HomeMy WebLinkAboutItem 1e - Library Broadband Upgrade Project DATE: September 1, 2015 TO: Honorable Mayor and City Council FROM: Mary Beth Hayes, Director of Library and Museum Services Prepared by: Roger Hiles, Library Services Manager SUBJECT: LIBRARY BROADBAND UPGRADE PROJECT GRANT FUNDING AUTHORIZATION Recommendation: Approve SUMMARY The Arcadia Public Library is eligible to join a consortium to receive discounted, high- speed Internet services through the California State Library, as administered by Califa Group, a California 501(c) (3) Public Benefits Corporation. It is recommended that the City Council approve the service agreement with Califa to administer the consortium contracts which provide for the installation and service of high-speed Internet at the Library, and approve participation in the California Public Library Broadband Grant Program to receive program-related equipment in the amount of $24,000. Sufficient funds have been included in the City’s Operating Budget for FY 2015-16 to pay for the discounted service. BACKGROUND The Arcadia Public Library has been selected recently to participate in the “California Public Library Broadband Project” consortium. This project is part of a State of California initiative to connect 54 public library jurisdictions with 389 individual libraries to the California Research and Education Network (CalREN) for high-speed Internet access this year. The project’s goal is to all of California’s 1,112 public libraries to CalREN by 2020. CalREN is the primary communications infrastructure provided by CENIC (The Corporation for Education Network Initiatives in California), which currently provides high- speed access to the University of California, the California State University system, California Community Colleges, the California K-12 system, and some private universities. Califa, a non-profit organization serving member libraries in California, has contracted with CENIC on behalf of the State Library to provide high-speed networking to public libraries in California. Library Broadband Upgrade Project September 1, 2015 Page 2 of 3 DISCUSSION Once connected to the CalREN network, the Arcadia Public Library will be able to provide Internet access to patrons through a dedicated one gigabit (1,000 megabit) network, which will replace the two 18 megabit lines, and shared access to a 100 megabit line currently used for public access by the library. This is especially important because one of the most frequent requests received by patrons is to increase the speed and reliability of internet access in the building. Arcadia Library staff has worked with the California State Library on three grant funding opportunities to support this improved connectivity; namely, participation in the Federal Government’s Universal Service Program for Schools and Libraries (E-Rate Discount Program), the California Public Utilities Commission’s California Teleconnect Fund grant program, and the State Library’s California Public Library Broadband Grant Program. Should participation in the consortium be approved, the Library will pay the full cost of $1,450.25 per month for 1 gigabit access to CalREN, but the E-Rate and California Teleconnect Fund discounts will reduce the effective cost of the service to $362.50 per month after the grant reimbursements are received at the end of the fiscal year. This compares with $136.18 per month for the current, slower service. The California Public Library Broadband Grant Program is a California State Library program which will provide program-related equipment valued at $24,000 to enable the Arcadia Public Library to connect to the CalREN network and upgrade the Library’s internal network infrastructure to work at higher speeds. FISCAL IMPACT While the net cost of monthly internet service will rise from $136.18 to $362.50, no additional funding is required. Sufficient funds have been included in the City’s Operating Budget for FY 2015-16 to pay for the discounted service. Projected E-Rate Internet access and California Teleconnect discounts for installation and purchase of equipment as well as monthly service costs will be reimbursed to the Library in FY 2015-16. Library Broadband Upgrade Project September 1, 2015 Page 3 of 3 RECOMMENDATION It is recommended that the City Council approve the Agreement with Califa Group to administer the consortium contracts which provide for the installation and service of high- speed Internet at the Library, and also approve participation in the California Public Library Broadband Grant Program.
