SUBJECT: PURCHASE ORDER WITH NATIONAL AUTO FLEET GROUP FOR THE
PURCHASE OF ONE HEAVY DUTY PICKUP TRUCK WITH UTILITY
BODY IN THE AMOUNT OF $43,317.15
Recommendation: Approve
SUMMARY
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for the replacement of
one heavy duty pickup truck with utility bed in the Public Works Services Department
( "PWSD "). Utilizing the National Joint Powers Alliance ( "NJPA ") cooperative purchasing
program enables the City to streamline the procurement process
and receive the best price possible.
It is recommended that the City Council approve a purchase order with National Auto
Fleet Group for the purchase of one heavy duty pickup truck with utility body in the
amount of $43,317.15.
DISCUSSION
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for the replacement of
one heavy duty pickup truck with utility bed in the Public Works Services Department.
The pickup truck that will be replaced meets the age and mileage requirement of the
City's Replacement Program. The pickup truck is 11 years old with 121,000 miles and
is used daily by the utility services section. The heavy duty pickup truck is used by
utilities section maintenance personnel for repairing /replacing water services and water
mains. The heavy duty chassis is required to accommodate all of the parts /fittings
necessary to maintain the City's water distribution system.
California Government Code authorizes public agencies to participate in cooperative
purchasing agreements such as those established by the NJPA while still remaining
within the City's adopted rules and procedures for purchasing. By utilizing a
cooperative purchasing program, the City is able to streamline the procurement process

and purchase this equipment at a lower cost than traditional competitive bidding. The
NJPA awarded a contract to National Auto Fleet Group for their full line of cars, trucks,
and equipment. The bidding process and the contract with National Auto Fleet Group
have been reviewed by PWSD staff and it has been determined to meet the City's
procurement requirements.
FISCAL IMPACT
Funds in the amount of $55,500 have been budgeted in the Fiscal Year 2014 -15 Water
Equipment Replacement Fund for the purchase of one heavy duty pickup truck with
utility body. Funds in the amount of $4,000 have also been budgeted to install safety
light bar and radio equipment.
RECOMMENDATION
It is recommended that the City Council approve a purchase order with National Auto
Fleet Group for the purchase of one heavy duty pickup truck with utility body in the
amount of $43,317.15.
