HomeMy WebLinkAboutItem 3a - Naming of City Facilitiesralm � DATE: TO: STAFF REPORT February 17, 2015 Honorable Mayor and City Council Office of the City Manager FROM: Dominic Lazzaretto, City Manager By: Linda Garcia, Communications, Marketing & Special Projects Manager SUBJECT: ADMINISTRATIVE POLICY REGARDING THE NAMING OF CITY FACILITIES Recommendation: Approve SUMMARY In response to City Council direction, a draft administrative policy ( "policy ") establishing criteria and procedures for the naming of City facilities was prepared and presented at the November 18, 2014 City Council meeting. The City Council did not approve the policy at that time due to concerns that it was overly complex. At the December 16, 2014, meeting, staff was asked to prepare a simplified version of the naming policy that offers more flexibility with regard to the commemorative naming of City facilities and calls for discussion and action on a potential naming to take place at a scheduled City Council study session. The revised policy is attached to this report and presented to the City Council for approve. BACKGROUND For the most part, the naming of City facilities has been considered by the City Council on a case -by -case basis and has been granted to recognize unique and substantial contributions to the City of Arcadia. Named facilities include the Gilb Museum of Arcadia Heritage, Lojeski Field at Eisenhower Park, the John Panatier Memorial Nature Center at Wilderness Park, Windsor Field at Hugo Reid Park, Albert Matthies Way, and various rooms at the Library and Museum. Several of the named rooms at the Library came about as a result of a mid- 1990's capital campaign conducted by the Arcadia Library Foundation to raise money for Library furnishings and equipment in conjunction with the comprehensive remodel of the facility. The Museum's named rooms were also the result of a fundraising effort around the time the Museum was built. Naming of City Facilities Administrative Policy February 17, 2015 Page 2 of 3 The facilities that were named for non - monetary contributions — for instance, Lojeski Field, Windsor Field, John Panatier Nature Center and Albert Matthies Way — were done so by the City Council with a simple discussion and vote without any formal criteria or process. On December 16, 2014, when the City Council requested a revised policy be prepared for consideration, the City Council asked for a simpler version that offers maximum flexibility in addressing naming requests. Additionally, the City Council directed that consideration of naming requests take place at a study session meeting, and placed on the appropriate agenda as such. DISCUSSION The attached policy provides a process and general guidelines for naming a City facility after a person, family, group, or commercial enterprise. The policy is written to allow the City Council to consider the naming of a facility on a case -by -case basis provided the honoree meets the basic standard of having made a significant and substantial contribution to the City of Arcadia. The policy allows for "naming in consideration" (financial contribution /sponsorship) and "naming in recognition" (for significant service or historical or cultural significance). To propose a name for dedication, a member of the City Council would make a request in writing to the City Manager's Office, providing background information and the rationale for the request. This request will be placed on a study session agenda for City Council approval or denial. If appropriate for the discussion, City staff will provide additional details on the nominee's history of public service. The proposed policy does not set forth criteria for dedicatory or fundraising programs such as adopt -a- bench, adopt -a -tree, commemorative bricks and so on, nor does it apply to capital campaigns such as those developed to raise money for construction of or furnishings or equipment for a particular facility. If programs of this type are desired at some point in the future, a plan specific to the endeavor will be developed and submitted to the City Council for approval. If approved, the policy will become effective immediately. FISCAL IMPACT There is no fiscal impact associated with the approval of this administrative policy. Any costs associated with naming a facility would be identified at the time the proposal is considered. DEFINITIONS A "City facility" is defined as any building, property, street, space, room (or a discrete portion thereof) that is owned and /or managed by the City of Arcadia. POLICY ,A#,W X The naming of buildings, land, and facilities is an important element in the character of a community. When assigning a commemorative name to a facility, the person /people selected says as much about the spirit and commitment of the community's residents as about the honoree. The following guidelines shall serve as the City policy regarding the commemorative naming of City facilities: • A City facility may be named after any group, individual, or family, living or deceased that has made significant and substantial contributions of a service, cultural or historic nature to the City of Arcadia, as determined by the City Council. Said contributions do not have to be financial in nature; they may include extensive service and /or support to the City organization or the community in general.
