SUBJECT: ACCEPT ALL WORK PERFORMED BY MLADEN BUNTICH
CONSTRUCTION COMPANY, INC. FOR THE ORANGE GROVE
WATER PLANT DISINFECTION AND REHABILITATION PROJECT AS
COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN
ACCORDANCE WITH THE CONTRACT DOCUMENTS, SUBJECT TO
THE RETENTION OF $6,677.72
Recommendation: Approve
SUMMARY
On June 3, 2014, the City Council approved a contract with Mladen Buntich
Construction Company, Inc. in the amount of $125,500 for the Orange Grove Water
Plant Disinfection and Rehabilitation Project. The terms and conditions of this project
have been complied with and the work has been performed to the satisfaction of the
Project Engineer for a total project cost of $133,554.49. This amount reflects the original
contract amount of $125,500 plus contract change orders totaling $8,054.49, or 6.4% of
the original contract amount.
It is recommended that the City Council accept all work performed by Mladen Buntich
Construction Company, Inc. for the Orange Grove Water Plant Disinfection and
Rehabilitation Project as complete and authorize the final payment to be made in
accordance with the contract documents, subject to the retention of $6,677.72.
BACKGROUND
The Orange Grove Water Plant is a vital component of the City's water supply and
distribution system. It is the City's only source of supply from the Santa Anita Subarea
of the Raymond Groundwater Basin. Water pumped from two wells at the Orange
Grove Water Plant (Well No.1A and Well No.5) is close to the Maximum Contaminant
Level for nitrates and Volatile Organic Compounds ( "VOC's "). VOC's have been used
extensively in the United States since the 1940's. VOC's are common components or
additives in gasoline and diesel fuel and are used in the dry cleaning of clothing, in

refrigeration units, and other petroleum -based products. The California Department of
Public Health ( "CDPH ") approved the City's Blend Plan that blends water from these
two wells with other City wells to ensure that the City's drinking water meets all state
and federal drinking water standards before it leaves the Orange Grove Water Plant.
To ensure that concentration levels are below the allowable limits, the CDPH added a
condition of approval for the City's Blend Plan that requires the City to ensure that Wells
1A and 5 have a positive connection to their blending source. The only way to
accomplish this in a way acceptable to the CDPH was to modify the piping from the
wells to the reservoirs where blending occurs.
DISCUSSION
On June 3, 2014, the City Council approved a contract with Mladen Buntich
Construction Company, Inc. in the amount of $125,500 for the Orange Grove Water
Plant Disinfection and Rehabilitation Project. The work included modifying existing
piping, installing chemical analyzers that monitor water quality, and installing new
valves.
During the rehabilitation of the project, Mladen Buntich Construction Company, Inc.
encountered an obstruction within the reservoir. The contractor also discovered that the
existing 12" pipe at the reservoir was ductile iron and not steel as shown on the
drawings. The unforeseen conditions required additional work to the scope of the
project. Below is a breakdown of the contract change orders:

The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Engineer. Mladen Buntich
Construction Company, Inc. completed construction of the work as defined in the project
plans and specifications in an efficient and timely manner.

FISCAL IMPACT
The Fiscal Year 2013 -14 Capital Improvement Program has a budget of $200,000 for
this project. The total cost for this project, including the change orders, is $133,554.49.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Mladen Buntich
Construction Company, Inc. for the Orange Grove Water Plant Disinfection and
Rehabilitation Project as complete and authorize the final payment to be made in
accordance with the contract documents, subject to the retention of $6,677.72.
