Regular Meeting Minutes
Tuesday, October 13, 2015
CALL TO ORDER – Vice Chairman Lin called the meeting to order at 7:00 p.m. in the Arcadia
City Council Chambers
PLEDGE OF ALLEGIANCE

PRESENT: Commissioners Chan, Lewis, Lin, Thompson
ABSENT: Chairman Chiao
MOTION
It was moved by Commissioner Chan, seconded by Commissioner Thompson to excuse
Chairman Chiao from the meeting. Without objection the motion was approved.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Mr. Kasama stated that there is an updated arborist’s report for Item No. 2, and that
there are several comment emails and additional traffic information for Item No. 3.

PUBLIC HEARINGS
1. Continued Public Hearing - Resolution No. 1946 - Approving Tentative Parcel
Map No. TPM 15-04, Multiple-Family Architectural Design Review No. MFADR
15-04, Modification No. MP 15-06 and Oak Tree Encroachment Application No.
TRE 15-23, with a Categorical Exemption under the California Environmental
Quality Act (CEQA) for a two-unit Spanish style residential condominium
development at 616 S. Third Avenue. This item is continued from the September
22, 2015, meeting.
Applicant: Christopher Loh, Designer
Recommendation: Adopt Resolution No. 1946
Mr. Kasama introduced the item and turned it over to Assistant Planner, Nick Baldwin,
who presented the staff report.
Vice Chairman Lin opened the public hearing and asked if the applicant would like to
speak. Mr. Christopher Loh, the project designer, responded.
Vice Chairman Lin asked if anyone would like to speak in favor of this item. Mr. Bill
Burns and Ms. Chloe Perdew responded.

were none.
MOTION
It was moved by Commissioner Lewis, seconded by Commissioner Chan, to close the
public hearing. Without objection, the motion was approved.

It was moved by Commissioner Thompson, seconded by Commissioner Lewis, to adopt
Resolution No. 1946, approving Tentative Parcel Map No. TPM 15-04, Multiple-Family
Architectural Design Review No. MFADR 15-04, Modification No. MP 15-06 and Oak
Tree Encroachment Application No. TRE 15-23 with a Categorical Exemption under the
California Environmental Quality Act (CEQA).

There is a ten day appeal period after the adoption of the Resolution. Appeals are to be

2. Resolution No. 1948 - Approving Tentative Parcel Map No. TPM 15-01, Multiple-
Family Architectural Design Review No. MFADR 13-26 and Oak Tree
Encroachment Permit Application No. TRE 14-03 with a Categorical Exemption
under the California Environmental Quality Act (CEQA) for a three-unit residential
condominium development at 129 El Dorado Street.
Applicant: Ms. Theresa Wu, Property Owner
Recommendation: Adopt Resolution No. 1948
Mr. Kasama introduced the item and turned it over to Associate Planner, Tom Li, who
presented the staff report.
Vice Chairman Lin opened the public hearing and asked if the applicant would like to
speak. Ms. Teresa Wu, the applicant and property owner, responded.
Vice Chairman Lin asked if anyone would like to speak in favor of this item. There were
none.
Chairman Chiao joined the meeting at 7:23 p.m.
Vice Chairman Lin asked if anyone would like to speak in opposition to this item. Mr.
Kevin Appleton responded.

Review No. MFADR 14-09 for a 20-unit, townhouse condominium development
at 501 N. Santa Anita Avenue.
Applicant: Mr. Kenneth Pang, Designer
Recommendation: Adopt Resolution No. 1947
Mr. Kasama introduced the item and turned it over to Assistant Planner, Jordan
Chamberlin, who presented the staff report. Planning Services Manager, Lisa Flores,
and City Engineer, Phil Wray, also spoke.
Vice Chairman Lin opened the public hearing and asked if the applicant would like to
speak. Mr. Eric Chen and Mr. Kenneth Pang, the designers, responded.
Vice Chairman Lin asked if anyone would like to speak in favor of this item. Mr. Mark
Budde and Ms. Teresa Martin responded.

Vice Chairman Lin asked if the applicant would like to speak in rebuttal. Mr. Brian
Marchetti, Traffic Engineer, and Mr. Scott Yang, the owner, responded.

It was moved by Commissioner Chiao, seconded by Commissioner Lewis, to close the
public hearing. Without objection, the motion was approved.

Resolution No. 1947, approving Tentative Tract Map No. TTM 14-03 (73106), Zone

MOTION
It was moved by Vice Chairman Lin to adopt Resolution 1947, but with the addition of a
condition to prohibit overnight, on-street parking by the occupants of the subject project.
The motion failed due to lack of a second.

It was moved by Commissioner Chiao, seconded by Commissioner Lewis, to approve
the minutes as presented.

5. Minutes of the September 29, 2015, Special Meeting of the Planning Commission

Commissioner Thompson stated that while he was not in attendance at the meeting, he
listened to the recording and reviewed the Power Point Presentation.

It was moved by Commissioner Chan, seconded by Commissioner Chiao, to approve
the minutes as presented.

MATTERS FROM COUNCIL LIAISON
Mayor Kovacic explained to those present that since they can appeal decisions made by the
Planning Commission to the City Council, he cannot participate in the Planning Commission
review of a case. His purpose in attending the meetings is to advise the Commissioners of the
activities of the Council and to act as a liaison between the two bodies. He also pointed out that
the agenda and staff reports for the projects discussed during the meetings are available to the
public through the City website.
Mayor Kovacic reported that at the last City Council meeting, Councilman John Wuo submitted
his resignation. He explained that there are two options open to the Council; they could appoint
a new Councilmember to complete Councilman Wuo’s term, or they could hold a special
election. He expects this decision will be made at the next Council meeting.
He announced that the lawsuit brought against the City by Save the Arcadia Highlands has
been settled and the residential Zoning Code Update will resume along with the Historic Survey
of the Highlands. He said mansionization will be addressed.
The Mayor reported that the Utility Users Tax, which represents approximately 13% of the City
budget or approximately seven million dollars, will be on the ballot of the April election.
He reminded everyone that the Metro Gold Line station could start running trains in the spring,
but the actual date will be announced on October 22.
MATTERS FROM PLANNING COMMISSIONERS
Both Commissioner Chan and Commissioner Lewis said that they would not be able to attend
the October 27 meeting.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Thompson reported that one item was conditionally approved at the Modification
Committee meeting.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama suggested that Commissioners avoid copying each other as a group on emails
because it could be construed as a meeting, which would be a violation of the Brown Act.

He said the next meeting will include a Conditional Use Permit application for a microbrewery
and a brief Study Session to present the proposed Arcadia Logistics Center. The draft
Environmental Impact Report is set to be released later this week.
ADJOURNMENT
Vice Chairman Lin adjourned this meeting at 9:54 p.m. to Tuesday, October 27, 2015, at 6:30
p.m. in the City Council Chambers Conference Room located at 240 W. Huntington Drive,
Arcadia.
