SUBJECT: CONTRACT WITH AVAZ CONSTRUCTION, INC. FOR THE PUBLIC
WORKS SERVICE CENTER CARPORT STRUCTURE REPAIR
PROJECT IN THE AMOUNT NOT TO EXCEED $54,400
Recommendation: Approve
SUMMARY
On August 19, 2014, a City owned compressed natural gas street sweeper caught on
fire and exploded, resulting in extensive damage to a carport structure that houses
equipment and fleet vehicles for the Public Works Services Department ( "PWSD "). As
such, it is necessary to reconstruct the damaged carport structure to ensure its integrity
for continued use. It is recommended that the City Council authorize and direct the City
Manager to execute a contract with Avaz Construction, Inc. for the Public Works Service
Center Carport Structure Repair Project in an amount not to exceed $54,400.
DISCUSSION
The existing carport structure located at the PWSD Service Center is used to protect
larger fleet vehicles when not in operation and provides storage for small tools,
equipment, and field supplies. The carport is a concrete block structure and includes a
metal roof deck and support beams. Due to the intensity of the fire and subsequent
explosion, the integrity of the support beams and a majority of the metal roof were
compromised.
PWSD had a structural engineering company assess the structural damage. The scope
of work for the project includes the replacement of damaged block wall, steel beams,
uprights, and the roof decking and roofing materials, power washing of the concrete
block, and repainting of all metal surfaces.
A Notice Inviting Bids was published in the City's adjudicated newspaper and the bid
packages were distributed to contractors that perform this type of work. On February
24, 2015, the City Clerk received nine sealed bids with the following results:

All bid documents were reviewed for content and the contractor's ability to best meet the
City's needs as specified in the bid specifications. Based on staff's review of the
contractor's references, and evaluation of the bids received, Avaz Construction, Inc.
was determined to be the lowest responsive bidder capable of performing the work
required. They have completed similar projects for local school districts, community
college districts, and municipalities.
FISCAL IMPACT
The cost of the project will be $54,400 and will include customary contingencies. The
City's insurance company reviewed the claim for the damaged carport structure and has
agreed to reimburse the City for all repair costs.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with Avaz Construction, Inc. for the Public Works Service Center
Carport Structure Repair Project in an amount not to exceed $54,400.
