HomeMy WebLinkAboutItem 3k - Extension of Agreement for Animal Control ServicesIocarp 5, 103 August A1903 \IIicy DATE: TO: FROM STAFF REPORT June 16, 2015 Honorable Mayor and City Council Robert Guthrie, Chief of Police By: Jennifer Brutus, Management Analyst Police Department SUBJECT: EXTENSION TO THE PROFESSIONAL SERVICES AGREEMENT WITH PASADENA HUMANE SOCIETY & SPCA FOR ANIMAL CONTROL SERVICES Recommendation: Approve SUMMARY The existing professional services agreement with the Pasadena Humane Society & SPCA (PHS) for animal control services expires on June 30, 2015. It is recommended that the City Council authorize and direct the City Manager to execute a one year extension the Professional Services Agreement with PHS from July 1, 2015, through June 30, 2016, in the amount of $77,006.39. DISCUSSION Since 1993, the City has had an agreement with PHS for animal control services. The agreement specifies that, as soon as practicable, unarmed humane officers will be dispatched to handle Arcadia calls for service. In an effort to resolve dog licensing concerns, PHS has a canvasser go door -to -door throughout the City to make sure dog owners are in compliance. PHS also has a computerized licensing renewal system, and is working with local veterinarians in obtaining vaccination records and conducting follow -up contacts with pet owners. In addition, PHS offers low cost spay /neutering and vaccination services to Arcadia residents. The City's current annual agreement with PHS requires the City to pay $75,496.46 for animal control services; however, to extend services for FY 2015 -16, from July 1, 2015, through June 30, 2016, the fee is $77,006.39. This contract price reflects a 2% Consumer Price Index increase, which equates to an increase of $1,509.93. Extension to the Professional Services Agreement with Pasadena Humane Society & SPCA June 16, 2015 Page 2 of 2 FISCAL IMPACT For the term of the professional services agreement, from July 1, 2015, to June 30, 2016, the fee for animal control services will be $77,006.39. This amount has been budgeted in the City's Operating Budget for FY 2015 -16. RECOMMENDATION It is recommended that the City Council authorize and direct the City Manager to execute a one year extension to the Professional Services Agreement with Pasadena Humane Society & SPCA for Animal Control Services from July 1, 2015, to June 30, 2016, in the amount of $77,006.39. Dominic Laa City Manager Attachments: Draft Professional Services Agreement Amendment No. 13 AMENDMENT NO. 13 TO THE AGREEMENT FOR ANIMAL CONTROL SERVICES WITH PASADENA HUMANE SOCIETY & SPCA This Amendment No. 13 ( "Amendment No. 13 ") is hereby entered into by and between the City of Arcadia, a charter city organized under the Constitution and laws of the State of California, and the Pasadena Humane Society & SPCA with respect to that certain Professional Services Agreement between the parties dated June 28, 2001 ( "Agreement "). The parties agree as follows: 1. Section 3.1.2 of the Agreement is amended by extending the term from July 1, 2015, through June 30, 2016 ( "Extended Term "). 2. Section 19 of the Agreement is amended to provide that for the Extended Term from July 1, 2015, through June 30, 2016, the City agrees to pay the Pasadena Humane Society & SPCA a total sum not to exceed seventy -seven thousand six dollars and thirty -nine cents ($77,006.39), as referenced in the attached "Exhibit C ". 3. All of the remaining terms and provisions of the Agreement are hereby reaffirmed.
