BACKGROUND The Orange Grove Water Plant is a vital component of the City's water supply and distribution system. It is the City's only source of supply from the Santa Anita Subarea of the Raymond Groundwater Basin. Water pumped from two wells at the Orange Grove Water Plant (Well No.1A and Well No.5) is close to the Maximum Contaminant Level for nitrates and Volatile Organic Compounds ( "VOC's "). VOC's have been used extensively in the United States since the 1940's. VOC's are common components or additives in gasoline and diesel fuel and are used in the dry cleaning of clothing, in Accept Orange Grove Disinfection Rehabilitation Project March 3, 2015 Page 2 of 3 refrigeration units, and other petroleum -based products. The California Department of Public Health ( "CDPH ") approved the City's Blend Plan that blends water from these two wells with other City wells to ensure that the City's drinking water meets all state and federal drinking water standards before it leaves the Orange Grove Water Plant. To ensure that concentration levels are below the allowable limits, the CDPH added a condition of approval for the City's Blend Plan that requires the City to ensure that Wells 1A and 5 have a positive connection to their blending source. The only way to accomplish this in a way acceptable to the CDPH was to modify the piping from the wells to the reservoirs where blending occurs.
