FOR THE CIVIC CENTER PARKING LOT IMPROVEMENT PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS, SUBJECT TO THE RETENTION OF $20,135.40 Recommendation: Approve SUMMARY On July 15, 2014, the City Council approved a contract with Roadway Engineering and Contracting Inc. in the amount of $395,978 for the Civic Center Parking Lot Improvement Project. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Engineer for a total project cost of $402,708. This amount reflects the original contract amount of $395,978 plus contract change orders totaling $6,730 or 1.7% of the original contract amount. It is recommended that the City Council accept all work performed by Roadway Engineering and Contracting Inc. for the Civic Center Parking Lot Improvement Project as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $20,135.40. BACKGROUND The Civic Center and the Police Department public parking lots provide parking and access to the Civic Center Campus, which includes City Hall, Council Chambers, Athletic Field, and the Police Department. These parking lots had not been renovated since the mid- 1950's when the original asphalt pavement was installed. As a result, the pavement surface condition was distressed to the point that there was severe "alligator cracking" (cracking into a pattern resembling the back of an alligator). Accept Civic Center Parking Lot Improvement Project March 17, 2015 Page 2 of 3 DISCUSSION On July 15, 2014, the City Council approved a contract with Roadway Engineering and Contracting Inc. in the amount of $395,978 for the Civic Center Parking Lot Improvement Project. The work included replacement and repair of the original pavement. In order to be consistent with the City's General Plan and overall emphasis on sustainability, the Civic Center Parking Lot Improvement Project included a storm water capture and infiltration system. The storm water capture and infiltration system will infiltrate the first one inch of a rainstorm and the excess runoff will be diverted to the City's storm drain system. There were no changes to the existing parking space design or quantity of parking spaces. During the project, design updates were made to improve ADA compliance and increase aesthetics and functionality of the concrete work. These improvements added work to the original scope of the project. Below is a breakdown of the contract change orders: The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Engineer. Roadway Engineering and Contracting Inc. completed construction of the work as defined in the project plans and specifications in an efficient and timely manner. FISCAL IMPACT The Fiscal Year 2013 -14 Capital Improvement Program has a budget $435,000 for this project. The total project cost for this project, including the change orders, is $402,708. Description Amount Remove and replace curb, gutter, and thickened 1 edge at catch basin, construct additional sidewalk, $2,350.00 construct additional landing to renovate accessible curb ramp to meet ADA regulations. Remobilization for third phase of construction, 2. installation of detectable warning surface to meet $4,380.00 ADA regulations. Total Change Orders $6,730.00 The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Engineer. Roadway Engineering and Contracting Inc. completed construction of the work as defined in the project plans and specifications in an efficient and timely manner.
