SUBJECT: CONSIDERATION OF PUBLIC INFORMATION AND OUTREACH
EFFORTS CONCERNING RESIDENTIAL DEVELOPMENT STANDARDS
Recommendation: Approve
SUMMARY
At the August 4, 2015, meeting, the City Council voted to bring back a discussion item
concerning a public information and outreach effort related to residential development
standards. It is recommended that the City Council approve such an effort and provide
direction on any specific parameters or details to guide staff work on this project.
DISCUSSION
At the July 21, 2015, meeting, the City Council voted to continue working on all aspects
of the Zoning Code Update project, except for residential development standards. Per
City Council direction, the portions of the Zoning Update work that would not go forward
at this point is any change related to residential zoning. This would include single - family
zoning districts such as R -0 and R -1, and multi - family zoning districts such as R -2 and
R -3. These portions of the Zoning Code Update would remain as is under the current
stay, until such time as the Save the Arcadia Highlands v. The City of Arcadia lawsuit
has been resolved.
At the August 4 meeting, Mayor Pro Tern Chandler mentioned the complexity of the
residential development standards in general and that over the past several months
there had been a great deal of inaccurate information voiced at City Council meetings
and printed in local media on this issue. As a response to this, through a show of hands,
the City Council voted to consider a public information and outreach effort to provide
accurate, impartial information to the public on residential development standards. It is
envisioned that this effort will provide details on the City's current standards and how
they work; include definitions of terms that are commonly used such as setbacks, lot
coverage, floor area ratio, and the like; and provide answers to commonly asked
questions so that when the community begins its deliberations on the Zoning Code
Update, it will be working from a common base of knowledge.

FISCAL IMPACT
There is no specific fiscal impact associated with this project.
RECOMMENDATION
It is recommended that the City Council approve a public information and outreach effort
related to residential development standards, and provide direction on specific
parameters to guide staff work on this project.
