UNIFIRST CORPORATION FOR PUBLIC WORKS SERVICES
DEPARTMENT UNIFORM RENTAL SERVICE IN THE AMOUNT OF
$28,000
Recommendation: Approve
SUMMARY
To ensure that the City is receiving the most competitive prices and quality service, the
Public Works Services Department (“PWSD”) solicited a Request for Proposals (“RFP”)
for its uniform rental services. On September 4, 2012, the City Council authorized a
three-year Professional Services Agreement (“Agreement”) with UniFirst Corporation for
the PWSD’s uniform rental services. The specifications in the RFP indicated that the
City would award an initial three-year agreement and include the option of a three-year
agreement extension per City Council’s approval. UniFirst Corporation is reaching the
end of their agreement and has agreed to hold their unit prices for an additional three
years. All remaining terms and conditions of the original agreement would remain in
effect.
Based on the excellent level of service provided by UniFirst Corporation during the past
agreement term, it is recommended that the City Council authorize and direct the City
Manager to execute a three-year extension to the Professional Services Agreement with
UniFirst Corporation for the PWSD’s Uniform Rental Services in the amount of $28,000.
DISCUSSION
In addition to providing a boot allowance, orange t-shirts, hats, rain gear, and a
sweatshirt for full time employees, the PWSD is responsible for providing uniforms and
cleaning services to its Water, Sewer, Streets, Building, and Fleet employees. Uniform
rental services includes rental of uniforms (shirts and pants), City logos, name plates,
weekly laundry, garment repairs, replacement of damaged shirts and/or pants, and
other service fees (set-up for new employees and delivery).

On September 4, 2012, a three year Professional Services Agreement was awarded to
UniFirst Corporation for uniform rental services. Their Agreement is set to expire. The
specifications in the RFP indicated that the City would award an initial three year
agreement and include the option of a three-year agreement extension per City
Council’s approval. Going back out to bid for uniform rental services would most likely
result in the City paying more per year and would include an added cost to set-up new
uniforms for 44 field employees. UniFirst has offered to hold their unit prices for an
additional three years. All remaining terms and conditions of the original contract would
remain in effect. UniFirst Corporation has provided excellent service during the past
three years.
FISCAL IMPACT
Sufficient funds have been budgeted in Fiscal Year 2015-16 Operating Budget from
various uniform accounts in Water, Sewer, Streets, Building, and Fleet for uniform rental
services. The unit prices provided in UniFirst’s 2012 proposal will remain the same.
Since this is a three-year contract, a purchase order will be issued for three years at
$9,333 per year.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a three-year extension to the Professional Services Agreement with UniFirst
Corporation for the Public Works Services Department’s Uniform Rental Service in the
amount of $28,000.
