also, the proposed contemporary design has appropriate massing and architectural finishes, and is therefore consistent with the City’s architectural design guidelines. ENVIRONMENTAL ASSESSMENT The proposed project qualifies as a Class 32 Categorical Exemption from the requirements of the California Environmental Quality Act (CEQA) for infill developments per Section 15332 of the CEQA Guidelines. A traffic study was prepared for this project and the analysis demonstrated that there will be no significant impacts to any of the nearby intersections. See Attachment No. 4 for the Preliminary Exemption Assessment and traffic study. MC 14-12 and ADR 13-42 205 N. Santa Anita Avenue December 9, 2014 Page 4 of 5 PUBLIC NOTICE Public hearing notices for this project were mailed on November 24, 2014, to the owners and tenants of those properties within 300 feet of the subject site. See Attachment No. 5 for the radius map. As of December 4, 2014, no comments have been received. RECOMMENDATION It is recommended that the Planning Commission conditionally approve Modification No. MC 14-12, and Architectural Design Review No. ADR 13-42, and find that the project is exempt per the California Environmental Quality Act (CEQA), subject to the following conditions: 1. The applicant shall provide a sign that says, “Right Turn Only,” and a striping plan for the driveway, subject to review and approval by the City Engineer, or designee prior to plan-check submittal to Building Services. 2. The first 25 feet of the driveway shall be enhanced with either decorative pavers, or stamped concrete. The color and material shall be reviewed and approved by the City Engineer, or designee prior to plan-check submittal to Building Services. 3. The applicant shall defend, indemnify, and hold harmless the City of Arcadia and its officials, officers, employees, and agents from and against any claim, action, or proceeding against the City of Arcadia, its officials, officers, employees or agents to attack, set aside, void, or annul any approval or conditional approval of the City of Arcadia concerning this project and/or land use decision, including but not limited to any approval or conditional approval of the City Council, Planning Commission, Modification Committee, or City Staff, which action is brought within the time period provided for in Government Code Section 66499.37 or other provision of law applicable to this project or decision. The City shall promptly notify the applicant of any claim, action, or proceeding concerning the project and/or land use decision and the City shall cooperate fully in the defense of the matter. The City reserves the right, at its own option, to choose its own attorney to represent the City, its officials, officers, employees, and agents in the defense of the matter. 4. Approval of MC 14-12 and ADR 13-42 shall not be of effect unless on or before 30 calendar days after approval of this project, the property owner/applicant has executed and filed with the Community Development Administrator or designee an Acceptance Form available from the Development Services Department to indicate awareness and acceptance of these conditions of approval. PLANNING COMMISSION ACTION Approval If the Planning Commission intends to approve this project, the Commission should approve a motion to approve Modification No. MC 14-12 and Architectural Design MC 14-12 and ADR 13-42 205 N. Santa Anita Avenue December 9, 2014 Page 5 of 5 Review No. SFADR 13-42 with a determination that the project is Categorically Exempt from the California Environmental Quality Act (CEQA), subject to the conditions set forth above, or as modified by the Commission, based on the following findings: 1. That the Modification will secure an appropriate improvement of the lot; and 2. That the design is consistent with the City’s Commercial Design Guidelines. Denial If the Planning Commission intends to deny this project, the Commission should approve a motion to deny Modification Application No. MC 14-12 and/or Architectural Design Review No. SFADR 13-42, based on the evidence presented, and state the reasons why the project does not meet any of the purposes for Modifications, and/or that the design is not consistent with the City’s Commercial Design Guidelines. Medical Office Project TIAAugust 4, 20144 EXECUTIVE SUMMARY This report documents the results of a traffic impact analysis completed for the proposed medical office building at the northwest corner of Santa Anita Avenue and Santa Clara Avenue. This study was performed in accordance with the Los Angeles County Congestion Management Program (CMP) guidelines for completing a traffic study under the direction of City of Arcadia staff. Based upon the analysis documented in this report, the following are our conclusions and recommendations: §The proposed development includes the construction of a new 16,150 square foot medical building on the northwest corner of Santa Anita Avenue and Santa Clara Avenue. The development also includes the installation of one access driveway on Santa Clara Avenue which will operate as right in right out only. §The medical office development would generate 584 net daily weekday trips, 39 (31 inbound, 8 outbound) net trips in the AM peak hour (7-9am), and 58 (16 inbound, 42 outbound) net trips in the PM peak hour (4-6pm). §According to the site plan received from the architect, Nardi Associates LLP, adequate site access has been provided. The project proposes one driveway on Santa Clara Avenue west of the Santa Anita Ave and Santa Clara Ave intersection. §Based on the County of Los Angeles Congestion Management Program (CMP) requirements, there would be no significant impacts resulting from the proposed expansion project. Accordingly, no mitigation measures are required for this project. Analysis of traffic that will be generated from cumulative projects (approved developments) includes projects that are expected to be developed and operational by the year 2015 in proximity (2 mile radius) of the proposed Project. Due to an ambient increase in traffic as a result of urban growth, a conservative annual growth rate of 2% was utilized per discussions with City of Arcadia staff. This growth is accounted for between the year of the traffic counts and the build out year, 2015. Four intersections were identified in consultation with City staff for analyzing potential peak-hour project traffic impacts during weekdays.Table 1 presents the study area intersections, their control, and jurisdiction. These four intersections were chosen and analyzed because they are within a quarter mile radiusand act as the most likely access routes to the site. Since these intersections receive the largest portion of the trips generated by this new project, they could potentially be impacted by the additional traffic. Further intersections were not analyzed because they did not meet these conditions. Analysis of Existing (2013) traffic conditions is based upon traffic counts provided by the City of Arcadia. The traffic count worksheets are provided inAppendix A. The weekday peak-hour intersection traffic counts were conducted between the hours of 7 a.m. and 9 a.m. (AM peak), and 4 p.m. and 6 p.m. (PM peak) on typical weekdays while school was in session, during May 2011 and September 2012. To obtain existing 2013 conditions from this data, the counts were increased by a 2% per year growth factor from the year of the counts to the year of our base condition (i.e. 2013). These values were used as the existing 2013 condition mentioned in the methodology. Arcadia Retail & Medical Office Project TIAAugust 4, 201410 EXISTING (2013) CONDITIONS A description of study area roadways and analysis of existing intersection operating conditions is provided in the following paragraphs. Study Area Roadway Descriptions Santa Anita Avenue is located adjacent to the project site. Santa Anita Avenue is a north-south primary arterial roadway with two to three travel lanes in each direction. The street provides for regional travel in the San Gabriel Valley and carries moderate to heavy volumes of traffic. Access to the project site is provided from the Foothill (I-210) Freeway via Santa Anita Avenue. The posted speed limit on Santa Anita Avenue is 40 mph. Colorado Boulevard is located ½ mile north of the project site. Colorado Boulevard is an east-west collector roadway with two lanes in each direction. The posted speed limit on Colorado Boulevard is 35 mph. Santa Clara Street is located adjacent to the project site. Santa Clara Street is an east-west secondary arterial with two lanes in each direction west of Santa Anita Avenue and a collector roadway with one lane in each direction east of Santa Anita Avenue in the downtown area. The posted speed limit on Santa Clara Street is 35 mph. Huntington Drive is located one quarter mile from the project site. Huntington Drive is an east-west major arterial west of Colorado Place and a primary arterial east of Colorado Place that provides for regional east-west travel in the San Gabriel Valley. The street has four lanes in each direction west of Colorado Place and two lanes in each direction east of Colorado Place. The posted speed limit on Huntington is 30 mph between Fifth Street and Colorado Place and 45 mph west of Colorado Place. Table 3 presents the Existing (2013) peak-hour intersection operating conditions. The existing study area intersection approach lane configurations utilized for all analysis scenarios are illustrated inFigure 3. Existing weekday peak-hour traffic volumes at each study area intersection are illustrated inFigure 4. Cumulative project information was obtained from the City of Arcadia. Trip generation rates for these cumulative projects, were calculated per the Institute of Transportation Engineers’ (ITE) Trip Generation Manual 9th Edition. Five projects were identified in consultation with city staff as cumulative projects for the cumulative 2015 land analysis. As part of the increase in traffic due to cumulative projects being completed, analysis will also account for the ambient traffic growth due to time passing between the existing condition (date of traffic counts) and completion of the project(s). For the purposes of this report, the ambient growth rate is approximately 2% per year and is compounded each year. This growth rate was applied from the existing condition (date of traffic counts) to the opening year. For trips generated by the Cumulative + Ambient growth condition, see ICU analysis in Appendix B. Table 4 presents the cumulative trips generated by these five projects on weekdays. Arcadia Retail & Medical Office Project TIAAugust 5, 201414 Near-Future Transportation Improvements Construction is currently underway for an extension of the Metro Gold Line from its current terminal station at Sierra Madre Villa to Montclair through Arcadia. A station to serve the City will be located between Santa Anita Avenue and First Avenue, adjacent to Front Street. The Gold Line crossing at Santa Anita Avenue will have a grade separation while the crossing at First Avenue and Santa Clara will be at grade. The project will include the following improvements that may impact this project: ·Restriping of the Santa Anita Avenue and Colorado Boulevard intersection with two southbound to eastbound lefts. ·Restriping of the Santa Anita Avenue at Santa Clara Street intersection with one eastbound shared through and right and two eastbound to northbound lefts. ·An 8-phase traffic signal system at Santa Anita Avenue and Santa Clara Street with existing striping and lane configuration. Project-specific trip generation numbers were derived from the study’s existing conditions (2005) and full build out year (2030) Traffix outputs. These trips were added to the five cumulative project turning movements for analysis as part of this report. For information,Appendix Dincludes the ICU analysis of the suggested mitigations (improvements associated with the Gold Line build out) above that will affect capacity at Santa Anita Avenue at Colorado Boulevard and Santa Anita Avenue at Santa Clara Street. These improvements are not expected to have any traffic related impacts on the proposed project and vice versa. Based on our experience with similar projects, transit improvements are expected to boost transit ridership in this area, thereby alleviating traffic congestion. As mentioned above, there is an approved intersection improvement project that would install an 8 phase signal with one eastbound through and 2 eastbound to northbound left turn lanes at the intersection of Santa Anita Avenue and Santa Clara Street. The additional capacity and phasing would help alleviate the traffic congestion resulting from the additional vehicular trips to/from the parking facility and increased traffic due to projected growth. This can also be justified because of the addition of the 300-car parking facilities and the addition of bike lockers. Project Trip Distribution The distribution of project traffic was based upon local knowledge, proposed land uses, and input from City of Arcadia. Project traffic was assigned to the study area roadway network based upon distribution patterns that considered the adjacent land uses, freeway access, arterial capacities, and the likely origins of medical office employees and patients. The project trip distribution percentages and project trip assignments are illustrated in Figures 8Aand 8B. More detailed turn movement percentages for project trips are presented inFigure 9. The resulting project-added intersection weekday peak-hour traffic volumes are illustrated inFigure 10. The City of Arcadia utilizes CMP traffic impact study guidelines that define a significant traffic impact as an increase in demand by at least 2% where the intersection would operate at LOS F with project traffic.Table 7 below shows that a significant impact would not be sustained at any study intersection due to the addition of project traffic. The Existing (2013) + Cumulative +Ambient + Project analysis scenario (Table 7) indicated that the proposed medical office project would not have significant impact on any study intersection during the AM or PM peak hours. For this reason, no mitigation is required as a result of this project. CONCLUSION AND RECOMMENDATIONS Based upon the analysis documented in this report, the following conclusions and recommendations can be made. §The proposed development includes the construction of a new 16,150 square foot medical building on the northwest corner of Santa Anita Avenue and Santa Clara Avenue. The development also includes the installation of one access driveway on Santa Clara Avenue which will operate as right in right out only. §The medical office development would generate 584 net daily weekday trips, 39 (31 inbound, 8 outbound) net trips in the AM peak hour (7-9am), and 58 (16 inbound, 42 outbound) net trips in the PM peak hour (4-6pm). §According to the site plan received from the architect, Nardi Associates LLP, adequate site access has been provided. The project proposes one driveway on Santa Clara Avenue west of the Santa Anita Ave and Santa Clara Ave intersection. §Based on the County of Los Angeles Congestion Management Program (CMP) requirements, there would be no significant impacts resulting from the proposed expansion project. Accordingly, no mitigation measures are required for this project.
