Guthrie, Chief of Police By: Mike Castro, Lieutenant SUBJECT: STREET CLOSURES FOR FESTIVAL OF BANDS PARADE Recommendation: Approve SUMMARY This report requests the City Council approve the closure of specific City streets for the Arcadia High School Music Club’s 62nd Annual Festival of Bands Parade that will be held on Saturday, November 21, 2015. DISCUSSION Approximately 40 of the top California High School bands have been invited to attend and compete in the 62nd Annual Festival of Bands on Saturday, November 21, 2015. In order to provide a safe and enjoyable experience, it is necessary to close the streets affected by the parade route. Such closures require City Council approval. As in years past, the proposed parade route will have the bands exit Gate 1 from the Santa Anita Race Track parking lot onto westbound Huntington Drive to southbound Baldwin Avenue to eastbound Duarte Road to northbound El Monte Avenue to eastbound Campus Drive into the disband area (parade route map is attached). Parade awards are given at the Arcadia High School and then the bands move by vehicle to East Los Angeles Community College for the field competition. This request covers the closure of Baldwin Avenue from Huntington Drive to Duarte Road and Duarte Road from Baldwin Avenue to El Monte Avenue. The closure will be from 8:00 a.m. to approximately 1:00 p.m. Closure of Campus Drive from Santa Anita Avenue to Park Avenue is also required from 6:00 a.m. until 4:00 p.m. Additionally, traffic will be disrupted intermittently on Huntington Drive between Baldwin Avenue and Gate 1 for bands to exit the staging area. Street Closures for Festival of Bands Parade November 03, 2015 Page 2 of 2 The Arcadia High School Music Club will notify the businesses as well as the affected residential area by hand-delivering flyers to all who are impacted by this event. The appropriate insurance binders have been issued to properly protect the City. Arrangements will be made for the temporary posting of no parking signs on the parade route and other areas near the parade. Posting will occur several days before the event. Police Department personnel provide parade route security for the event and Public Works Services supplies barricades and assistance in preparation for street closure and traffic diversion. These costs have been included in adopted budgets for the Departments. FISCAL IMPACT Funds for overtime expenses in the amount of $11,824 have been allocated in the Police Department’s FY2015-16 operating budget. RECOMMENDATION It is recommended the City Council approve the closure of specific City streets for the 62nd Annual Festival of Bands Parade on Saturday, November 21, 2015.
