HomeMy WebLinkAbout11/04/2014 56:0111 MINUTES OF THE ARCADIA CITY COUNCIL REGULAR MEETING TUESDAY, NOVEMBER 4, 2014 CALL TO ORDER INVOCATION Reverend Thomas Shriver, Emmanuel Assembly of God PLEDGE OF ALLEGIANCE Kurt Norwood, Fire Chief ROLL CALL OF CITY COUNCIL MEMBERS John Wuo, Mayor Gary Kovacic, Mayor Pro Tern Tom Beck, Council Member Roger Chandler, Council Member Sho Tay, Council Member REPORT FROM CITY ATTORNEY ON CLOSED SESSION ITEMS City Attorney Deitsch reported that the City Council met in a Special Meeting to consider the four items listed on the posted agenda under Closed Session and that no reportable action was taken. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto requested the City Council table Consent Calendar item 2.c. in order to allow staff time to identify additional options for that intersection. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Chandler, seconded by Council Member Tay, to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Presentation of Proclamation to Arcadia Festival of Bands Co-Chairs Fred and Maryann Stevens, Music Club President Kirby Repko and Drum Major Minphy Liao. b. Presentation by the County of Los Angeles Department of Public Works on the Santa Anita Stormwater Flood Management and Seismic Strengthening project. PUBLIC COMMENTS (5 minute time limit each speaker) Any person wishing to speak before the City Council is asked to complete a Speaker Card and provide it to the City Clerk prior to the start of the meeting. Each speaker is limited to five (5) minutes per person, unless waived by the City Council. Under the Brown Act, the City Council is prohibited from discussing or taking action on any item not listed on the posted agenda. Mohammad A. Ebrahimi appeared and complained about issues he and his wife allegedly experienced with the Arcadia Police Department when he was arrested. 1 11-04-14 56:0112 Nabila Ebrahimi appeared and complained about police issues she has allegedly experienced in the past with various police agencies including the Arcadia Police Department. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense[AB 12341) Council Member Chandler commented on the Hale Medical Center grand opening ceremony he attended; and he indicated that he has received many phone calls regarding the drive up mailboxes on Wheeler Avenue that the post office recently moved to the sidewalk area with the opening of the mailboxes to the north which is unsafe and an inconvenience to the customers. City Manager Lazzaretto indicated that staff has been in contact with the local postmaster and provided an update to the City Council; and that the post office is aware of the City's concerns and both parties are working to resolve the issue. Mayor Wuo also mirrored the concerns expressed by Council Member Chandler and commented on his dissatisfaction with the post office for moving the drive up mailboxes to an inconvenient and unsafe location for the customers. Council Member Beck noted that he did not attend the grand opening of the Hale Medical Center, but commented on the great work Mr. Hale does; he announced that he also attended the Historical Society's fundraiser dinner; and also announced the Acadia Transit Plaza dedication on November 6, which he is looking forward to attending. Council Member Tay announced that he also attended the Historical Society's fundraiser dinner; he also attended the Hale Medical Center grand opening; he attended Breeders' Cup and indicated that 37,792 people were in attendance on Friday and commented on the number of volunteers he saw there; he announced the new VisitArcadiaCalifornia application that can be used on a cell phone and tablet when visiting Arcadia; and announced that he also attended the Arcadia Chinese Association last Saturday with Mayor Wuo. Mayor Pro Tem Kovacic noted that 80,000 people attended both days of the Breeders' Cup and thanked all the volunteers and the police department for providing impeccable security, and congratulated everyone on a successful event; he announced that the Arcadia High School Theatre Department will be performing "Alice in Wonderland" at the Performing Arts Center on November 21 and 22 and invited everyone to visit www.arcadiastaqe.com to purchase tickets; he mentioned Election Day and hoped that everyone voted; he noted Veteran's Day on November 11, and mentioned that the Seniors will be celebrating it on Friday, November 7; and thanked City Clerk Glasco for his service as a Vietnam War Veteran and thanked him for the memorial coin. City Clerk Glasco announced the various restaurants in and around Arcadia that are offering free meals to Veteran's with proper identification; he commented on the Historical Society's fundraiser dinner and the performance; and also announced that the Seniors will be celebrating Veteran's Day on Friday, November 7. Mayor Wuo also announced that he attended the Historical Society's fundraiser dinner; he commented on a successful Breeders' Cup event, and noted that Santa Anita Race Track is the best in the nation; and he thanked the Police Department for all their hard work; and mentioned that the color guard did an outstanding job; and announced that he also attended the Arcadia Chinese Association 32nd Annual fundraising dinner and thanked them for all they do for the community. 1. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless a member of the City Council, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. 2 11-04-14 56:0113 a. Regular Meeting Minutes of October 21, 2014. Recommended Action: Approve b. Ordinance No. 2319 approving an amendment to the Seabiscuit Pacifica Specific Plan (SP No. 13-02) to modify conditions of approval for two new hotels and a hotel condominium at 130 W. Huntington Drive. Recommended Action: Adopt c. Resolution No. 7050 accepting two Grants of Easement for purposes of constructing a "shotcrete wall" and for future maintenance and repair (2205 Canyon Road). Recommended Action: Adopt d. Street closures for the Festival of Bands Parade. Recommended Action: Approve e. Accept all work performed by Southwest General Engineering, Inc. for the Canyon Reservoir Facility Slope Stabilization project as complete and authorize the final payment to be made in accordance with the Contract documents, subject to the retention of $3,604.75 and authorize an additional appropriation of $5,780 from the Water Fund. Recommended Action: Approve f. Reject all bids received for landscape maintenance services, direct staff to re-bid the contract with revised specifications for these services, and award a two month contract extension with CLS Landscape Management, Inc. in the amount of $70,760. L. Recommended Action: Approve 4 g. Purchase of a mobile command post for the Police Department in an amount not to exceed $300,000. Recommended Action: Approve h. Purchase Order with Ernie's Auto Parts for the purchase of automobile repair parts for City vehicles in an amount not to exceed $55,757. Recommended Action: Approve Contract with General Pump Company for Inspection and Rehabilitation of St. Joseph Well 2 in an amount not to exceed $144,280. Ordinance No. 2320 amending the Arcadia Municipal Code to require compliance with State prevailing wage requirements on City Public Works projects. Recommended Action: Introduce 3 11-04-14 I 56:0114 Senior Management Analyst Maria Taylor presented the staff report. It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on roll call vote to introduce Ordinance No. 2320 amending the Arcadia Municipal Code to require compliance with State prevailing wage requirements on City Public Works projects. AYES: Council Member Chandler, Tay, Beck, Kovacic and Wuo NOES: None ABSENT: None b. Ordinance No. 2321 amending Article III, Chapter 1, Part 7 of the Arcadia Municipal Code Relating to Emergency Medical and Ambulance Transport Services and Paramedic Membership Program. Recommendation: Introduce Fire Chief Norwood presented the staff report. It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on roll call vote to introduce Ordinance No. 2321 amending Article III, Chapter 1, Part 7 of the Arcadia Municipal Code Relating to Emergency Medical and Ambulance Transport Services and Paramedic Membership Program. AYES: Council Member Chandler, Tay, Beck, Kovacic, and Wuo NOES: None ABSENT: None c. Contract with GMC Engineering, Inc. in the amount of $506,373 for Phase Two of the Huntington Drive Capacity Improvements project with a provision to allow U-turns at the Huntington Drive and Colorado Place intersection and approve a 10% contingency.
