HomeMy WebLinkAbout04-28-15 PC MinutesARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, April 28, 2015 CALL TO ORDER — Chairman Falzone called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chan, and Falzone ABSENT: Commissioner Chiao and Lin MOTION It was moved by Commissioner Baerg and seconded by Commissioner Chan to excuse Commissioners Chiao and Lin from the meeting. Without objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None PUBLIC COMMENTS None PUBLIC HEARINGS 1. Resolution No. 1936 — Approving Conditional Use Permit No. CUP 14 -20 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a 1,025 square -foot art instruction studio at 168 Las Tunas Drive, Unit #106. Applicant: Ming Pan Recommendation: Adopt Resolution No. 1936 Mr. Kasama introduced the item. Associate Planner, Tim Schwehr, presented the staff report. Chairman Falzone opened the public hearing and asked if the applicant would like to speak. Ms. Patsy Ma of BP International, leasing agent for shopping center, and Mr. Ming Pan, applicant, responded. Chairman Falzone asked if anyone would like to speak in favor of this item. Ms. Petra Frieda, a neighbor, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. 4 -28 -15 MOTION It was moved by Commissioner Chan, seconded by Commissioner Baerg, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chan, to adopt Resolution No. 1936 and approve Conditional Use Permit No. CUP 14-20, with a Categorical Exemption under CEQA, subject to the conditions in the staff report. ROLL CALL AYES: Commissioners Baerg, Chan, and Falzone NOES: None ABSENT: Commissioners Chiao and Lin There is a five working day appeal period after the adoption /denial of the Resolution. Appeals are to be filed by 5:30 p.m. on Wednesday, May 6, 2015. 2. Approval of Modification No. MP 15 -01 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for reduced northerly and southerly side yard setbacks for a new one -story single - family residence at 18 S. Old Ranch Road. The Architectural Review Board of the Rancho Santa Anita Residents' Association (Lower Rancho) has reviewed and approved the architectural design. Applicant: Robert Tong, Project Designer Recommendation: Conditional Approval Mr. Kasama introduced the item. Assistant Planner, Nick Baldwin, presented the staff report. Chairman Falzone opened the public hearing and asked if the applicant would like to speak. Mr. Robert Tong responded. Chairman Falzone asked if anyone would like to speak in favor of this item. There were none. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chan, to close the public hearing. Without objection, the motion was approved. 4 -28 -15 MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chan, to approve Modification No. MP 15 -01, with a Categorical Exemption under CEQA, subject to the conditions in the staff report. Planning Commission Determination Finding that the proposed Capital Improvement Program for Fiscal Year 2015- 2016 is consistent with the General Plan. Recommendation: Approve 4. Minutes of the April 14, 2015, Regular Meeting of the Planning Commission Recommendation: Approve MOTION it was moved by Commissioner Chan, seconded by Commissioner Baerg, to find the Capital Improvement Program to be consistent with the General Plan, and approve the minutes as presented. ROLL CALL AYES: Commissioners Baerg, Chan and Falzone NOES: None ABSENT: Commissioners Chiao and Lin MATTERS FROM COUNCIL LIAISON Councilman Tay was not present. FROM PLANNING COMMISSIONERS Nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Chan reported that the Modification Committee voted to continue Modification No. MC 15 -02 and conditionally approved Modification No. MC 15 -06 for a pool and pool equipment at 2701 Longley Way. 4 -28 -15 MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama reported that the Text Amendment on real estate signs was reviewed by the City Council at their April 7 meeting. After lengthy discussion, several changes were recommended. Once the changes are incorporated, the item will be ready for a second City Council hearing at their May 5 meeting. He also said there will be an application for a small restaurant at 168 Las Tunas Drive and he mentioned that the design review tour of the City could be held as the second meeting in May or, if the decision is made to include the new Commissioner, it could be held in July. ADJOURNMENT Chairman Falzone adjourned this meeting at 7:34 p.m. to Tuesday, May 12, 2015, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
