HomeMy WebLinkAboutItem 2 - 7-28-15 PC Minutes 7-28-15 ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, July 28, 2015 CALL TO ORDER – Vice Chairman Baerg called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Chan, Chiao, Lin and Baerg ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Each Commissioner was given a Supplemental Staff Report for Item 1 and Mr. Kasama intro- duced the two newly appointed Planning Commissioners, Deborah Lewis and Brad Thompson, who were in the audience. PUBLIC COMMENTS None PUBLIC HEARINGS 1. Continuance of Homeowners’ Association Appeal No. HOA 15-02 and Modification Application No. MP 15-04 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for an appeal of the Rancho Santa Anita Property Owners’ Association Architectural Review Board’s denial and consideration of Zoning Modifications for the existing side yard fences at 1061 Fallen Leaf Road. This item was continued from the July 14, 2015, meeting. Appellant: Shi Tung Wei, Property Owner Recommendation: Conditional approval Mr. Kasama introduced the item and announced that the appellant/homeowner and the Architectural Review Board Chairman have reached an agreement. Assistant Planner Jordan Chamberlin presented the staff report. Vice Chairman Baerg opened the public hearing and asked if the appellant would like to speak. Mr. Shi Wei, property owner, responded. Vice Chairman Baerg asked if anyone would like to speak in favor of this item. There were none. Vice Chairman Baerg asked if anyone would like to speak in opposition to this item. There were none. 7-28-15 MOTION It was moved by Commissioner Chiao, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Lin, seconded by Commissioner Chiao, to deny Homeowners’ Association Appeal No. HOA 15-02 and to acknowledge the agreement between the appellant/homeowner and the Architectural Review Board Chairman, and approve Modification No. MP 15-04 with a Categorical Exemption under the California Environmental Quality Act (CEQA) subject to the conditions in the staff report. Resolution No. 1944 – Approving Tentative Parcel Map No. TPM 15-02 (73464) with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a two-lot subdivision of an existing 19,919 square-foot property zoned R-1-7,500 at 1510 S. Fourth Avenue. Applicant: EGL Associates Recommendation: Adopt Resolution No. 1944 Mr. Kasama introduced the item. Economic Development Analyst Tim Schwehr presented the staff report. Vice Chairman Baerg opened the public hearing and asked if the applicant would like to speak. Mr. Sean Yu, the Project Engineer from EGL, responded. Vice Chairman Baerg asked if anyone would like to speak in favor of this item. There were none. Vice Chairman Baerg asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Chan, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Lin, seconded by Commissioner Chan, to adopt Resolution No. 1944, conditionally approving Tentative Parcel Map No. TPM 15-02 (73464) with a Categorical Exemption under the California Environmental Quality Act (CEQA). 7-28-15 ROLL CALL AYES: Commissioners Chan, Chiao, Lin and Baerg NOES: None CONSENT CALENDAR 3. Minutes of the July 14, 2015, Regular Meeting of the Planning Commission Commissioner Lin noted that the conditions agreed to on Item 3, Tentative Tract Map No. TTM 73061 and Multiple-Family Architectural Design Review No MFADR 14-11, were not clearly stated in the minutes. He said that the $1000 moving allowance was to be provided to each individual occupant of the apartments to be demolished, not just to each tenacy. For example, a family of four would be granted a $4000 moving allowance. The Commissioners discussed this issue and agreed that the minutes should be corrected to accurately reflect this condition. MOTION It was moved by Commissioner Chan, seconded by Commissioner Chiao, to approve the minutes as corrected. ROLL CALL AYES: Commissioners Chan, Chiao, Lin and Baerg NOES: None MATTERS FROM COUNCIL LIAISON Mayor Kovacic was not present. FROM PLANNING COMMISSIONERS Nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Lin reported that the Modification Committee meeting was canceled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama said that at their last meeting, the City Council agreed to restart the Zoning Code Update except for Residential Development Standards. All Commercial/Industrial regulations will be subject to the Update. He also reported that at their August 4 meeting, the City Council will hear the appeal on the Architectural Design Review application for 1217 Mayflower Ave. which the Planning Commission previously denied. Mr. Kasama announced that Tim Schwehr was promoted to Management Analyst for Economic Development but he will appear before the Planning Commission for the Hollis Lane project which was previously continued to the August 11 meeting. He also mentioned that the new Planning Commissioners will officially join the Commission at the August 25 meeting which will include reorganization of the Commission. 7-28-15 ADJOURNMENT Vice Chairman Baerg adjourned this meeting at 7:35 p.m. to Tuesday, August 11, 2015, at 7:00 p.m. in the City Council Chambers located at 240 W.
