HomeMy WebLinkAboutItem 2h - Purchase Police VehiclesDATE: July 7, 2015 TO: Honorable Mayor and City Council STAFF REPORT Public Works Services Department FROM: Tom Tait, Public Works Services Director By: Dave McVey, General Services Superintendent SUBJECT: PURCHASE ORDER WITH NATIONAL AUTO FLEET GROUP FOR FIVE FORD EXPLORER BLACK AND WHITE POLICE PATROL VEHICLES AND ONE FORD EXPLORER ADMINISTRATION VEHICLE IN THE AMOUNT OF $211,311.20 Recommendation: Approve SUMMARY The Fiscal Year 2015 -16 Equipment Acquisition Budget provides for replacement of six vehicles in the Police Department. Using the National Joint Powers Alliance ( "NJPA ") cooperative purchasing program enables the City to streamline the process of procuring these vehicles and receive the best price possible. It is recommended that the City Council approve a purchase order with National Auto Fleet Group for the purchase of five black and white Ford Explorer Police Interceptor patrol utility vehicles and one 2016 Ford Explorer administrative vehicle, in the amount of $211,311.20. DISCUSSION The Fiscal Year 2015 -16 Equipment Acquisition Budget provides for the replacement of six vehicles in the Police Department. The six vehicles that will be replaced meet the mileage, age, and /or maintenance requirements of the City's Vehicle Replacement Program. A 1999 Ford Crown Victoria, which is utilized by administration staff, will be replaced with a new 2016 Ford Explorer. The five black and white 2016 Ford Explorer Police Interceptor patrol utility vehicles will replace three 2010 Dodge Chargers, one 2008 Dodge Charger, and one 2002 Ford Crown Victoria. The Police Department has selected the 2016 Ford Explorer Police Interceptor Patrol Utility Vehicle model for black and white pursuit vehicles as it is equipped with a 3.5 -liter V -6 engine and is front -wheel drive with ballistic doors. These features provide superior handling during high speeds and easier accessibility when entering and exiting the vehicle. Additionally, this vehicle is larger in capacity for storing police gear and the Purchase Order for Police Vehicles July 7, 2015 Page 2 of 2 seats accommodate gun holsters and belts. The rear bench seats can also fold flat for additional storage and the vinyl upholstery cleans easily. Furthermore, this model has proven to be more fuel efficient than a Dodge Charger, is prewired for emergency lighting accessory installations, and most area police departments are transitioning to sport utility models for patrol vehicles. California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by the NJPA while still remaining within the City's adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase this equipment at a lower cost than traditional competitive bidding. The NJPA awarded a contract to National Auto Fleet Group for their full line of cars, trucks, and equipment. The bidding process and the contract with National Auto Fleet Group have been reviewed by Public Works Services Department and it has been determined to meet the City's procurement requirements. FISCAL IMPACT The cost for each black and white Ford Explorer Police Interceptor patrol utility vehicle is $34,818.99. The one Ford Explorer administrative vehicle is $37,216.25. The cost for all six vehicles is $211,311.20. Sufficient funds have been budgeted in the Fiscal Year 2015 -16 Equipment Replacement Fund for vehicle acquisition, lighting, and telecommunication equipment. RECOMMENDATION It is recommended that the City Council approve a purchase order with National Auto Fleet Group for the purchase of five black and white Ford Explorer Police Interceptor patrol utility vehicles and one Ford Explorer administrative vehicle, in the amount of $211,311.20.
