ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, January 27, 2015
CALL TO ORDER – Vice Chairman Baerg called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Commissioners Chan, Chiao, Lin and Baerg
ABSENT: Chairman Falzone
It was moved by Commissioner Chiao and seconded by Commissioner Lin to excuse
Chairman Falzone from the meeting. Without objection, the motion was approved.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
None
PUBLIC COMMENTS
None
PUBLIC HEARINGS
1. Appeal No. HOA 14-06 - An appeal of the Santa Anita Village Homeowners’
Association’s Architectural Review Board’s design review denial for a new
residence at 1122 Drake Road. This item was continued from December 9,
2015, meeting.
Applicant/Appellant: Jack Ng, Designer
Recommendation: Continue to February 10
Mr. Kasama introduced this item and explained that the applicant/appellant has
requested a continuance.
Vice Chairman Baerg opened the public hearing and asked for a motion to continue
the public hearing to February 10, 2015.
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Lin, to continue
the public hearing to February 10, 2015.

2. Resolution No. 1932 - Approving Conditional Use Permit No. CUP 14-17 with
a Categorical Exemption under the California Environmental Quality Act
(CEQA) for a 1,200 square-foot tutoring center at 23 Las Tunas Drive.
Applicant: Little Stanford Academy
Recommendation: Adopt Resolution No. 1932
Mr. Kasama introduced the item.
Associate Planner, Tim Schwehr, presented the staff report.
Vice Chairman Baerg opened the public hearing and asked if the applicant would like
to speak. Ms. Eileen Li, school director, responded.
Vice Chairman Baerg asked if anyone would like to speak in favor of this item. The
following responded.
Mr. Cameron Cooper, school employee
Mr. Fernando Gonzalez, school employee
Mr. Daniel Bylun, school employee
Vice Chairman Baerg asked if anyone would like to speak in opposition to this item.
There were none.
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Lin, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Lin to approve
Conditional Use Permit No. CUP 14-17 and the Categorical Exemption, subject to the
findings and conditions in the staff report, and to adopt Resolution No. 1932 with the
added condition that all classrooms are required to have a window.

There is a five working day appeal period after the adoption of the Resolution.
Appeals are to be filed by 5:30 p.m. on Tuesday, February 3, 2015.
3. Resolution No. 1933 - Approving an amendment to Conditional Use Permit
No. CUP 05-15 with a Categorical Exemption under the California
Environmental Quality Act (CEQA) to allow the sale of beer and wine for off-
site consumption at the existing drugstore (Walgreen’s) at 140 E. Live Oak
Avenue.

Recommendation: Adopt Resolution No. 1933

to speak. The applicant was not present.

It was moved by Commissioner Chiao, seconded by Commissioner Lin, to close the
public hearing. Without objection, the motion was approved.

amendment to Conditional Use Permit No. CUP 15-05 and the Categorical
Exemption, subject to the findings and conditions in the staff report, and to adopt
Resolution No. 1933.

It was moved by Commissioner Lin, seconded by Commissioner Chiao, to approve
the minutes as presented.

MATTERS FROM COUNCIL LIAISON
Councilman Tay said that he attended the League of California Cities Academy for new
councilmen and it was very good. He highly recommended the League’s Planning
Commissioners Academy on March 4 through 6.
FROM PLANNING COMMISSIONERS
Nothing to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Lin reported that the Modification Committee meeting was canceled.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama said the agenda for the next Planning Commission meeting will include the
continued appeal of the design review at 1122 Drake Rd., a Conditional Use Permit for a
preschool expansion and a multi-family development at 415 California St.
Commissioner Chan asked for an update on the astro turf issue. Mr. Kasama explained that
it is still being studied, and will be included in the Zoning Code Update.
ADJOURNMENT
Vice Chairman Baerg adjourned this meeting at 7:39 p.m. to Tuesday, February 10, 2015, at
7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
