SUBJECT: SET A PUBLIC HEARING DATE OF SEPTEMBER 15, 2015, FOR THE
APPEAL OF THE PLANNING COMMISSION'S DENIAL OF TENTATIVE
PARCEL MAP APPLICATION NO. TPM 14 -01 (72681), AND
RESIDENTIAL MOUNTAINOUS DEVELOPMENT PERMIT
APPLICATION NO. RM 14 -01 FOR A PROPOSED SUBDIVISION AND
GRADING AT 2111 -2125 CANYON ROAD.
Recommendation: Set Public Hearing for September 15, 2015
SUMMARY
On June 29, 2015, the applicant, Mr. Scott Yang, filed an appeal of the Planning
Commission's June 23, 2015, adoption of Resolution No. 1939 to deny Tentative Parcel
Map Application No. TPM 14 -01 (72681), and Residential Mountainous Development
Permit Application No. RM 14 -01 for a proposed subdivision and grading of a 90.46 -
acre property at 2111 -2125 Canyon Road. The appellant is not available to attend a
hearing in the next few weeks due to international travel plans. It is recommended that
the City Council set a Public Hearing date of September 15, 2015, for the appeal of the
Planning Commission decision.
BACKGROUND
On June 9, 2015, the Planning Commission held a noticed public hearing for Tentative
Parcel Map Application No. TPM 14 -01 (72681), and Residential Mountainous
Development Permit Application No. RM 14 -01 for a proposed subdivision and grading
of a 90.46 -acre property at 2111 -2125 Canyon Road. The proposal is to subdivide the
parcel into two lots, developing one parcel as a single - family residence, and leaving one
parcel as undeveloped open space. By a vote of four -to -zero, with one member absent,
the Planning Commission denied the proposal. On June 23, 2015, the Planning
Commission adopted Resolution No. 1939, to formally deny the subject applications,
and to not certify the attendant Environmental Impact Report. On June 29, 2015, the
applicant, Mr. Scott Yang, filed an appeal of the Planning Commission decision.
Pursuant to Arcadia Municipal Code Sections 9117.9, and 9250.5.11 of the City's
Subdivision Code and RM Development Permit Regulations, respectively, the City

Council is to set a date for the public hearing(s) of appeals on these applications, which
are to be held within 30 days and 45 days, respectively, after receipt of the appeal.
However, the appellant, Mr. Yang, advised staff that he will be out of the country for the
latter half of July, and will need time after returning to prepare for the hearing. Mr. Yang
requested that the hearing be held at the September 15, 2015, City Council meeting.
RECOMMENDATION
It is recommended that the City Council set a public hearing date of September 15,
2015, for the appeal of the Planning Commission's denial of Tentative Parcel Map
Application No. TPM 14 -01 (72681), and Residential Mountainous Development Permit
Application No. RM 14 -01 for a proposed subdivision and grading at 2111 -2125 Canyon
Road.
