ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, February 10, 2015
CALL TO ORDER – Chairman Falzone called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.

PRESENT: Commissioners Baerg, Chan, Chiao, Lin and Falzone
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Mr. Kasama noted that copies of two letters regarding the condominium
project at 415 California Street, Item 3, were distributed to the Commissioners.
PUBLIC COMMENTS
None
PUBLIC HEARINGS
1. Appeal No. HOA 14-06 - An appeal of the Santa Anita Village Homeowners’
Association’s Architectural Review Board’s design review denial for a new
residence at 1122 Drake Road. This item was continued from the January 27,
2015, meeting.
Applicant/Appellant: Jack Ng, Designer
Recommendation: Continue to a future Planning Commission meeting
Mr. Kasama introduced this item and explained that the applicant/appellant has
requested a continuance.
Chairman Falzone opened the public hearing and asked for a motion to continue the
public hearing to a future date.
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to
continue the public hearing to a future date.

2. Resolution No. 1930 – Approving Conditional Use Permit No. CUP 14-15 with
a Categorical Exemption under the California Environmental Quality Act
(CEQA) to expand a preschool by converting a church office building into a
classroom building at 66 W. Duarte Road.
Applicant: Starkids Preschool
Recommendation: Adopt Resolution No. 1930
Mr. Kasama introduced the item.
Associate Planner, Tom Li, presented the staff report.
Chairman Falzone opened the public hearing and asked if the applicant would like to
speak. There was no response.
Chairman Falzone asked if anyone would like to speak in favor of this item. There
were none.
Chairman Falzone asked if anyone would like to speak in opposition to this item.
There were none.
MOTION
It was moved by Commissioner Baerg, seconded by Commissioner Lin, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Baerg, seconded by Commissioner Lin, to approve
Conditional Use Permit No. CUP 14-15 and the Categorical Exemption, subject to the
findings and conditions in the staff report, and to adopt Resolution No. 1930.

There is a five working day appeal period after the adoption of the Resolution.
Appeals are to be filed by 5:30 p.m. on Wednesday, February 18, 2015.
3. Resolution No. 1934 - Approving Tentative Tract Map No. TTM 73030 and
Multiple-Family Architectural Design Review No. MFADR 14-10 with a
Categorical Exemption under the California Environmental Quality Act (CEQA)
for a 20-unit residential condominium development at 415 California Street.
Applicant: New World International Investments, LLC
Recommendation: Adopt Resolution No. 1934

Associate Planner, Tim Schwehr, presented the staff report.
Chairman Falzone opened the public hearing and asked if the applicant would like to
speak. Mr. Michael Sun, the Project Architect, responded.
Chairman Falzone asked if anyone would like to speak in favor of this item. The
following responded:
Mr. Ron Appel, neighbor
Mr. Tony Chen, the property manager
Ms. Mary Lou Willmington, neighbor
Chairman Falzone asked if anyone would like to speak in opposition to this item. The
following responded:
Mr. Brad Wassal, a resident of the subject property
At 7:38, Chairman Falzone called a five minute recess to allow Mr. Wassal to set up
his presentation.
At 7:43, Chairman Falzone called the meeting back into session.

Chairman Falzone asked if the applicant would like to speak in rebuttal. The following

It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to close
the public hearing. Without objection, the motion was approved.

item to the February 24, 2015, meeting.

4. Minutes of the January 27, 2015, Regular Meeting of the Planning Commission
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Lin, to approve
the minutes as presented.

NOES: None
MATTERS FROM COUNCIL LIAISON
Councilman Tay said the City Council attended a workshop this morning with staff. He added
that it was suggested that it would be beneficial for the Planning Commission, Homeowners
Associations and developers to participate in a study session to discuss topical issues and
that this would probably be scheduled within the next couple of weeks.
FROM PLANNING COMMISSIONERS
Nothing to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Lin reported that the Modification Committee approved modifications for three
projects.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama said the February 24 agenda will include the 415 California Street project which
was continued tonight and that there may possibly be one item for the Modification
Committee. He also mentioned that the March 10 agenda will include two Text Amendments;
one on regulations for real estate signs and the other on personal services including
massage.
ADJOURNMENT
Chairman Falzone adjourned this meeting at 8:12 p.m. to Tuesday, February 24, 2015, at
7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
