FOR HAZARDOUS MATERIALS ABATEMENT AND DEMOLITION OF THE BUILDING AT 100 WEST HUNTINGTON DRIVE AS COMPLETE Recommendation: Approve SUMMARY On May 19, 2015, the City Council awarded a contract to American Wrecking, Inc. in the amount of $31,200 for hazardous materials abatement and demolition of the building at 100 West Huntington Drive. There were no change orders. The terms and conditions of this project have been complied with, and the required work has been performed to staff's satisfaction, for a final cost of $31,200. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. BACKGROUND In January 2015, the City acquired the parcel at 100 West Huntington Drive. This site had been used for many years as a bar /tavern called the "100 -to -1 Club ". A significant street improvement project on Huntington Drive and Colorado Place rendered the site unsafe for parking, access, and egress due to the installation of a sidewalk along Huntington Drive and a raised center median. The City acquired the parcel to create safe and efficient street segments and intersections for all modes of travel. The project to abate the hazardous materials and demolish the building was advertised for bids in April, and on April 30, 2015, bids were opened. On May 19, 2015, the City Council awarded a contract to the low bidder, American Wrecking, Inc., in the amount of $31,200. Accept Work for Hazardous Materials Abatement and Demolition at 100 West Huntington Drive August 4, 2015 Page 2 of 2 DISCUSSION The work commenced on July 6, 2015, and was completed on July 24, 2015. GAMA Contracting Services, American Wrecking's hazardous materials abatement subcontractor, performed the hazardous materials abatement, and American Wrecking performed the demolition. There were no change orders on the project. The site was graded and covered with mulch after completion, and a plan has been developed for landscaping. Before landscaping the site, the City will work closely with the Santa Anita Inn on the removal of the palm trees along the westerly property line, which will necessitate the removal of the property line wall. Future use or disposition of the property will be discussed with the City Council in the near future. FISCAL IMPACT Funding for this project comes from the $1.5 million allocated by the City Council for the acquisition and preparation of the parcel. The $1.5 million is a combination of 90% General Funds and 10% Transportation Impact Funds. The Transportation Impact Funds are eligible because a portion of the land was used for street widening and sidewalk purposes. The abatement and demolition cost was $31,200, and the hazardous materials oversight and inspection costs were approximately $10,000. There is approximately $80,000 remaining from the original allocation, so funds are available for these services. Additional funds will remain available for the follow -up site landscaping. RECOMMENDATION It is recommended that the City Council accept all work performed by American Wrecking, Inc. for hazardous materials abatement and demolition of the building at 100 West Huntington Drive.
