HOA 14 -06 — AN APPEAL OF THE SANTA ANITA VILLAGE HOMEOWNERS' ASSOCIATION'S ARCHITECTURAL REVIEW BOARD'S DESIGN REVIEW DENIAL FOR A NEW RESIDENCE AT 1122 DRAKE ROAD. — THIS ITEM WAS CONTINUED FROM THE JANUARY 27, 2015 MEETING Recommendation: Continue the public hearing to a future Planning Commission meeting On November 14, 2014, the Architectural Review Board of the Santa Anita Village Homeowners' Association (ARB) held a public hearing, and denied the design concept plans for a new, two -story, single- family residence, with a basement at 1122 Drake Road. This decision was appealed by the applicant on November 19, 2014. Among the reasons for denial were concerns about potential environmental impacts associated with the excavation and grading to lower the project site and for the proposed basement. On November 26, 2014, the applicant, • Mr. Jack Ng, requested a continuance to the January 27, 2015 meeting to allow for additional time to address the concerns of the ARB. Supplemental information including a Geotechnical Report, Preliminary Grading Plan, and the applicant's responses to the ARB's Findings and Action Form, were submitted, and indicate that the plans have been revised, including the grading of the site. Since the revised plans appear to address the ARB's concerns, the appellant has requested an ARB hearing, and the revised proposal is scheduled to be considered by the ARB on February 25, 2015. Because the need to proceed with the appeal will depend on the outcome of the ARB hearing, it is recommended that this public hearing be continued to a future Planning Commission meeting. PLANNING COMMISSION ACTION The Planning Commission should receive any public testimony, and approve a motion to continue the hearing to a future Planning Commission meeting.
