SUBJECT: ACCEPT ALL WORK PERFORMED BY COMMERCIAL COATING
COMPANY, INC. DBA COMMERCIAL PAVING & COATING FOR THE
CITY PARKING LOT REHABILITATION PROJECT AT BONITA PARK
AND THE CITY LIBRARY AS COMPLETE AND AUTHORIZE THE FINAL
PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT
DOCUMENTS.
Recommendation: Approve
SUMMARY
On May 19, 2015, the City Council approved a contract with Commercial Coating
Company, Inc. dba Commercial Paving & Coating in the amount of $54,705.23 for the
City Parking Lot Rehabilitation Project at Bonita Park and the City Library. The terms
and conditions of this project have been complied with and the work has been
performed to the satisfaction of the Project Manager for a total project cost of
$57,276.89. This amount reflects the original contract amount of $54,705.23 plus two
contract change orders totaling $2,571.66, or 4.7% of the original contract amount.
It is recommended that the City Council accept all work performed by Commercial
Coating Company, Inc. dba Commercial Paving & Coating for the City Parking Lot
Rehabilitation Project at Bonita Park and the City Library as complete and authorize the
final payment to be made in accordance with the contract documents, subject to the
retention of $2,863.84.
DISCUSSION
On May 19, 2015, the City Council approved a contract with Commercial Coating
Company, Inc. dba Commercial Paving & Coating for the City Parking Lot Rehabilitation
Project at Bonita Park and the City Library. The work performed at Bonita Park included
removal and replacement of the asphalt pavement in the parking lot, installation of new

disabled access parking signs, concrete curb stops, parking stall striping, and
reconstruction of the sidewalk and parking lot entrance to comply with ADA accessibility
requirements. The work performed at the Library included the removal of existing non-
compliant access ramps, reconfiguration and construction of new sidewalk and access
ramps for the existing disabled access parking, installation of new disabled access
parking signs, concrete curb stops, and parking stall striping.
Prior to commencing the parking lot improvements at the Library, it became apparent
that temporary disabled access parking during construction was necessary. Providing
temporary ADA parking stalls was not in the original plans and added to the scope of
the project. It was also determined that additional pavement beyond what was called
out in the plans would be needed to ensure the slope of the parking stalls met the ADA
code requirements. Below is a breakdown of the contract change orders:

FISCAL IMPACT
Funds in the amount of $60,000 have been budgeted in the Fiscal Year 2014 -15 Capital
Improvement Program for the City Parking Lot Rehabilitation Project at Bonita Park and
the City Library. The total cost for this project, including two change orders, is
$57,276.89.
