Study Session and Regular Meeting Minutes
Tuesday, September 8, 2015
CALL TO ORDER — Chairman Chiao called the study session meeting to order at 6:00 p.m. in
the Arcadia City Council Chambers Conference Room.

PRESENT: Commissioners Chan, Lewis, Lin, Thompson and Chiao
ABSENT: None
STUDY SESSION
City Attorney, Steve Deitsch, presented a Summary of the Brown Act and Conflict of Interest
Laws.
The Study Session meeting was adjourned at 6:55 p.m.
PLANNING COMMISSION REGULAR MEETING
CALL TO ORDER — Chairman Chiao called the regular meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
A letter from Ms. Sherilee Pocino related to Item 1 was distributed to each Planning
Commissioner.
PUBLIC COMMENTS
None
PUBLIC HEARINGS
1. Continuance of Modification No, MP 14 -14 and Single - Family Architectural
Design Review No. SFADR 14 -95 with a Categorical Exemption under the
California Environmental Quality Act (CEQA) for a new two -story, Craftsman -
style residence with an attached two -car garage at 2236 Hollis Lane. This item is
continued from the August 11, 2015, meeting.

Mr. Kasama introduced the item and turned it over to Management Analyst, Tim
Schwehr, who presented the staff report.
Chairman Chiao opened the public hearing and asked if the applicant would like to
speak. Ms. Nicole Kukloc - Waldman, representing the applicant, responded.
Chairman Chiao asked if anyone would like to speak in favor of this item. There were
none.
Chairman Chiao asked if anyone would like to speak in opposition to this item. The
following responded:

Chairman Chiao asked if the applicant would like to speak in rebuttal. They declined.
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Lin, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Chairman Chiao, seconded by Commissioner Thompson, to deny
Modification Application No. MP 14 -14 and Single - Family Architectural Design Review
No. SFADR 14 -95.

There is a five working day appeal period after the approval/denial of the applications.
Appeals are to be filed by 5:30 p.m. on Tuesday, September 15, 2015.
2. Resolution No. 1946 - Approving Tentative Parcel Map No. TPM No. 15 -04,
Multiple- Family Architectural Design Review No. MFADR 15 -04, Modification No.
MP 15 -06 and Oak Tree Encroachment Application No. THE 15 -23, with a
Categorical Exemption under the California Environmental Quality Act (CEQA)
for a two -unit Spanish style residential condominium development at 616 S. Third
Avenue.

Mr. Kasama introduced the item and turned it over to Assistant Planner, Nick Baldwin,
who presented the staff report.
Chairman Chiao opened the public hearing and asked if the applicant would like to
speak. Mr. Christopher Loh, the applicant, responded.
Chairman Chiao asked if anyone would like to speak in favor of this item. There were
none.
Chairman Chiao asked if anyone would like to speak in opposition to this item. The
following responded:

Chairman Chiao asked if the applicant would like to speak in rebuttal. Mr. Loh
responded.

It was moved by Commissioner Lin, seconded by Commissioner Chan, to continue the
public hearing to the September 22, 2015, meeting.

CONSENT CALENDAR
3. Minutes of the August 25, 2015, Regular Meeting of the Planning Commission
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Lin, to approve the
minutes as presented.

MATTERS FROM COUNCIL LIAISON
Mayor Kovacic reported that the new Gold Line Station was dedicated recently and that it is
ready to be turned over to Metro. Metro authorities have stated that within 30 days of receiving
all stations, a firm date will be announced for establishment of service. The Gold Line Foothill
Extension and the Expo Line are both scheduled to open at the same time and Metro is not
convinced there will be enough trains available to provide full service on both. Metro does not

want to open either line at less than full service. We are pushing for a spring launch of the Gold
Line Foothill Extension.
Mayor Kovacic mentioned that he is hopeful that a resolution will soon be reached on the
Zoning Code Update question. He also said that this Friday, at 6:45 a.m., the Arcadia Fire
Department will conduct a ceremony to commemorate the tragedy of 9/11. That same night,
Arcadia High School will dedicate their new aquatic center and the Arcadia High School Football
team will face rival Monrovia High School with the 400 member Arcadia marching band
performing at half time.
FROM PLANNING COMMISSIONERS
Commissioner Lin asked when a new Chairman will be named to the Modification Committee.
Mr. Kasama asked the Commissioners to consider the assignment and said a decision will be
made by the next meeting.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Lin reported that the Modification Committee meeting was canceled.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama said the September 22 agenda will include the continued hearing from tonight for
the condominium project on Third Avenue, and another Commissioner training session is
scheduled for Wednesday, September 30.
ADJOURNMENT
Chairman Chiao adjourned this meeting at 8:49 p.m. to Tuesday, September 22, 2015, at 7:00
p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
