STUDY SESSION
a. Report, discussion and direction regarding policies on the use of artificial turf as
landscaping.
Assistant City Manager/Development Services Director Kruckeberg gave the staff report and
handed out a Water Efficient Landscaping and Documentation Package and Guidelines that are
currently in use by the Department.

unanimously continued discussion of this item to the City Council meeting of September 15,

REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch reported that the City Council met in a Closed Session to consider the
items listed on the posted agenda under Closed Session; no reportable action was taken.
City Attorney Deitsch also reported that the City Council met in a Study session to receive a
report from staff to discuss policies regarding artificial turf, and on motion by Council Member
Wuo, seconded by Council Member Beck, the City Council unanimously (5-0) directed staff to
bring the item back for further discussion at the September 15, 2015, City Council meeting.

City Manager Lazzaretto stated there was no supplemental agenda information.

A motion was made by Council Member Tay, seconded by Mayor Pro Tem Chandler, to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Administered the Oath of Office to newly appointed Planning Commissioners.

1. PUBLIC HEARING
a. Special Use Permit No. SUP 15-15 for the "Rise of the Jack O' Lanterns" at the
southwest parking lot of Santa Anita Park at 285 W. Huntington Drive.
Recommended Action: Conditional approval
Associate Planner Li presented the staff report.
Mayor Kovacic opened the public hearing.
Marsha Schultz, an Arcadia resident, appeared and asked who carries the insurance for this
event.
A motion to close the public hearing was made by Mayor Pro Tem Chandler, seconded by
Council Member Tay, and seeing no further objection, Mayor Kovacic declared the public
hearing closed.
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Beck, and carried on
roll call vote to approve Special Use Permit No. SUP 15-15, for the “Rise of the Jack O’
Lanterns” at the Santa Anita Race Track, 285 W. Huntington Drive, subject to the conditions of
approval listed in the staff report.

PUBLIC COMMENTS
Diana Lam, representative of the Civic Youth Council, appeared and provided information
regarding the Civic Youth Council and volunteerism, including their involvement in Arcadia
events, and their water conservation campaign which would consist of walking door-to-door
providing information to Arcadia residents about ways to conserve water.
David Arvizu, a representative from Save the Arcadia Highlands, clarified and corrected events
that Council Member Wuo attended from the August 4, 2015, City Council Meeting regarding his
relationship with USAIF and Steven Chen, and Gem Coin; he asked the City Council to open
the envelopes he passed out, and requested that the City Council provide information where
information needs to be filled in; and explained that at the bottom of the hand-out there are two
questions for Council Member Wuo to address at some point.
Adam Hsu, representing Assembly Member Ed Chau, appeared and invited the City Council
and staff to attend a water information forum on Saturday, August 29, 2015, and passed out
flyers.
Timothy Burch, an Arcadia resident, appeared and indicated that he supports the ballot initiative
recently filed with the City; he mentioned that recently Council Member Wuo spoke about the
Mayflower project and appreciated that he can take portions of the Zoning Code and support
them and asked him to embrace the citizens that have spoken and embrace those changes to
the Zoning Code.

Brett Mitulski, an Arcadia resident, appeared and spoke about the Zoning Code ballot initiative
and about floor area ratio.
Virgina Konzelman, an Arcadia resident, appeared and spoke about the size of homes in
Arcadia, and felt that as a resident it was important for her to speak; she reiterated what Mr.
Mitulski said; she talked about trees and open space, which she feels has disappeared over
time; she talked about property rights; and indicated that she supports any group that protects
property rights.
Roger Nemrava, an Arcadia resident, appeared and shared his displeasure about the size of
homes in Arcadia; and agreed with what Mr. Mitulski and Ms. Konzelman indicated.
Roy McMean, an Arcadia resident, appeared and spoke about mansionzation and the size of
the home at 2232 Hollis Lane being built on a small lot.
Lawrence Papp, an Arcadia resident, appeared and spoke about an incident that occurred, and
complimented Chief Guthrie on how he handled the situation; and announced that on
September 5 he submitted signatures to be verified to place a utility user’s tax repeal on the
April ballot.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK
(including reports from the
City Council related to meetings attended at City expense [AB 1234])
Council Member Tay stated that he does not have a personal agenda, as everyone has
indicated; he stated that last year, the City Council unanimously voted for a Zoning Code study,
but feels that everyone has different opinions regarding the lawsuit; he announced the concert in
the park on Thursday, the movie in the park on Friday; and invited everyone to attend the
Downtown street fair on Friday night; and announced on Saturday morning the Gold Line
dedication; and on Saturday night at the Performance Arts Center is having a free community
karaoke party and dance, and invited everyone to attend.
Mayor Pro Tem Chandler announced Arcadia’s birthday celebration on the National Night Out
event, and thanked all the departments for their participation, and also thanked the volunteers;
he commented on an article in the Los Angeles Times, Community Profiles section which
profiles cities on different levels; he talked about differences between Arcadia, San Marino, and
Sierra Madre; he talked about property values, and the ballot initiative; he indicated that the
property on Hollis Lane has not been brought before the City Council, so he will not comment on
it until that time.
Council Member Beck complimented Virginia Konzelman for her comments; he indicated that he
visited the property on Hollis Lane in the event it comes before the City Council; he announced
the Gold Line dedication on Saturday morning and invited everyone to attend; he also indicated
that the Parks and Recreation Department is preparing a Recreation & Parks Master Plan and
encouraged residents if they want to see specific changes at City parks they should take the on
line survey at www.surveymonkey.com/r/arcadiaparksrecneeds; and asked for City Council
support in having an Arcadia Conservation Award to recognize homeowners who have invested
in drought resistant landscape to conserve water, and asked for two additional votes to put it on
a future agenda to be discussed. Council Member Beck received unanimous support from the
City Council.

Council Member Wuo thanked all the speakers and indicated that the City Council does hear
their concerns; he thanked Diana Lam for getting involved in the City and water conservation;
and announced that school begins next week.
City Clerk Glasco provided information about volunteer opportunities in Arcadia, and provided
the Helping Hands website.
City Manager Lazzaretto extended his kudos to Ms. Lam and the Civic Youth Council for
spreading the word about water conservation; he announced that the last summer concert and
movie series is this week; he announced the last CalPhil concert is Saturday night; and the
Pasadena Pop’s second to last concert is also Saturday night, and encouraged everyone to
come out.
Mayor Kovacic also extended his kudos to Diana Lam and her group on volunteering; he invited
anyone to show up at a City Council meeting to express their views and opinions; he announced
the last concert in the park on Thursday, and the last movie in the park on Friday; and
announced the Gold Line grand opening in Arcadia on Saturday morning, and a dance/karaoke
night on Saturday night at the quad at Arcadia High School and invited everyone to attend; and
added that tours of the Performing Arts Center will be available; and shared his recent trip to
Slovenia.
2. CONSENT CALENDAR
a. Special and Regular Meeting Minutes of July 7, 2015, Special Meeting Minutes of July
15, 2015, and Regular Meeting Minutes of July 21, 2015.

b. Resolution No. 7087 authorizing the City Manager and the City Attorney to execute
certain documents required by the Board of Equalization to collect the City’s Utility Users
Tax on prepaid wireless service.

c. Accept a gift from the Arcadia Museum Foundation in the amount of $5,087 for the
purchase of historical documents, photographs, and artifacts for the Museum’s
collection.
Recommended Action: Accept
d. Revisions to the existing classification specifications for Fire Battalion Chief, Fire
Captain, and Fire Administrative Specialist.
Recommended Action: Approve
e. Agreement to Purchase First Pacific Exchange, Inc., dba NavigateHCR Software and
related services for Affordable Care Act Tracking and IRS Reporting in the amount of
$8,388.

f. Extension to the Purchase Order with HD Supply Waterworks for the purchase of data
log radio-read water meters for the City’s water distribution system in the amount of
$500,000.

Council Member Beck requested Consent Calendar item 2.f regarding the purchase and
installation of water meters be pulled for further discussion.
It was moved by Council Member Tay, seconded by Mayor Pro Tem Chandler, and carried on
roll call vote to approve Consent Calendar Items 2.a through 2.e.

In response to Council Member Beck’s inquiry, Public Works Services Director Tait responded
that the program should be completed in 2019 depending on the workload; and explained that
Water Fund money was used for this project.

roll call vote to approve Consent Calendar Items 2.f.

3. CITY MANAGER
a. Ordinance No. 2328 amending the Arcadia Municipal Code by adding a new Chapter
11.1, Part 4 to Article VIII to provide an expedited, streamlined permitting process for
small residential rooftop solar systems.
Recommended Action: Introduce
Building Official Don Stockham presented the staff report.
It was moved by Mayor Pro Tem Chandler, seconded by Council Member Tay, and carried on
roll call vote to introduce Ordinance No. 2328 amending the Arcadia Municipal Code by adding
a new Chapter 11.1, Part 4 to Article VIII to provide an expedited, streamlined permitting
process for small residential rooftop solar systems.

A motion was made by Mayor Pro Tem Chandler, seconded by Council Member Tay to excuse
Council Member Wuo from this meeting.
At 5:03 p.m. Mayor Kovacic announced that the City Council will move to Study Session item (a)
to tour the Police Department’s Mobile Command Post in the City Hall Parking lot.
Mayor Kovacic called for public comments.
PUBLIC COMMENTS
April Verlato, an Arcadia resident, appeared and shared her frustration about Council Member
Tay’s inappropriate comments about her at a recent meeting that he organized which appeared
to be City related; and urged the City Council to speak to Council Member Tay about his action,
including comments about the Save the Arcadia Highlands litigation.
The City Council recessed at 5:10 p.m. to the City Hall Parking lot to tour the Police
Department’s Mobile Command Post; and reconvened to Closed Session at 5:30 p.m.

The City Council unanimously voted that the Gilb Museum maintain two murals and a cash
register; and all other items be disposed.
c. Report, discussion and direction regarding Arcadia Transit Service Needs Assessment
and Restructuring Plan.
Recommended Action: Receive and File
Deputy Development Services Director/City Engineer Phil Wray and Transportation Services
Officer Linda Hui provided the report.

City Attorney Deitsch also reported that the City Council met in a Study Session and conducted
a tour of the Police Department Mobile Commander Post in the City Hall Parking Lot; the City
Council also discussed memorabilia from the former 100-1 Club, and reported that the City
Council decided that two murals and a cash register be placed at the Gilb Museum, and that the
City dispose of a vault and a pole sign; and the City Council received a report from staff
regarding the Arcadia Transit Service Needs Assessment and Restructuring Plan, and reported
that no action was taken or requested by the City Council.

PRESENTATIONS
a. Presentation of Mayor's Certificates of Commendation to Arcadia's Special
Olympics Host Town Organizing Committee members.
b. Presentation of Mayor's Certificate of Commendation to the Arcadia Chamber of
Commerce for their role regarding the Arcadia Gold Line Station.
PUBLIC COMMENTS
Charles Greene, an Arcadia resident, appeared and discussed comments made by Council
Member Tay at a recent community meeting on August 19, indicated that it was not publicized
or announced for all Arcadia residents to attend, and noted that the meeting was conducted in
Mandarin only; and spoke about Council Member Wuo’s connection with USFIA and GemCoin.
Richard Midgley, President of the Santa Anita Oaks Homeowners Association, appeared and
expressed his support of the Notice of Intent recently filed with the City, which feels will benefit
all homeowners in Arcadia, not just those in the Highlands area; and requested the City Council
reconsider its position and support the proposed ballot initiative.
Janine Camp, an Arcadia resident, appeared and expressed her frustration regarding the
mansion style homes being built in her neighborhood.
David Arvizu, a representative of the Save the Arcadia Highlands, appeared and spoke in
support of Ms. Camp’s comments, and noted that he shares her frustration about the building of
mansion style homes in their neighborhood; he commented on the process of filing the lawsuit
against the City, and offered help to Ms. Camp and other residents with the process; he
reiterated where he left off two weeks ago regarding GemCoin, and Council Member Wuo’s
involvement with Steven Chen; and indicated that he encouraged people at a recent Ontario
protest event to attend the next City Council meeting.
April Verlato, an Arcadia resident, appeared and commented on the Notice of Intent she filed
with the City and made clarification regarding some of the comments she has heard about lot
sizes; she indicated that the ballot initiative was prepared by a group of made up of different
homeowner associations including residents of South Arcadia; she talked about the belief that
this ballot initiative would cut property values in half, stating that this is a myth, and explained
specific reasons why the ballot initiative was submitted.
William Kyi, Arcadia Youth Council, appeared and asked the City Council to place on the next
City Council agenda the creation of a youth commission in Arcadia.

John Chow, an Arcadia resident, appeared and stated his support of the current Zoning Code
as is, and requested it not be changed for fear of hurting the value of his property.
Zong Chen, an Arcadia resident, appeared and expressed his feelings on the size of homes on
certain lots, and noted that 7,000 sq. ft. homes are too big.
Than Lim, a resident of the Santa Anita Village, appeared and commented on the ballot
initiative; he noted that it appears to be a racial issue; however, he believes it is not; he
commented on business predictability and responsible growth; he feels the City almost always
sides with the developer and does not feel this helps the City as a whole; and urged the City
Council listen to the information provided by the City staff.
Pat Wolff, an Arcadia resident, appeared and spoke about the makeup of her immediate
neighborhood; she stated that when she moved to Arcadia she was surrounded by horse
properties; however, now big homes have taken over those lots; and questioned the City
Council as to whether mansionization is the best use of lands.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the
City Council related to meetings attended at City expense [AB 1234])
Council Member Beck congratulated the Special Olympics Committee and thanked everyone for
their support; he also commented on the Arcadia Gold Line Station; he noted that Arcadia has
received many awards over the years including being named by Niche.com as one of the best
towns in California to raise a family in 2015; and acknowledged Dana Hicks, the Museum
Curator, for the job she does; and wished everyone a safe Labor Day weekend.
Mayor Pro Tem Chandler commented on the proposed ballot initiative filed with the City by April
Verlato; he mentioned misinformation, land value consequences that will come from it and his
difficulty understanding it; and urged anyone interested in obtaining a copy of the Notice of
Intent to contact the City Clerk’s office.
Council Member Tay clarified the meeting he held on Wednesday, August 19 and the reasons
behind conducting the meeting; and extended an offer to meet with any individual or group.
City Manager Lazzaretto commented on the City’s monthly water usage; he stated that the
City’s usage was at a 29.5% cumulative decrease, but with the current 36% reduction goal,
more work was needed; he reported on the City receiving a notice of noncompliance, and the
fines the State can impose on the City, and commented on the City’s enforcement; he indicated
the possibility of the City going to two days a week watering in order to help meet the 36% goal,
if residents could not do it under current regulations.
City Clerk Glasco noted the Arcadia Elks Lodge will be holding a Patriotic Day Celebration on
September 11; and provided information on the dinner, and activities planned.
Mayor Kovacic requested that staff study the concept of a youth commission and come back
with a proposal; he asked for two additional votes to include the item on a future agenda, Mayor
Kovacic, Mayor Pro Tem Chandler and Council Member Tay supported the Mayor’s request; he
announced and provided information on the Gilb Museum of Arcadia Heritage annual fundraiser;
he clarified that the meeting Council Member Tay held on August 19 was not a City meeting,
that it was completely independently organized; he stated that the proposed ballot measure
seems like a logical after the City Council brought the residential Zoning Code update to a halt;

he requested two more votes to have staff study session on the proposed ballot initiative and
return with an analysis, arguments for and against and to have an open discussion. Mayor
Kovacic did not receive the support of two other Council Members; the request failed.

a. Addition of a water-efficient landscaping recognition element to the Arcadia Beautiful
Program
Recommended Action: Provide Direction
City Manager Lazzaretto provided the staff report.
Council Member Beck explained the proposal behind his idea of the program.
It was moved by Council Member Beck, seconded by Council Member Tay, and carried on roll
call vote to allow the Arcadia Beautiful Commission to initiate an annual award to individuals
who have made exemplary efforts to make their landscaping more water efficient and annually
honor these individuals at a City Council meeting.
