SUBJECT: SITE LICENSE AGREEMENT WITH LOS ANGELES REGIONAL
INTEROPERABLE COMMUNICATIONS SYSTEM (LA -RICS) FOR
INSTALLATION OF A CELL TOWER AT THE ARCADIA POLICE
DEPARTMENT
Recommendation: Approve
SUMMARY
The Los Angeles Regional Interoperable Communications System ( "LA- RICS ") is a
proposed countywide network of radio and data communications for emergency services
and other first responders. While the City of Arcadia has opted out of the system due to
cost considerations, it is necessary for a cell tower to be located in the community in order
to provide sufficient coverage in the region. In an effort to support neighboring cities and
the County, it is recommended that the City Council authorize and direct the City Manager
to approve a site license Agreement with the LA -RICS to allow the installation of a cell
tower at the Arcadia Police Department.
BACKGROUND
LA -RICS is proposed to be a modern, integrated wireless voice and data communications
system that will support the communications needs of more than 34,000 first responders
and local mission - critical personnel within the Los Angeles Region. To further the goal of
interoperable communications, LA -RICS created a Joint Powers Agreement in 2009, to
allow public safety agencies throughout Los Angeles County to communicate with one
another on a unified land mobile radio ( "LMR ") system. In turn, the JPA formed the LA-
RICS Authority — to include establishment of a Board of Directors to oversee operations
and allow member agencies to provide input regarding governance structure and a future
funding plan.
To continue the development of its new communications system, LA -RICS needs to
establish and maintain 233 Public Safety Broadband Network Long -term Evolution (PSBN
LTE) antenna sites (cell towers) throughout Los Angeles County, which will be a dedicated
cellular data system for law enforcement and public safety agencies completely separate

from the commercial provider cellular data system. The towers are also equipped with
traditional radio antennas for the voice -only radio systems for police and fire agencies. LA-
RICS has identified the Arcadia Police Department as one of these sites and has
proposed installing a cell tower near the west end of the building.
Although the City is no longer a member of the LA -RICS JPA, providing approval for
installation of such cell tower does not have any negative bearing on the City and no fiscal
impact. On September 16, 2014, a study session was conducted to discuss LA -RICS'
proposed cell tower at the Police Department. Two design styles were discussed, which
included a monopole and a monotree (a monopole disguised as a tree). The City Council
selected the monopole as the best design style for the City at this location. The
Department was directed to gather additional information about the specifics of the
Agreement, zoning and permitting requirements, the duration of the contract, and
procedures for access to the cell site, as well as obtain construction drawings. The details
of the selected site plan are discussed below.
DISCUSSION
The proposed PSBN equipment site to be installed at the Arcadia Police Department will
consist of a 70' monopole, four equipment cabinets, six main antennas, three microwave
antennas, and a 22kw back -up generator. The site is considered an unmanned public
safety telecommunications facility and it is estimated that LA -RICS will need to visit the site
one to two times per month for equipment maintenance. The proposed site plan consists
of a 70' white monopole surrounded by a wall covered in green ivy to help match the
current architecture of the Police Department building. LA -RICS has indicated a
willingness to allow for co- location of equipment on the pole if the City requires it at a
future date, provided the systems do not interfere with each other. While the City has no
plans to add radio equipment at this time, it may be a useful option in the future.
LA -RICS is asking for a fifteen (15) year term on the Agreement. After the first term, the
Agreement will automatically renew on an annual basis and either party can terminate the
Agreement by giving a six -month cancellation notice.
LA -RICS has awarded a $175 million contract to Motorola for a five -phase project to
design, construct, implement, and maintain the LTE network. Motorola will deliver the
PSBN solution operating on Public Safety LTE Band Class 14 of the 700 MHz spectrum to
provide a shared, region -wide data system throughout the 4,000- square -mile area. LA-
RICS is funding the 233 -site project primarily with federal grants from the Broadband
Technology Opportunities Program ( "BTOP ") administered by the National
Telecommunications and Information Administration ( "NTIA "). Therefore, the City will not
be responsible for the expenses associated with installing the cell tower at the Arcadia
Police Department.

ENVIRONMENTAL REVIEW
The project is exempt from the California Environmental Quality Act ( "CEQA ") per Section
15303 of the CEQA Guidelines (New Construction of Conversion of Small Structures). If
approved, the project will proceed to the permitting phase, and be reviewed by the
Planning and Building Divisions prior to construction.
FISCAL IMPACT
There is no fiscal impact on the City's budget as LA -RICS is funding this project with grant
money.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to execute
a Site License Agreement with the Los Angeles Regional Interoperable Communications
System (LA -RICS) for installation of a PSBN LTE cell tower at the Arcadia Police
Department.
