ARCADIA PLANNING COMMISSION
REGULAR MEETING MINUTES
Tuesday, July 14, 2015
CALL TO ORDER – Vice Chairman Baerg called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.
PLEDGE OF ALLEGIANCE

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
The appellant on Item 1 provided some materials regarding his case to each
Commissioner and there were several letters from neighbors on Items 2 and 3
distributed as well.
PUBLIC COMMENTS
None
PUBLIC HEARINGS
1. Homeowners’ Association Appeal No. HOA 15-02 and Modification Application
No. MP 15-04 with a Categorical Exemption under the California
Environmental Quality Act (CEQA) for an appeal of the Rancho Santa Anita
Property Owners’ Association Architectural Review Board’s denial and
consideration of Zoning Modifications for the existing side yard fences at 1061
Fallen Leaf Road. This item is continued from the June 23, 2015, meeting.
Applicant: Shi Tung Wei, Property Owner
Recommendation: Conditional approval
Mr. Kasama introduced the item.
Assistant Planner Jordan Chamberlin presented the staff report.
Vice Chairman Baerg opened the public hearing and asked if the applicant would like
to speak. Mr. Shi Tung Wei responded.
Vice Chairman Baerg asked if anyone would like to speak in favor of this item. Ms.
Queena Wei and Mr. Alan Quan, the applicants daughter and son-in-law, responded.
Vice Chairman Baerg asked if anyone would like to speak in opposition to this item.
Mr. Brad Koehler, ARB Chairman, responded.
Vice Chairman Baerg asked if the applicant would like to speak in rebuttal and Mr. Shi
responded.

It was moved by Commissioner Chiao, seconded by Commissioner Lin, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Lin, seconded by Commissioner Chiao, to continue
Homeowners’ Association Appeal No. HOA 15-02 and Modification Application No.
MP 15-04 to the July 28, 2015 meeting.

2. Modification No. MP 14-14 and Single-Family Architectural Design Review No.
SFADR 14-95 with a Categorical Exemption under the California
Environmental Quality Act (CEQA) for a new two-story, Craftsman-style
residence with an attached two-car garage at 2236 Hollis Lane.
Applicant: Marvin Fong
Recommendation: Conditional approval
Mr. Kasama introduced the item.
Associate Planner Tim Schwehr, presented the staff report.
Vice Chairman Baerg opened the public hearing and asked if the applicant would like
to speak. Mr. Marvin Fong, the designer, responded.
Vice Chairman Baerg asked if anyone would like to speak in favor of this item. There
were none.

It was moved by Commissioner Chan, seconded by Commissioner Lin, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Lin, seconded by Vice Chairman Baerg, to continue
Modification Application No. MP 14-14 and Single-Family Architectural Design Review
No. SFADR 14-95 to the August 11, 2015, meeting.

3. Resolution No. 1942 – Approving Tentative Tract Map No. TTM 73061 and
Multiple-Family Architectural Design Review No. MFADR 14-11 with a
Categorical Exemption under the California Environmental Quality Act (CEQA)
for a ten-unit residential condominium development at 1222 Temple City
Boulevard.
Applicant: Stanley Tsai, JWDA
Recommendation: Adopt Resolution No. 1942
Commissioner Lin recused himself and left the Council Chambers because he works
with a resident of the existing buildings at the subject property.
Mr. Kasama introduced the item.

Vice Chairman Baerg opened the public hearing and asked if the applicant would like
to speak. Mr. Michael Sun, the project architect, responded.
Vice Chairman Baerg asked if anyone would like to speak in favor of this item. The

Ms. Katherine Garcia, a tenant, responded.

It was moved by Commissioner Chan, seconded by Commissioner Chiao, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Chan, to adopt
Resolution No. 1942, approving Tentative Tract Map No. TTM 73061 and Multiple-
Family Architectural Design Review No. MFADR 14-11 with a Categorical Exemption
under the California Environmental Quality Act (CEQA) subject to the conditions in the
staff report and with the added conditions offered by the Property Manager for the
applicant/property owner to provide 90 days notice of eviction to each tenant, a
$1,000 moving allowance, and the return of 100% of security deposits.

Recommendation: Adopt Resolution No. 1943
Vice Chairman Baerg opened the public hearing and asked if the applicant would like
to speak. There was no response.
Vice Chairman Baerg asked if anyone would like to speak in favor of this item. There
were none.

5. Minutes of the June 23, 2015, Regular Meeting of the Planning Commission
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Lin, to approve the
minutes as corrected.

MATTERS FROM COUNCIL LIAISON
Mayor Kovacic reported that 12 applicants for the Planning Commissioner positions are being
interviewed by the City Council and a decision will be made at the July 21 City Council
meeting. He said that there is some disagreement among the Council members regarding
the Zoning Code Update project but that he expects the commercial and industrial parts of
the project will go forward. He noted that the Historical Survey still does not include the
Highlands Homeowners Association area.
Mayor Kovacic encouraged everyone to take advantage of the Thursday night concerts and
Friday night movies presented by the City and mentioned that Matt Denny’s Ale House will
sponsor a fundraiser for the Special Olympics on July 22. He also said that the torch
ceremony kicking off the Special Olympics will be held on the same day. Mayor Kovacic said
that he will not be able to attend the next two Planning Commission meetings because he will
be on vacation.
FROM PLANNING COMMISSIONERS
Commissioner Chan proposed that the meeting be adjourned in honor of Vice Chairman
Baerg for his service to the Planning Commission and the Commissioners agreed.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Lin reported that the Modification Committee meeting was canceled.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama mentioned the upcoming California APA conference and also said that a training
session for the Planning Commissioner is tentatively scheduled for Wednesday, September
30. He added that the next agenda will include a lot split project on Fourth Avenue.

Vice Chairman Baerg adjourned this meeting at 9:52 p.m. to Tuesday, July 28, 2015, at 7:00
p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
