A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, PROVIDING FOR THE APPOINTMENT
OF AN ARCADIA POLICE OFFICER TO THE LOS ANGELES
INTERAGENCY METROPOLITAN POLICE APPREHENSION
CRIME TASK FORCE ("L.A. IMPACT") AND AUTHORIZING
STAFF TO HIRE ONE ADDITIONAL POLICE OFFICER TO
REPLACE THE OFFICER ASSIGNED TO L.A. IMPACT USING
ASSET SEIZURE FORFEITURE FUNDS
WHEREAS, the City of Arcadia recognizes the need for a regional crime task force
with specialized proficiency in the area of surveillance to effectively investigate major crimes,
with an emphasis on narcotics enforcement; and
WHEREAS, the City of Arcadia is an active member of the Los Angeles Interagency
Metropolitan Police Apprehension Crime Task Force Joint Powers Authority ("L.A. IMPACT
JPA")and has participated in the taskforce since its inception in 1991. The L.A. IMPACT JPA
was signed in March 2011, during which time the City Council of the City of Arcadia adopted
Resolution No. 6755 approving the L.A. IMPACT JPA, authorizing the City's membership in
the L.A. Impact JPA, and authorizing the City Manager to execute the L. A. Impact JPA
Agreement. Prior to the establishment of the L.A. IMPACT JPA, the City participated in the
taskforce as a signatory to a Memorandum of Understanding; and
WHEREAS, in 2005, the Arcadia Police Department withdrew its officer from the
taskforce due to personnel shortages and later commenced participation again in 2010. In
2013, the Department withdrew its officer from the taskforce again for similar reasons.
Currently the Department has no officer assigned to the taskforce; and
WHEREAS, with patrol staffing levels stable, Arcadia can successfully send an officer
to the taskforce and enjoy the full benefits of membership; and

WHEREAS, this would be accomplished by hiring an additional police officer that can
be funded using Asset Seizure Forfeiture funds to replace the officer assigned to the
taskforce; and
WHEREAS, Asset Seizure Forfeiture spending guidelines allow a law enforcement
agency participating in the taskforce to hire a new police officer and pay the associated
salary and benefits using Asset Seizure Forfeiture funds. This allows the Department to
replace the officer assigned to the taskforce without affecting staffing levels or the General
Fund. Additionally, by participating in the taskforce, the City will benefit from receiving
equitable sharing funds from assets seized during investigations conducted by the taskforce.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council authorizes the appointment of a police officer to L.A.
IMPACT and authorizes staff to hire one additional police officer to replace the officer
assigned to L.A. IMPACT, using Asset Seizure Forfeiture funds.
SECTION 2. The City Council determines and finds that the actions set forth in
Section 1 above comply with the requirements of Sections 30061 et seq. of the California
Government Code.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
