SUBJECT: EXTENSION TO THE PROFESSIONAL SERVICES AGREEMENT WITH
EXECUTIVE INFORMATION SERVICES (EIS) FOR PS.NET PUBLIC
SAFETY SOFTWARE SYSTEM SUPPORT SERVICES
Recommendation: Approve
SUMMARY
The City has a professional services agreement with Executive Information Services
( "EIS ") for the PS.NET Public Safety System Support Project, and the current agreement
will expire on June 30, 2015. It is recommended that the City Council approve a
professional services agreement renewal with EIS from July 1, 2015, through June 30,
2016, in the amount of $25,872 with no contract price increase.
DISCUSSION
Since 2003, the City has had an agreement with EIS for public safety software system
support services. EIS has the proprietary rights /ownership to the law enforcement safety
software programs used by the Police Department. The software programs include: Law
Records Management, Computer Assisted Dispatch ( "CAD "), Report Writing, Mobile
Digital Communications, Los Angeles County Interface, and a Customer Service Portal for
submitting crime reports online, which was added in 2009. All these software programs
are used in the Department's daily operation for data management.
EIS has indicated there will be no price increase for FY 2015 -16, so the contract amount
will remain $25,872. However, the Department will obtain a system upgrade some time
during FY 2015 -16, which includes support services. EIS has confirmed that in the event
of the new upgrade being installed and operational prior to June 30, 2016, the company
will provide a pro -rated refund.

Over the years, EIS has had a good relationship with the Department and has been
accommodating to the Department's needs and requirements. Therefore, it is
recommended that the City Council direct and authorize the City Manager to execute a
one year extension to the Professional Services Agreement with EIS for this period.
FISCAL IMPACT
For the term of the professional services agreement, from July 1, 2015, to June 30, 2016,
the fee for public safety software system support services will be $25,872. The amount
has been budgeted in the City's FY 2015 -16 Operating Budget.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to execute
a one -year extension to the Professional Services Agreement with Executive Information
Services (EIS) for PS.NET public safety software system support services from July 1,
2015, through June 30, 2016, in the amount of $25,872 for Fiscal Year 2015 -16.

AMENDMENT NO. 11 TO THE PROFESSIONAL SERVICES
AGREEMENT FOR PSNET PUBLIC SAFETY SYSTEM PROJECT WITH EXECUTIVE
INFORMATION SERVICES, INC.
This Amendment No. 11 ( "Amendment No. 11 ") is hereby entered into by and
between the City of Arcadia, a charter city organized under the Constitution and laws of
the State of California, and Executive Information Services, Inc. a Nevada Corporation,
with respect to that certain Professional Services Agreement between the parties dated
July 13, 2004 ( "the Agreement ").
The parties agree as follows:
1. Section 3.1.2 of the Agreement is amended by extending the term from July 1,
2015, through June 30, 2016 ( "Extended Term ").
2. Section 3.3.1 of the Agreement is amended to provide that for the Extended
Term from July 1, 2015, to June 30, 2016, the City agrees to pay Executive
Information Services, Inc. a total sum not to exceed twenty -five thousand eight
hundred seventy -two dollars ($25,872.00), as referenced in the attached "Exhibit
C'.
3. All of the remaining terms and provisions of the Agreement are hereby
reaffirmed.

COMPENSATION
The total compensation for the Extended Term from July 1, 2015, through June 30,
2016, shall not exceed twenty -five thousand eight hundred seventy -two dollars
($25,872.00), as referenced in the attached support services letter dated January 15,
2015.
