Recommendation: Approve
SUMMARY
Located at the easterly terminus of Wheeler Avenue, Indiana Street collects drainage
from the area upstream of the intersection of First Avenue and Santa Clara Street in an
open channel system that parallels the Gold Line right-of-way. The lack of a controlled
drainage system in Indiana Street causes a potential conflict between water flow and
on-street parking, which is essential to the area.
The Downtown Parking Study, prepared by Walker Parking Consultants in 2012,
recommended that Indiana Street and the adjacent City-owned parking lot be combined
into one inclusive parking lot that would create additional parking spaces and a more
efficient parking lot layout. In order to design and construct a safe and functional
parking lot, the drainage in Indiana Street must be separated from the parking lot.
The conceptual design for the parking lot, including drainage improvements, was
budgeted in the 2014-15 Fiscal Year Capital Improvement Program. Several
alternatives were considered for the conveyance of drainage and the most cost-effective
solution was determined to be the installation of a storm drain in First Avenue to
intercept the drainage at the intersection of First Avenue and Santa Clara Street and
carry it in First Avenue to an existing storm drain at Wheeler Avenue. This project will
accomplish that goal.
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with GRFCO, Inc., for the First Avenue Storm Drain Extension
Project in the amount of $96,220, and approve a 10% contingency.

BACKGROUND
Prior to 1975, Indiana Street was a through-street running parallel to the railroad tracks
and intersecting First Avenue on the northwest and Huntington Drive on the southeast.
The railroad crossing at the intersection of First Avenue and Santa Clara Street acted
as a dam for street drainage to the intersection, and the drainage was collected in a
storm drain pipe and conveyed under the railroad to the surface of Indiana Street.
Portions of Indiana Street were vacated in 1975, but a public utility easement was
retained to maintain the drainage pattern. Subsequent development over the vacated
street confined the drainage to an open channel against the railroad right-of-way. The
remaining segment of Indiana Street, at the easterly terminus of Wheeler Avenue, has a
curb and gutter to convey the drainage. The open channel segments are difficult to
access without disrupting the private parking lots, and the channels tend to collect trash
and debris. Indiana Street provides valuable on-street parallel parking, but can be a
nuisance for drivers and passengers using those spaces during and after a rainstorm.
In the mid-1990s, the City administered the Downtown 2000 project, which included the
installation of a storm drain in Huntington Drive that extended up First Avenue to the
intersection of First Avenue and Wheeler Avenue. It appears from the plans that the
storm drain was designed to extend further upstream to the intersection of First Avenue
and Santa Clara Street, but no extension was made at that time.
When the Gold Line’s design team recently designed the new rail crossing at the
intersection of First Avenue and Santa Clara Street, they were forced to reconstruct the
storm drain under the intersection. At the City’s request, they added a connection point
in First Avenue just downstream of the railroad tracks that would accommodate a future
storm drain connection downstream in First Avenue, rather than the current route along
the old Indiana Street alignment.
The Downtown Parking Study, prepared by Walker Parking Consultants in 2012,
recommended that the City-owned parking lot located east of the terminus of Wheeler
Avenue and the adjacent segment of Indiana Street be combined into one inclusive
parking lot that would create more parking spaces and a more efficient parking lot
layout. The conceptual design was budgeted in the 2014-15 Fiscal Year Capital
Improvement Program, and work is now underway.
Several alternatives were considered to reroute the drainage in Indiana Street to free up
the land for parking, including installing an underground pipe under Indiana Street,
constructing an open channel adjacent to, but separate from, the parking lot, or
rerouting the flow to another acceptable outlet. The most cost-effective solution was
determined to be a rerouting of the flow in a storm drain in First Avenue from just south
of the railroad tracks to Wheeler Avenue. The Los Angeles County Flood Control
District was consulted regarding the feasibility of extending the Storm Drain in First

Avenue and they concurred with the proposal. This solution is preferred over the other
alternatives for the following reasons:
It eliminates most of the flow and the maintenance issues with the current open
channel system in the old Indiana Street alignment.
It maximizes the use of Indiana Street for a safe and efficient parking lot layout.
It takes advantage of the Gold Line’s construction of an upstream connection
point for a simple connection.
No additional storm drain inlets are necessary.
Los Angeles County Flood Control District will take over the maintenance
responsibility for a storm drain.
Closed pipe systems are a preferred method for handling runoff.
The LACFCD was extremely helpful in the development of this storm drain project.
They assisted in the preparation of design plans, calculations and specifications for the
work, and have agreed to accept the pipe for maintenance, once installed. This project
has been given a County designation of MTD No. 1484 Line B.
DISCUSSION
The plans and specifications for this project were completed in July of 2015, and the
project was advertised for bids. The engineer’s estimate for the construction was
$130,000. Bids were opened August 13, 2015, with 10 bids received as follows:

GRFCO, the low bidder, has the required license, and has successfully completed
similar projects in the past. A 10% contingency is requested for additional funding
authority when evaluating potential needs or changes.

The construction is anticipated to begin in early November 2015, and will be completed
by the end of December 2015. This work is proposed on the portion of First Avenue
currently used every Friday evening for the Downtown Arcadia Street Fair. The
contractor will be allowed to close this block of First Avenue during construction;
however, the contractor will be required to have the street open and accessible every
Friday by noon.
ENVIRONMENTAL IMPACT
This project is considered a Class 1 exemption as defined in Section 15301(b) of the
California Environmental Quality Act since the project consists of a minor alteration to
an existing public facility providing public utility services.
FISCAL IMPACT
The Downtown Parking and Pedestrian Access Improvements project has been
budgeted in the Fiscal Year 2014-15 and 2015-16 Capital Improvement Programs at a
total budget of $370,000. The First Avenue Storm Drain Extension project is the first
portion of the project. There are sufficient funds in the existing budget to cover this
project, including the 10% contingency. Once the parking lot design is complete, the
budget will be re-evaluated for the parking lot project.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with GRFCO, Inc. for the First Avenue Storm Drain Extension Project
in the amount of $96,220, and approve a 10% contingency.

3.2 Contractor's Basic Obligation.
Contractor promises and agrees, at its own cost and expense, to furnish to the Owner all
labor, materials, tools, equipment, services, and incidental and customary work for the construction

3.3 Standard of Performance.

same discipline in the State of California. Contractor represents and maintains that it is skilled in the
professional calling necessary to perform the Work. Contractor warrants that all employees and
subcontractors shall have sufficient skill and experience to perform the Work assigned to them.
Finally, Contractor further represents that it, its employees and subcontractors have all licenses,
permits, qualifications and approvals of whatever nature that are legally required to perform the
Work, and that such licenses and approvals shall be maintained throughout the term of this
Contract.

3.4 Period of Performance.

Contractor shall perform and complete all Work under this Contract within calendar days,
beginning ten (10) calendar days after the date on which the Notice to Proceed is sent by the Owner
to the Contractor. Moreover, Contractor shall perform its Work in strict accordance with any
completion schedule, construction schedule or project milestones developed pursuant to provisions
of the Contract, including but not limited to the Project Schedule located in the Specifications.
Contractor agrees that if such Work is not completed within the aforementioned period
and/or pursuant to any such completion schedule, construction schedule or project milestones
developed pursuant to provisions of the Contract, including but not limited to the Project Schedule
located in the Specifications,
it is understood, acknowledged and agreed that the Owner will suffer damage.

3.5 Owner's Basic Obligation.
Owner agrees to engage and does hereby engage Contractor as an independent contractor

contained for the sum set forth above. Except as otherwise provided in the Contract, the Owner
shall pay to Contractor, as full consideration for the satisfactory performance by the Contractor of the
services and obligations required by this Contract, the above referenced compensation in
accordance with compensation provisions set forth in the Contract.
3.6 Contractor's Labor Certification.
Contractor maintains that he is aware of the provisions of Section 3700 of the California
Labor Code which require every employer to be insured against liability for Worker's Compensation
or to undertake self-insurance in accordance with the provisions of that Code, and agrees to comply
with such provisions before commencing the performance of the Work. A certification form for this

3.7 Attorneys' Fees.
If either party commences an action against the other party, either legal, administrative or
otherwise, arising out of or in connection with this Contract, the prevailing party in such action shall
be entitled to have and recover from the losing party reasonable attorneys' fees and all other costs
of such action.
3.8 Successors.
The parties do for themselves, their heirs, executors, administrators, successors, and
assigns agree to the full performance of all of the provisions contained in this Contract. Contractor
may not either voluntarily or by action of law, assign any obligation assumed by Contractor
hereunder without the prior written consent of the Owner.
