SUBJECT: EXTENSION TO THE PROFESSIONAL SERVICES AGREEMENT WITH
SOUTHLAND SPORTS OFFICIALS TO PROVIDE BASKETBALL
OFFICIALS FOR THE ADULT AND YOUTH BASKETBALL LEAGUES

SUMMARY
On July 1, 2012, the City executed a Professional Services Agreement ( "Agreement ")
with Southland Sports Officials to provide basketball officials for youth and adult
basketball leagues through June 30, 2013. The Agreement was executed with an
amount not to exceed $35,000 and included an option for three (3) one -year renewal
periods thereafter, at the City's discretion. Approval of this agenda item would extend
the Agreement for one year to June 30, 2016. This would be the third of the three
possible extensions. Attached is a copy of Amendment No. 3 to the Professional
Services Agreement with Southland Sports Officials.
BACKGROUND
The Recreation and Community Services Department offers both youth and adult
basketball leagues. Southland Sports Officials has been providing satisfactory officiating
services for these programs for three years.
The adult basketball league operates year round for 16 weeks per season, consisting of
approximately 36 teams. League games are scheduled each Sunday at the Dana Gym
between the hours of 8:00 a.m. and 10:00 p.m. Approximately 14 games are scheduled
each week, requiring two (2) officials per game. The fee per official is $22.00, which
has not increased from last fiscal year.

The youth basketball league operates for six (6) weeks, consisting of approximately 25
teams. Games are scheduled each Friday between the hours of 4:00 p.m. and 10:00
p.m. and each Saturday between the hours of 8:00 a.m. and 5:00 p.m. Approximately
14 games are scheduled each week, six (6) requiring one (1) official and eight (8)
requiring two (2) officials. Southland Sports Officials will continue charging $21.00 per
official for the youth basketball games.
FISCAL IMPACT
The proposed budget for basketball officials for Fiscal Year 2015 -16 is not to exceed
$36,500. The proposed General Fund budget is sufficient to cover the cost of officials
for the youth and adult basketball programs.
RECOMMENDATION
It is recommended the City Council authorize and direct the City Manager to execute a
one year extension to the Professional Services Agreement with Southland Sports
Officials for basketball officials for youth and adult basketball programs from July 1,
2015 to June 30, 2016 in an amount not to exceed $36,500.

This Amendment No. 3 ( "Amendment No. 3 ") is hereby entered into by and
between the City of Arcadia, a municipal corporation of the State of California, and
Southland Sports Officials, a Sole Proprietorship, with respect to that certain Agreement
between the Parties dated June 6, 2013 ( "Agreement ").
The Parties agree as follows:
1. Pursuant to Section 3.1.2 of the Agreement, the Term is hereby extended
from July 1, 2015 to June 30, 2016 ( "Extended Term ").
2. Pursuant to Section 3.3.1 of the Agreement, the Compensation Schedule
is hereby amended for the Extended Term as set forth in the attached
Exhibit "C.
3. All of the remaining terms and provisions of the Agreement are hereby
reaffirmed.
In witness whereof the Parties have executed this Amendment No. 3 on the date
set forth below.

COMPENSATION
• Officials will be scheduled for a minimum of two (2) games per week.
• In the event of a forfeit, officials will be paid $44 for the forfeited game.
• Each official will be paid $22 per game for adult basketball, unless there is only
one (1) game scheduled. Officials will be paid $33 each if there is only one (1)
game scheduled.
• Each official will be paid $21 per game for youth basketball, unless there is only
one (1) game scheduled. Officials will be paid $33 each if there is only one (1)
game scheduled.
• Official must be notified of scheduled changes a minimum of three (3) hours prier
to game time.
• Total compensation shall not exceed $36,500
