Funds for Fiscal Year 2015 -16 have been allocated in the operating budget for uniforms and related support equipment. BACKGROUND The City Council approved a purchase order with Quartermaster, Inc. for the purchase of uniforms for the Police Department in February of 2012. The Department is seeking a new uniform vendor as the existing purchase order will expire on June 30, 2015. DISCUSSION In March of 2015, the Police Department ( "Department ") conducted a formal bid process for uniform products for sworn and civilian employees, and received one bid from Galls, LLC. Galls, LLC, a full service marketer and distributor of public safety, first responder and private security products, merged with Quartermaster, Inc. in January of 2012. The company continues to operate under both business names; however, Galls is the parent company. For over 37 years, Quartermaster has been a leading national multi - channel specialty distributor of public safety products. Its "head to toe" uniform and equipment solutions include duty gear, uniforms, casual duty and tactical apparel, footwear, and accessories. Quartermaster serves approximately 100,000 customers nationally ranging Purchase of Police Uniforms from Galls, LLC June 16, 2015 Page 2 of 2 from private security, to federal, state and local law enforcement, to the U.S. Military. Quartermaster markets its products through a multi - channel selling strategy, which includes dedicated salespeople, a highly efficient e- commerce platform, well -known seasonal product catalogs, and four retail service center locations. Since the merger, Quartermaster's large customer base has benefitted from Galls' broad product offering and high level of customer service. The merger has not altered the service provided to the City. The Department's experience with Galls and Quartermaster has been positive over the course of the existing Agreement and the product pricing has been competitive. The company is able to provide "one -stop shopping" and remains efficient and cost effective for the Department and its personnel. Therefore, it is recommended that the City Council approve Galls, LLC as the Police Department's uniform vendor for the period of July 1, 2015, through June 30, 2018, with the option to renew on a year -by -year basis for a maximum of three (3) one year periods. FISCAL IMPACT The purchase of uniforms is not to exceed $60,000.00 per fiscal year. Funds for Fiscal Year 2015 -16 have been allocated in the operating budget for uniforms and related support equipment. RECOMMENDATION It is recommended that the City Council approve a purchase order with Galls, LLC for the purchase of uniforms for the Police Department for Fiscal Years 2015 -16 through Fiscal Year 2017 -18, in an amount not to exceed $60,000.00.
