REGULAR MEETING
TUESDAY, DECEMBER 2, 2014
CALL TO ORDER — Mayor Wuo called the meeting to order at 5:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Beck, Chandler, Tay, Kovacic and Wuo
ABSENT: None
PUBLIC COMMENTS — No one appeared.
STUDY SESSION (OPEN TO THE PUBLIC)
a. Report, discussion, and direction on Historic Preservation Initiatives.
City Manager Lazzaretto and Assistant City Manager/Development Services Director
Kruckeberg reported and discussed Historic Preservation initiatives.
Adrian Scott Fine, Los Angeles Conservancy representative, attended and discussed how
historic preservation works.
L Jay Platt, City of Glendale Historic Planner also attended and discussed the key aspects to
implementing historic preservation and how the City of Glendale established historic
preservation by creating Historic Districts.
It was the consensus of the City Council that staff should obtain a cost estimate to update
the 2001 City's Historic Preservation Survey and commercial resources to bring back to a
future meeting for consideration.
b. Report, discussion, and direction concerning signage/lettering/art concepts for
the Gold Line Bridge at Huntington Drive and Second Avenue.
Recommend Action: Provide Direction
Deputy Development Services Director/City Engineer Wray presented and discussed
signage/lettering/art concepts for the Gold Line Bridge at Huntington Drive and Second
Avenue.
It was the consensus of the City Council that staff bring back another sample of artwork to
present to the City Council at the December 16 City Council meeting.
City Attorney Deitsch announced that the Closed Session will be conducted after the
regular meeting to consider Items a. and b. on the agenda under Closed Session.

CALL TO ORDER — Mayor Wuo called the regular meeting to order at 7:00 p.m.

REPORT FROM CITY ATTORNEY REGARDING STUDY SESSION AND CLOSED
SESSION ITEM(S)
City Attorney Deitsch announced that the City Council conducted a Study Session to
consider the two items listed on the posted agenda; he reported that regarding Item a.,
representatives from the Los Angeles Conservancy and the City of Glendale Planning
Department, were present to discuss historic preservation options that the City might
consider and noted that the City Council gave general direction to staff to continue the
process of bringing forward possible options concerning historic preservation in Arcadia;
and regarding Item b., staff presented options for artwork to be placed on the Gold Line
Bridge located on Huntington Drive and 2nd Avenue, and noted that the City Council gave
staff general direction concerning the type of lettering which would be placed as the name
of City of Arcadia on the bridge and also to use of Route 66 logos, which would be placed
on either side of the bridge. He further reported that the Closed Session will be conducted
at the end of the regular meeting to consider Items a. and b. on the agenda under Closed
Session.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced there was no supplemental agenda information to
report.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Tay, to
read all ordinances and resolutions by title only and waive the reading in full.
PUBLIC COMMENTS
Abraham Mercado, Metro representative, appeared and provided an update on the Route
710 North project.

REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense CAB 1234])
Mayor Pro Tern Kovacic hoped everyone had a nice Thanksgiving; he reported that he
recently went to a placed called "Portland's Living Room" in Portland, Oregon where they
had a tree lighting ceremony, and reminded him of Arcadia's Transit Center, and looks
forward to similar events in the community.
Council Member Tay reported that on November 20, he attended the San Gabriel Valley
Council of Governments Board meeting at the DoubleTree Hotel; on November 21 he
attended the Arcadia High School Performing Arts Center to watch a performance of "Alice
in Wonderland" performed by a group of talented Arcadia High School students; on
November 23 he hosted the first block party for the Neighborhood Watch Program at his
house and thanked Officer Vercillo for attending; he encouraged the community to get
involved in the program and be informed of the "See Something, Say Something" motto;
and concluded that Saturday is the Christmas Night Market on First Avenue between
Huntington Drive and Wheeler and invited everyone to attend.
Council Member Beck had no comments.
Council Member Chandler had no comments.
Mayor Wuo also hoped everyone had a great Thanksgiving; he reported that he attended
the Merry Mingle presented by the San Gabriel Valley Council of Governments and the
Economic Development Partnership; and on November 25 he attended a meeting at
Westfield Shopping Center for the reveal of new renovations that were done, and also
noted that he was happy that staff was in attendance to show their support; he announced
that yesterday he attended USC Eye Institute, which opened an office in Arcadia; he
announced that on December 6 there will be a "Breakfast with Santa" at 8:30 a.m. and a
snow event at the Community Center and encouraged everyone to come out and enjoy the
festivities.
City Clerk Gene Glasco reported that last Monday he and members of the Police
Department represented the City at the Interfaith Thanksgiving service hosted by the
Church of the Good Shepherd, and noted that there were representatives in attendance
from different religious organizations who each gave a brief address expressing their
perspectives on the season; and added that the tree at the Transit Plaza is currently lit up.
1. CONSENT CALENDAR
a. Regular Meeting Minutes of November 18, 2014.
Recommended Action: Approve
b. Resolution No. 7054 accepting a Dedication of certain property for a corner
cutback at the northwest corner of the intersection of Alta Street and Second
Avenue for public use as part of Parcel Map 72489.
Recommended Action: Adopt

c. Resolution No. 7055 approving and adopting an amended Conflict of Interest
Code pursuant to the Political Reform Act of 1974.
Recommended Action: Adopt
d. Memorandum of Understanding with the Cities of Azusa, Bradbury, Duarte,
Monrovia, Sierra Madre, County of Los Angeles and Los Angeles County
Flood Control District regarding the administration and cost sharing for the
implementation of the Coordinated Integrated Monitoring Program
("CIMP") for the Rio Hondo/San Gabriel River Water Quality Group; and
Professional Services Agreement with California Watershed Engineering
("CW E ") for the implementation of the CIMP in the amount of $2,371 ,580.
Recommended Action: Approve
e. Set a public hearing date of December 16, 2014, for an appeal of the
Planning Commission's decision to deny an appeal and uphold the
Highlands Homeowners' Association's ("HOA ") Architectural Review
Board's denial of the proposed architectural concept plans for a new, two-
story residence at 211 Monte Place.
Recommended Action: Set Public Hearing Date
f. Set a public hearing date of December 16, 2014, for a call up by the City
Council of the Planning Commission's approval of Tentative Parcel Map No.
TPM 14-07 (72892), Modification No. MC 14-04, and Architectural Design
Review No. ADR 14-06 with a categorical exemption under the California
Environmental Quality Act (CEQA) for a new 3,995 square-foot, two-story
office building at 130 S. First Avenue.
Recommended Action: Set Public Hearing Date
g. Revisions to the existing classification specification for the position of
Economic Development Manager in the Development Services Department.
Recommended Action: Approve
h. Contract with Orange County Striping Service, Inc. for street striping and
pavement marking services in an amount not to exceed $80,745.
Recommended Action: Approve
Purchase order with Waxie Sanitary Supply for the purchase of janitorial
supplies and related products for various City facilities in an amount not to
exceed $61,623.28.
Recommended Action: Approve
Regarding Consent Calendar Item 1.d, Council Member Beck clarified that several cities
will share the $2,371,580 cost.
At the request of Council Member Chandler, City Manager Lazzaretto explained, for the
public's benefit, the importance of this item.

Public Works Services Director Tait explained that this portion of the project will look at
sampling the storm water and run off water and looking at the water quality.
It was moved by Council Member Tay, seconded by Council Member Chandler, and carried
on roll call vote to approve Consent Calendar Items 1.a. through 1 .i.

Mayor Wuo announced that the City Council will recess to the Conference Room to
consider the two items listed on the posted agenda under Closed Session.
