SPECIAL MEETING MINUTES
TUESDAY, AUGUST 4, 2015
CALL TO ORDER
- Mayor Pro Tem Chandler called the Special Meeting to order at 6:00 p.m. in
the Council Chamber Conference Room, 240 W. Huntington Drive, Arcadia, California.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Beck, Tay, Wuo and Chandler
ABSENT: Mayor Kovacic
A motion was made by Council Member Wuo, seconded by Council Member Tay, to excuse Mayor
Kovacic from this meeting.

CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel regarding
the matter of Save the Arcadia Highlands v. City of Arcadia, City Council of the City of
Arcadia, and Does 1 through 10; and Robert Tong, Bowden Development, Inc., 29 East
Orange Grove Avenue, LLC, and Does 11 through 25; Los Angeles Superior Court (Central
District – Stanley Mosk Courthouse); Court Case No. BS154327.
No reportable action was taken on the Closed Session item.

REGULAR MEETING MINUTES
TUESDAY, AUGUST 4, 2015
CALL TO ORDER
– Mayor Pro Tem Chandler called the regular meeting to order at 7:00 p.m.

PRESENT: Council Member Beck, Chandler, Tay and Wuo
ABSENT: Mayor Kovacic
A motion was made by Council Member Wuo, seconded by Council Member Beck, to excuse
Mayor Kovacic from this meeting.
REPORT FROM CITY ATTORNEY ON CLOSED SESSION ITEM
City Attorney Deitsch reported that the City Council met in Special Closed Session meeting to
consider the one item listed on the posted agenda under Closed Session; no reportable action
was taken.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto requested that the presentation item be pulled and rescheduled to a
future date. Seeing no objections, Mayor Pro Tem Chandler pulled the item.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE
THE READING IN FULL
A motion was made by Council Member Tay and seconded by Council Member Wuo to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of Mayor’s Certificate of Achievement to the “Angels” of Arcadia
American Little League Majors Division Champions of the 2015 California District
17 Tournament of Champions (moved to a future agenda)
1. PUBLIC HEARING
a. Appeal of the Planning Commission denial of Modification Application No. MC
14-18 and Single-Family Architectural Design Review No. SFADR 14-112 for a
new, two-story, modern style residence at 1217 Mayflower Avenue.
Recommended Action: Conditional approval

Community Development Administrator Kasama and Associate Planner Tom Li presented the
staff report.
Scott Yang, applicant/appellant, appeared and responded to questions by raised by the City
Council.
Mayor Pro Tem Chandler opened the public hearing.
April Verlato, an Arcadia resident, appeared on behalf of her parents who live in the area of the
proposed project and expressed her objections because it is not harmonious and compatible
with the neighborhood and how it is affecting property values.
Mayor Pro Tem Chandler announced for the record that a petition containing 20 signatures in
support of the project was submitted to the City Council by Joe Garcia, Public Relations
Director, Chateau Operating Corp.
Rodney Williamson, resident on Mayflower Avenue, appeared and expressed his support of the
project and looks forward to the proposed house being built.
Anna Williamson, a resident on Mayflower Avenue, appeared and also expressed her support of
the new home.
Pison Netsawang, an Arcadia resident, appeared and also expressed his support of the modern
new home designed by Mr. Yang.
Joe Garcia, Public Relations Director, appeared and indicated that he obtained the 20
signatures in support of the project, and indicated that residents in the neighborhood request the
City Council overturn the Planning Commission’s decision, and approve the proposed new
residence.
Scott Yang, the applicant/appellant, commented on the preservation of trees on the property.
A motion to close the public hearing was made by Mayor Pro Tem Chandler, seconded by
Council Member Wuo , and seeing no further objection, Mayor Pro Tem Chandler declared the
public hearing closed.
A motion was made by Council Member Tay to approve the appeal and overturn the Planning
Commission’s decision, and approve the proposed new residence, subject to the conditions
listed in the staff report. The motion died for lack of a second.
A motion was made by Council Member Wuo, seconded by Council Member Tay, and carried
on roll call vote to reopen and continue the public hearing to Tuesday, September 15, 2015, in
order to allow staff and the applicant to revise the building to better meet side yard setback
requirements.

The issue of preserving the magnolia tree on the property will be discussed at the September
15, 2015, City Council meeting.

b. Resolution No. 7083 finding the City to be in conformance with the Congestion
Management Program (“CMP”) and adopting the CMP Local Development
Report, in accordance with California Government Code Section 65089
Recommended Action: Adopt
Associate Planner Tom Li provided the staff report.
Mayor Pro Tem Chandler opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Wuo, seconded by Council
Member Tay, and seeing no further objection, Mayor Pro Tem Chandler declared the public
hearing closed.
A motion was made by Council Member Wuo, seconded by Council Member Beck, and carried
on roll call vote to adopt Resolution No. 7083 finding the City of Arcadia to be in conformance
with the Congestion Management Program (“CMP”) and adopting the CMP Local Development
Report, in accordance with California Government Code Section 65089: and direct the City
Clerk to transmit a fully-executed copy of Resolution No. 7083 and the Local Development
Report to the Los Angeles County Metropolitan Transportation Authority by September 1, 2015.

PUBLIC COMMENTS
(5 minute time limit each speaker)
Mayor Pro Tem Chandler announced that due to the amount of speaker cards received, the 5
minute time limit is reduced to 3 minutes for each speaker.
KC Mouli, Knight Communication, Inc., the City’s current IT Management Services, appeared
and thanked the City and staff for allowing them to serve the City for the last 10 years; he
wished SigmaNet,Inc., the new IT management company, well; and indicated that they will
assist in in the transitional process.
Gretl Hornung, a resident in the Highlands, appeared and expressed her support of Ms. Verlato
and Mr. Arvizu in saving the Highlands.
Lee Kuo, a resident in the Highlands, appeared and indicated that he wants to see compatible
and responsible development in Arcadia; he also noted his attendance and observations of other
ARB meetings; and noted that he supports the efforts of the Highlands.
John Fick, a resident in the Highlands, appeared and discussed “harmonious and compatibility”
as it relates to Resolution No. 6770.
Webb Marner, a resident on Oakwood Avenue, appeared and expressed his support of
regulating mansionization in Arcadia; and expressed his support of Save the Arcadia Highlands.
Carol Smith, an Arcadia resident, congratulated the Save the Arcadia Highlands group for
speaking up when it comes to being excluded from the historical survey until the pending lawsuit
is dismissed.

Esma Ali, a resident of Whispering Pines, appeared and commented on how the City is going
downhill; she asked about setbacks; and urged the City Council to preserve Arcadia.
Arthur Lane, an Arcadia resident, appeared and talked about consent calendar items that are
approved with a single vote; he feels that it should be changed so that the public can comment.
Mike Durgerian, an Arcadia resident, appeared and asked who is responsible for sending out
notices to residents of proposed construction; he spoke about his support of the Save the
Arcadia Highlands; and urged the City Council to move forward with the zoning code update.
Roy McMean, a resident in the Highlands, appeared and spoke about mansionization, and
consent calendar item 2a and the revenue being raised.
Lee Marshall, a resident in the Highlands, appeared and spoke about the residents in the
highlands wanting the City Council to take into consideration their concerns instead of the
contractors.
David Arvizu, representative of Save the Arcadia Highlands, appeared and spoke about
questions he raised at the last City Council meeting regarding the involvement of Council
Member Wuo with Gem Coins connection, and questioned his business relationship with Steven
Chen.
Scott Hettrick, representing the Arcadia Public Library Foundation, appeared and indicated that
the Library has benefited from several organizations to fund many things that are needed for the
Library; he noted the gift from the Arcadia Public Library Foundation on the Consent Calendar
which will be used for the Kaleidoscope Classical Concerts; and praised Director Mary Beth
Hayes for doing such a good job on behalf of the Library.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK
(including reports from the
City Council related to meetings attended at City expense [AB 1234])
Council Member Tay indicated that the only way to limit the size of homes is to change the
zoning; he noted that after the election the entire City Council approved the zoning code update
study; he provided information on how residents can get a bulky item pick up from Waste
Management; he announced that Saturday he attended, with Council Member Tay and Mayor

Pro Tem Chandler, Congresswomen Judy Chu’s 6 Annual Divercities Congressional Awards
Ceremony, and that Scott Hettrick, Director of the Chamber of Commerce, received the
Business Person of the Year Award, and shared a short video of the event.
Council Member Beck congratulated Scott Hettrick on his award, and also recognized his wife
for always being by his side; he sent his condolences to Dorothy Denne on the recent passing of
her husband Bob; he announced that residents can watch City Council meetings live on the
City’s website, he invited everyone to visit the street fair on Friday nights; he also announced
that complete staff reports are available online if anyone wants to see them.
City Manager Lazzaretto noted that all staff reports are on the City’s website at least three days
in advance of the City Council meeting; and reminded the public that anyone can pull an item
from the Consent Calendar for discussion.

Regarding the Mayflower public hearing item, Council Member Beck noted that he is not against
new construction and bigger homes, but explained that the home needs to fit on the lot; he
announced that tax returns were stolen from mailboxes in Arcadia around tax time, and talked
about identity theft; and wished Mayor Pro Tem Chandler a Happy Birthday.
Council Member Wuo congratulated Scott and Betty Hettrick on the award from
Congresswomen Judy Chu; he thanked all the Arcadians who supported, and worked hard
during the Special Olympics; he indicated that he is disappointed about the dispute between him
and Mr. Arvizu, and announced that he was never in Palm Springs or Las Vegas as alleged by
Mr. Arvizu; and verbally listed all the different organizations in Arcadia that he has been involved
with; and again shared his frustration and disappointment that Mr. Arvizu continues to bring
unfounded allegations about him.
Mayor Pro Tem Chandler announced a Household Hazardous Waste and E-Waste Roundup on
Saturday, August 15 at the Santa Anita Race Track, Gate 6; and asked for City Council support
to create a public education program to inform the public about zoning ordinances, buildings
codes, floor area ratio, and other alternatives to existing building codes, Council Members Tay,
Wuo and Beck concurred with Mayor Pro Tem Chandler suggestion to bring this matter back to
a future meeting for discussion.
Mayor Pro Tem Chandler also thanked all the Arcadians who supported, committed, and worked
hard during the Special Olympics and shared a video of some of the Special Olympic Games
provided by the Chamber of Commerce.
City Clerk Glasco provided additional information regarding the different committees and
individuals who made the Special Olympics a successful event, and thanked Scott Hettrick for
providing the information.
Mayor Pro Tem Chandler announced National Night out on Thursday, August 5 in front of the
City Hall lawn; and Movie Night on Friday night; he also announced that items listed on the
Consent Calendar have previously been discussed and approved during the budget process.
2. CONSENT CALENDAR
a. Resolution No. 7086 determining the amount of revenue to be raised from
property taxes for Fiscal Year 2015-2016 to pay for the debt service on the 2011
and 2012 General Obligation Bonds.

b. Memorandum of Understanding with the Los Angeles County Flood Control
District regarding administration and cost sharing for the Proposition 84 2015
Integrated Regional Water Management Grant Program, in the amount of `
$16,165.75.

c. Final Tract Map No. 72533 for a six-unit residential condominium subdivision at
328-340 Genoa Street.
Recommended Action: Approve
d. Accept a gift from the Arcadia Public Library Foundation for special programs
and services in the amount of $19,500.

e. Waive the formal bid process and authorize the purchase of ammunition from the
San Diego Police Equipment Co., Inc. in an amount not to exceed $130,000.

f. Waive the formal bid process and authorize the purchase and upgrade of the
PS.NET Public Safety Suite System by Executive Information Service, Inc. in the
amount of $277,075.

g. Authorize the California Insurance Pool Authority (“CIPA”) to enter into a three-
year Agreement with Carl Warren & Company on behalf of the City of Arcadia for
Third Party Administration Services for General and Auto Liability Claims in the
amount of $20,000 for Fiscal Year 2015-16 and $21,000 annually for Fiscal
Years 2016-17 and 2017-18.

h. Professional Services Agreement with SigmaNet, Inc. for Information Technology
Management Consultant Services in the amount of $286,800.

i. Professional Services Agreement with Brainfuse, Inc. for Online Homework Help
Services in the amount of $24,000.

j. Accept all work done by Vasilj, Inc. for the miscellaneous Sewer Main Repair
project as complete and authorize the final payment to be made in accordance
with the contract documents.

k. Accept all work performed by American Wrecking, Inc. for the Hazardous
Materials Abatement and Demolition of the building at 100 West Huntington Drive
as complete.

l. Accept all work performed by GMC Engineering, Inc. for Phase 2 of the
Huntington Drive Capacity Improvements project, and authorize the final
payment to be made in accordance with the contract documents.

m. Accept all work performed by Commercial Coating Company, Inc. dba
Commercial Paving & Coating for the City Parking Lot rehabilitation project at
Bonita Park and the City Library, as complete and authorize the final payment to
be made in accordance with the contract documents.

n. Contract change order with Carollo Engineers for the Water and Sewer Rates
Study and appropriate an additional $23,013 from the Water Fund to be added to
the project budget.
