REGULAR MEETING
TUESDAY, NOVEMBER 18, 2014
CALL TO ORDER — Mayor Wuo called the regular meeting to order at 7:00 p.m.

SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto stated there was no supplemental agenda information.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Tay, to
read all ordinances and resolutions by title only and waive the reading in full.
PUBLIC COMMENTS (5 minute time limit each speaker)
Any person wishing to speak before the City Council is asked to complete a Speaker Card
and provide it to the City Clerk prior to the start of the meeting. Each speaker is limited to
five (5) minutes per person, unless waived by the City Council. Under the Brown Act, the
City Council is prohibited from discussing or taking action on any item not listed on the
posted agenda.
Alexis Proctor, an Arcadia resident, appeared and introduced herself and expressed her
interest in being appointed to the Recreation and Parks Commission.
Scott Hettrick, Executive Director of the Arcadia Chamber of Commerce, appeared and
wished everyone a Happy Thanksgiving; he congratulated the City and staff on the grand
opening of the Arcadia Transit Plaza; and announced the return of the Second Annual
Christmas market sponsored by the Arcadia Improvement Association and Arcadia's Best
Foundation scheduled for December 6, 13, and 20 and provided additional information
regarding vendors and performers; and commented on the upcoming Carcadia Christmas
event.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense (AB 12341)
Mayor Pro Tem Kovacic thanked Reverend Keenan for his words of wisdom; he announced
Foothill Unity Center Thanksgiving distribution on November 24 and 25 at the L.A. County

Arboretum, and provided contact information if anyone is interested in volunteering or
donating; and he wished his mother a Happy 92nd Birthday tomorrow.
Council Member Tay commented on the Downtown Christmas market and urged everyone
to attend; and announced that he attended the grand opening of the renaming of the El
Monte Airport to the San Gabriel Valley Airport.
Council Member Beck invited everyone to visit the Arcadia Transit Plaza, which he
described as very impressive; and announced the changing of lights around town to LED.
He requested two other Council Members support regarding a future study session or
sessions to discuss the potential revitalization of Live Oak Avenue and South Baldwin
Avenue. Council Member Chandler and Mayor Pro Tem Kovacic provided their support.
Mayor Pro Tem Kovacic noted that he would also like to see Duarte Road addressed, but
would support Council Member Beck's request. No further support was offered to the
request to add Duarte Road to the study session(s).
Council Member Beck also congratulated his former law partner, who is a graduate of
Arcadia High School, who received the California Trial Lawyer of the Year award; and
wished everyone a Happy Thanksgiving.
Council Member Chandler announced that he attended and participated in the annual
Festival of Bands and described his experience riding in the 1926 La France fire truck; and
on Friday he attended the Veteran's luncheon at the Senior Center, but commented that
there were no Marines in attendance to be recognized; he also noted the grand opening of
the Arcadia Transit Plaza; and commented on an article in the newspaper "They Stopped
Watering Paradise and Forgot About the Trees" and reminded everyone about the drought,
but noted that trees need watering also.
City Clerk Glasco reported that he participated in a Veteran's Day celebration in Monrovia;
he commented on his attendance and participation in the Arcadia Festival of Bands, and
congratulated Vicky Stiles and Fred and Maryann Stevens for a job well done; he noted the
Veterans Day luncheon at the Senior Center and congratulated the Recreation and Parks
Department for honoring the Veterans.
Mayor Wuo reported on the Gold Line JPA meeting he attended and announced the target
date for the Gold Line is sometime in 2016; that he had attended an ICA meeting where the
topics of AB 109 and Proposition 47 were discussed; that he attended a Sanitation District
meeting and discussed the 4 major investment policy changes which were voted and
approved by all cities; and wished everyone a safe a Happy Thanksgiving holiday.
1. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be
acted on by one roll call vote. There will be no separate discussion of these items unless a
member of the City Council, staff, or the public requests that a specific item be removed
from the Consent Calendar for separate discussion and action.
a. Special and Regular Meeting Minutes of November 4, 2014.
Recommended Action: Approve

b. Donation of $1,000 from Southern California Edison to the Recreation and
Community Services Department for the Tech Talk Program.
Recommended Action: Accept
c. Ordinance No. 2320 amending the Arcadia Municipal Code to require
compliance with State prevailing wage requirements on City Public Works
projects
Recommended Action: Adopt
d. Ordinance No. 2321 amending Article III, Chapter 1 , Part 7 of the Arcadia
Municipal Code Relating to Emergency Medical and Ambulance Transport
Services and Paramedic Membership Program.
Recommended Action: Adopt
e. Resolution No. 7053 approving the Quitclaim of offers of dedication and
easement for a future street directly south of 2232 Holly Avenue.
Recommended Action: Adopt
f. Final Tract Map No. 72625 for a six-unit residential condominium subdivision
at 19-23 Christina Street.
Recommended Action: Approve
g. Final Tract Map No. 72419 for an 18-unit residential condominium subdivision
at 736-738 W. Camino Real Avenue.
Recommended Action: Approve
h. Reject the one bid received for the purchase of an all- electric fork lift and
direct staff to rebid.
Recommended Action: Approve
Lease Agreement with VG Property Investments, LLC for the lease of 43
parking spaces in the City Hall parking lot.
Recommended Action: Approve
j. Professional Services Agreement with Gibson Transportation Consulting Inc.,
for the preparation of the Transportation Impact Fee Program update in the
amount of $71,176, plus a 10% contingency.
Recommended Action: Approve
k. Purchase Order with Western Water Works Supply Co. for the purchase of
water pipeline fittings, brass valves, and other related accessories for the
City's water distribution system in the amount of $48,554.
Recommended Action: Approve
It was moved by Council Member Tay, seconded by Mayor Pro Tern Kovacic, and carried
on roll call vote to approve Consent Calendar Items 1.a. through 1.k.

2. CITY MANAGER
a. Administrative Policy regarding the naming of City facilities.
Recommended Action: Adopt
Communications, Marketing & Special Projects Manager Linda Garcia presented the staff
report.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried
on roll call vote to table this item indefinitely.
AYES: Council Member Chandler, Tay and Wuo
NOES: Council Member Beck and Mayor Pro Tem Kovacic
ABSENT: None
b. Appointment of a delegate to the San Gabriel Valley Mosquito and Vector
Control District Board of Trustees.
Recommended Action: Appoint a Delegate
City Manager Lazzaretto presented the staff report.
Council Member Tay nominated Council Member Chandler to the San Gabriel Valley
Mosquito and Vector Control District Board of Trustees for a four year term.
Seeing no other nominations, Council Members voted as follows:
AYES: Council Member Beck, Chandler, Kovacic, Tay, and Wuo
By a vote of the City Council, Council Member Roger Chandler was reappointed to the San
Gabriel Valley Mosquito and Vector Control Board of Trustees for a four year term.
c. Appointment to the Recreation and Parks Commission to fill an unexpired
term.
Recommended Action: Make Appointment to fill unexpired term
City Manager Lazzaretto presented the staff report.
Mayor Pro Tern Kovacic nominated Raymond Cheung to the Recreation and Parks
Commission to fill the unexpired term of Patti Anderson. Seeing no other nominations,
Council Members voted as follows:
AYES: Council Member Beck, Chandler, Kovacic, Tay, and Wuo
By a vote of the City Council, Raymond Cheung was appointed to the Recreation and
Parks Commission to fill an unexpired term ending June 30, 2015.

ADJOURNMENT
Mayor Wuo adjourned this meeting at 8:00 p.m. to Tuesday, December 2, 2014, 5:00 p.m,
in the City Council Chamber Conference Room.
