Special Meeting Minutes
Wednesday, March 4, 2015
CALL TO ORDER - Mayor Wuo called the Special Meeting to order at 8:07 a.m. in the Council
Chamber Conference Room.
Present: Council Member Tay, Mayor Pro Tern Kovacic, and Mayor Wuo
Council Member Chandler and Council Member Beck were not attendance.

PUBLIC COMMENTS — No one appeared
a. Report and discussion regarding Public Safety Realignment (AB 109).
Field Services Probation Deputy Chief Bingham provided updates and perspectives on the Los
Angeles County Public Safety Realignment Program (AB 109) and the impacts of Proposition 36;
he provided statistics on crimes and number of the PSP's (Public Community Correctional Program
and Post Release Community Supervision Program) in the City of Arcadia compared to surrounding
cities since the last meeting in August 2013; he indicated that Arcadia's crime rate is 73% lower
than the California average and 61.4% safer than cities in the nation; he explained the collaborative
work the County has done with the Department of Public Health, Social Services and other law
enforcement agencies to monitor high risk and special cases; he also discussed the implementation
of the split- sentencing, and the impacts of Proposition 47 that was passed on November 4, 2014.
Assistant Sheriff Rothans gave a brief overview of Prop 47 and its impacts related to crime; and
expressed concerns about funding for drug rehabilitation.
Mayor Wuo asked that everyone in attendance introduce themselves.

b. Report and discussion regarding planning for new jails.
Assistant Sheriff Rothans provided information regarding plans for new jails in Los Angeles County
and programs in each jail facility; he also provided information on inmate mental health conditions, its
statistics, and future treatment programs.
C. Report and discussion regarding an easement across the Peck Conservation Park to
bring fiber optic cabling to the City Yard.
City Manager Lazzaretto provided a brief overview regarding an easement across the Peck
Conservation Park to bring fiber optic cabling to the City Yard.
Public Works Services Director Tait explained that the City of Arcadia already has the contractor for
the project and asked when the City could expect approval from the County.
A representative from the County responded they could get approval by early -April 2015.
d. Report and discussion regarding National Pollutant Discharge Elimination System
(NPDES) issues.
City Manager Lazzaretto provided an overview regarding National Pollutant Discharge Elimination
System (NPDES) issues, its costs, and recommendations.
Mayor Pro Tern Kovacic expressed his opinion on how serious the issues are and believed that the
State should get involved.
A County representative commented on City Manager Lazzaretto's report regarding NPDES issues.
City Manager Lazzaretto confirmed that it was agreed that the State should get involved.
Mayor Wuo commented on the cost of the NPDES issues and stated that the City as a local
government would not be able to afford it without assistance from the State.
Chief Deputy Leibrich agreed that they have to put more pressure on the State level to get their
attention.
e. Report and discussion regarding transfer of assets from the former Arcadia
Redevelopment Agency to the County Housing Authority.
City Manager Lazzaretto gave an overview regarding the transfer of assets from the former Arcadia
Redevelopment Agency to the County Housing Authority.
Development Services Director Kruckeberg provided an update on the ongoing process of
transferring assets from City of Arcadia Redevelopment Agency to the County Housing Authority.
A County representative complimented the City of Arcadia on how it has been very organized in the
process of transferring the assets.
In response to a question raised by Mayor Wuo, a County representative answered that the process
will take about one year.

In response to a question raised by Mayor Pro Tern Kovacic, Assistant City Manager /Development
Services Director responded that the process was through City Planning, not County Planning.
f. Report and discussion regarding County Pool usage for the Summer Aquatics
program.
City Manager Lazzaretto provided information regarding use of the County Pool for the summer
aquatics program, and thanked the County for its support.
g. Report and discussion regarding water usage at the Arcadia Golf Course.
City Manager Lazzaretto provided an overview regarding the increase of the water usage at the
Arcadia County Golf Course.
Public Works Services Director Tait indicated that the water usage has been 50% higher in the last 3
years.
Golf Director Leary commented on the efforts of water conservation at the Arcadia County Golf
Course.
In response to a question raised by Mayor Pro Tern Kovacic, Golf Director Leary responded that he
was not sure if reclaimed water was used.
h. Report and discussion regarding covering the drainage channel near the Arcadia High
School between Campus Dr. and Duarte Rd.
City Manager Lazzaretto explained that this item is a request from Council Member Tay.
Council Member Tay explained the situation on the location in the morning and afternoon and hoped
to get it resolved.
A County Public Works representative explained that if the drainage is within the County, they would
be happy to sit down and discuss the matter with City staff.
Mayor Wuo thanked County Supervisor Antonovich and his staff for coming to the meeting and also
for their continued support to the City of Arcadia.
Supervisor Antonovich commented that there has always been mutual relationship between the
County and City of Arcadia.
No other business was discussed at this meeting. The meeting was ended at 9:17 a.m.

ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, MARCH 17, 2015
Pursuant to the adjournment of the March 3, 2015, Regular Meeting of the City Council, the Chief
Deputy City Clerk appeared at the time and place of adjournment at 6:00 p.m. and announced
that no quorum was present until 7:00 p.m.
CALL TO ORDER - Mayor Wuo called the meeting to order at 7:00 p.m.

City Manager Lazzaretto stated there was no supplemental agenda information.

A motion was made by Council Member Tay, seconded by Mayor Pro Tern Kovacic to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Proclamation designating March 17, 2015, as "Arbor Day"
PUBLIC COMMENTS
David Arvizu, an Arcadia resident, appeared and indicated that a group of residents of the
Highland Oaks area also known as "Save the Arcadia Highlands" recently filed a lawsuit in
Superior Court against the City of Arcadia asking the Court to order an Environmental Impact
Report before approving construction at 29 E. Orange Grove and 1600 Highland Oaks Drive; he
requested that Mayor Wuo and Council Member Chandler remove themselves from discussion
on development items because of their close ties to developers because it appears to be a
conflict of interest.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense CAB 1234])
Mayor Pro Tern Kovacic wished everyone a Happy St. Patrick's Day.
Council Member Tay congratulated Mayor Wuo on a very successful Community Breakfast and
thanked State Treasurer John Chiang, who was the keynote speaker.

Council Member Beck noted that State Treasurer John Chiang was very impressive at the
Mayor's Community Breakfast; he wished everyone a Happy St. Patrick's Day; and announced
the Santa Anita Derby Day 5K on April 4. Council Member Beck noted that last October, he
made some critical comments about Andy Chang, the owner of the Santa Anita Inn, about
maternity home issues and crime at the hotel; he indicated that Mr. Chang took the comments
seriously and hired an on -sight security guard, no longer catered to pregnant women living at the
Inn, removed long -term residents, provided training to hotel employees on how to handle
problems without police assistance, and took care of other issues as recommended by Police
Chief Guthrie and Captain Foley; he added that disturbance at the hotel has decreased about
43 %; he complimented and thanked Mr. Chang for his efforts; and commented on the City's
electronic waste program and curbside pick -up.
Council Member Chandler also congratulated the Mayor and the City Manager's staff for a job
well done in putting together the Mayor's Community Breakfast.
City Clerk Glasco announced the Chamber's Citizen of the Year dinner on March 26 where
Terry and James Leahy will be honored as Arcadia's Citizens of the Year, and also announced
that Bill Russell, of the Los Angeles Dodgers and Senator Dr. Ed Hernandez will be in
attendance; and also a new business in downtown Arcadia " Selfie Selfie" will set up a red carpet
experience outside the ballroom to give the guests an opportunity to take pictures.
Mayor Wuo announced City Board and Commission openings; he congratulated City of Los
Angeles Firefighter Captain Jack Fry, who was recently honored as the "2014 Firefighter of the
Year "; he wished everyone a Happy St. Patrick's Day; he thanked the City Manager's staff for a
great job on the Mayor's Community Breakfast; and also thanked State Treasurer John Chiang
for being the keynote speaker.
CONSENT CALENDAR
a. Regular Meeting Minutes of March 3, 2015.
Recommended Action: Approve
b. Waive expenses related to traffic control services for the 21s' Annual Santa Anita
Derby Day 5K Run & Walk on Saturday, April 4, 2015.
Recommended Action: Approve
Accent all work Derformed by Roadwav Enaineerina and Contractina Inc. for the
Civic Center Parking Lot Improvement project as complete, and authorize the
final Davment to be made in accordance with the contract documents. subiect to
the retention of $20,135.40.

Amendment to Contract with HP Enterarise Services. LLC for electronic web-
payment service.
Recommended Action: Approve
e. Contract with Avaz Construction, Inc. for the Public Works Services Center
Carport Structure Repair project in an amount not to exceed $54,400.

roll call vote to approve Consent Calendar Items 1a through 1e.

2. CITY MANAGER
a. Ordinance No. 2325 amending Chapter 8 of Article VII of the Arcadia Municipal
Code relating to Stormwater Management and Discharge Control.
Recommended Action: Introduce
Environmental Services Director Vanessa Hevener provided the staff report regarding
Stormwater Management and Discharge Control amendments.
It was moved by Council Member Tay seconded by Council Member Chandler and carried on
roll call vote to introduce Ordinance No. 2325 amending Chapter 8 of Article VII of the Arcadia
Municipal Code relating to Stormwater Management and Discharge Control.

ADJOURNMENT
Mayor Wuo adjourned this meeting in memory of Arcadia resident Jeffrey William Carroll at
7:27 p.m. to Tuesday, April 7, 2015, 6:00 p.m. in the City Council Chamber Conference Room.
