PURCHASE OF IBM i2 COPLINK DATA SOURCE INTEGRATION
SERVICES FROM IBM FOR THE POLICE DEPARTMENT IN THE
AMOUNT OF $39,535
Recommendation: Approve
SUMMARY
It is recommended that the City Council approve the purchase of IBM i2 COPLINK Data
Source Integration Services in the amount of $39,535 from IBM Analytical Solutions
Group, Safer Planet Services (SP Services) (“IBM”). IBM is a sole source provider of
these integration services; therefore, the Police Department (“Department”)
recommends that the City Council also waive the formal bid process. Funds for this
purchase have been budgeted in the Fiscal Year 2015-16 Equipment Replacement
Fund. This purchase is part of a $277,075 comprehensive upgrade to the Police
Department’s Computer Aided Dispatch/Records Management System, PS.Net Public
Safety Suite.
BACKGROUND
The Police Department’s current Computer Aided Dispatch/Records Management
System (“CAD/RMS”) is undergoing an upgrade, which will be installed in the PS.Net
Public Safety Suite system by Executive Information Services, Inc. (“EIS”). The upgrade
project entails multiple software and equipment upgrades, as well as the merging of
data between the Department’s Records Management System (“RMS”) and other law
enforcement operating systems. In order to complete the upgrade, integration services
from IBM are needed to extract information from the PS.Net system, and migrate and
integrate that data into the Department’s current COPLINK database.
The Police Department received approval to move forward with the upgrade and related
purchases, in the amount of $277,075, at the August 4, 2015, City Council meeting.

DISCUSSION
IBM i2 COPLINK is police software with capabilities to consolidate data from many
sources, aid collaboration, and help generate tactical leads. It enables law enforcement
professionals to generate photo lineups, save their search history, and organize
investigations to generate reports more easily. i2 COPLINK is modular police software
that can be tailored with additional crime-fighting tools to address users’ specific needs
for improved crime-solving capabilities.
The integration services from IBM include data analysis, mapping and conversion, data
verification and review, intermediate machine configuration and testing, data migration,
data refreshing verification, and project management.
The City’s purchasing guidelines state that all contracts over $30,000 shall be awarded
by City Council approval and require a formal bid process. The COPLINK integration
services can only be provided by IBM as the company is the sole provider of the
COPLINK program used by the Police Department; therefore, a traditional bid process
is not possible and it will be necessary to waive the formal bid process for these
services.
The purchase of $39,535 is a part of the total approved project cost of $277,075. It is
recommended that the IBM i2 COPLINK Data Source Integration Services be acquired
through IBM in the amount of $39,535.
FISCAL IMPACT
Funds for data source integrations services have been allocated in the Fiscal Year
2015-16 Equipment Replacement Fund.
RECOMMENDATION
It is recommended that the City Council waive the formal bid process, and approve the
purchase of IBM i2 COPLINK Data Source Integration Services from IBM Analytical
Solutions Group, Safer Planet Services (“SP Services”) for the Police Department from
the Equipment Replacement Fund in the amount of $39,535.
