HomeMy WebLinkAbout05-12-15 PC MinutesARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, May 12, 2015 CALL TO ORDER — Chairman Falzone called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chan, Chiao, Lin and Falzone ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS A revised version of Resolution No. 1937 was distributed to the Planning Commissioners. PUBLIC COMMENTS None PUBLIC HEARINGS 1. Resolution No. 1937 — Approving Conditional Use Permit No. CUP 14 -21 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a 1,708 square -foot restaurant with beer and wine service at 168 Las Tunas Drive, Units #101 and #102. Applicant: Yung Jing Hao Recommendation: Adopt Resolution No. 1937 Mr. Kasama introduced the item. Associate Planner, Tim Schwehr, presented the staff report. Chairman Falzone opened the public hearing and asked if the applicant would like to speak. Ms. Patsy Ma, the leasing agent for the property, responded. Chairman Falzone asked if anyone would like to speak in favor of this item. There were none. Chairman Falzone asked if anyone would like to speak in opposition to this item. Ms. Pat Guppi responded. Chairman Falzone asked if the applicant would like to speak in rebuttal. Ms. Patsy Ma responded. 5 -12 -15 MOTION It was moved by Commissioner Baerg, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Lin, seconded by Commissioner Chan, to adopt Resolution No. 1937 and approve Conditional Use Permit No. CUP 14 -21, with a Categorical Exemption under CEQA, subject to the conditions in the staff report. ROLL CALL AYES: Commissioners Baerg, Chan, Chiao, Lin and Fa!zone NOES: None There is a five working day appeal period after the adoption of the Resolution. Appeals are to be ailed by 5:30 p.m. on Wednesday, May 20, 2015. CONSENT CALENDAR 2. Minutes of the April 28, 2015, Regular Meeting of the Planning Commission Recommendation: Approve MOTION it was moved by Commissioner Chan, seconded by Commissioner Lin, to approve the minutes as presented. ROLL CALL AYES: Commissioners Baerg, Chan, Chiao, Lin and Falzone NOES: None MATTERS FROM COUNCIL LIAISON Mayor Kovacic thanked the applicants and the residents for attending the hearing. He said that the City Council reorganized on April 21 and he became Mayor for the next year with Roger Chandler being Mayor Pro Tempore. Mayor Kovacic said that he feels the Planning Commission is one of the most important commissions in the City and he is pleased to be their City Council Liaison. To update the Commission, he mentioned that two matters in the Highlands have been before the Council recently and in both cases, the Council upheld the decision of the Planning Commission and these cases are currently in litigation. And until the litigation is done, the Council voted to stop work on the zoning code update project the neighborhood impacts committee meetings. The Council also voted to exclude the Highlands from the approved city -wide historical survey. He also briefly reviewed the recent changes to regulations on For Sale signs, Open House signs and construction signs, Mayor Kovacic said that in his role as an attorney, he volunteered to participate in the Law Day event at the Library last Saturday. He reported that 37 attorneys including Commissioner Lin, assisted approximately 250 people seeking legal advice with immigration being the most frequent topic. 5 -12 -15 The Mayor reminded everyone that the State is experiencing a severe drought and he reviewed the recently enacted restrictions on water use. He said the City is required to reduce water usage by 36% and that conversion of median strips to drought tolerant gardens is among the measures currently under consideration. FROM PLANNING COMMISSIONERS Commissioner Baerg suggested postponement of the Commissioners' design review tour until his replacement is on -board so the new Commissioner can be included. MATTERS FROM MODIFICATION COMMITTEE Commissioner Chan reported one item was approved for the remodeling of a house on De Anza, and the second item, a pending modification for converting a ground office building into a medical building, was continued to May 26. Commissioner Lin thanked Commissioner Chan for filling in for him as Chairman of the Modification Committee. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama noted that an invitation to the Gold Line's Operation Yard Open House was distributed to each Commissioner. He also mentioned that former Mayor Harbicht who is serving on a committee to support the Special Olympics says that the Derby restaurant has offered to donate all proceeds from their lunch and dinner business on Monday, May 18, to support the Special Olympics. Mayor Kovacic added that the city is supporting delegations from two countries and many events are planned. Mr. Kasama said that the next meeting will include a Conditional Use Permit for a massage business at 70 W. Live Oak Avenue. ADJOURNMENT Chairman Falzone adjourned this meeting at 7:55 p.m. to Tuesday, May 26, 2015, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
