BACKGROUND
The Civic Center and the Police Department public parking lots provide parking and
access to the Civic Center Campus, which includes City Hall, Council Chambers,
Athletic Field, and the Police Department. These parking lots had not been renovated
since the mid- 1950's when the original asphalt pavement was installed. As a result, the
pavement surface condition was distressed to the point that there was severe "alligator
cracking" (cracking into a pattern resembling the back of an alligator).

DISCUSSION
On July 15, 2014, the City Council approved a contract with Roadway Engineering and
Contracting Inc. in the amount of $395,978 for the Civic Center Parking Lot
Improvement Project. The work included replacement and repair of the original

on sustainability, the Civic Center Parking Lot Improvement Project included a storm
water capture and infiltration system. The storm water capture and infiltration system
will infiltrate the first one inch of a rainstorm and the excess runoff will be diverted to the
City's storm drain system. There were no changes to the existing parking space design
or quantity of parking spaces.
During the project, design updates were made to improve ADA compliance and
increase aesthetics and functionality of the concrete work. These improvements added
work to the original scope of the project. Below is a breakdown of the contract change
