CALL TO ORDER – Chairman Chiao called the Study Session to order at 6:40 p.m. in the
Arcadia City Council Chambers Conference Room
PRESENT: Commissioners Lin, Thompson and Chiao
ABSENT: Commissioners Chan and Lewis
STUDY SESSION
1. Presentation on the proposed Arcadia Logistics Center at 12321 Lower Azusa
Road.
Mr. Kasama introduced the applicant, Mr. John Edwards and his staff, who
presented information on the proposed Arcadia Logistics Center and answered
questions.

MOTION
It was moved by Commissioner Lin, seconded by Commissioner Thompson to excuse
Commissioners Chan and Lewis from the meeting. Without objection the motion was
approved
PUBLIC HEARINGS
1. Resolution No. 1949 – Approving Conditional Use Permit No. CUP 15-09 with a
Categorical Exemption under the California Environmental Quality Act for a new
microbrewery with a tasting room and live entertainment within an existing
industrial building at 150 E. St. Joseph Street.
Applicant: Mr. Mike Reiling, Owner of Mt. Lowe Brewing Company

Recommendation: Adopt Resolution No. 1949
Mr. Kasama introduced the item and turned it over to Planning Services Manager, Lisa
Flores, who presented the staff report.
Chairman Chiao opened the public hearing and asked if the applicant would like to
speak. Mr. Mike Reiling and his business partner responded.
Vice Chairman Lin asked if anyone would like to speak in favor of this item. Mr. Ben
Reiling responded.
Vice Chairman Lin asked if anyone would like to speak in opposition to this item. There
were none.
MOTION
It was moved by Commissioner Lin, seconded by Commissioner Thompson, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Lin, seconded by Chairman Chiao, to adopt Resolution
No. 1949, approving Conditional Use Permit No. CUP 15-09 with a Categorical
Exemption under the California Environmental Quality Act and the amended Condition of
Approval No. 4 for a new microbrewery with a tasting room and live entertainment within
an existing industrial building at 150 St. Joseph Street

There is a five working-day appeal period after the adoption of the Resolution. Appeals
are to be filed by 5:30 p.m. Wednesday, November 4, 2015.

3. Acknowledgement of the selection of Commissioner Lewis to the Planning
Committee for Residential Development Standards
Mr. Kruckeberg explained the purpose of the Planning Committee for Residential
Development Standards (originally named the Neighborhood Impact Committee)
and Commissioner Lewis’ proposed involvement. The Commissioners
expressed support for her selection.
MATTERS FROM COUNCIL LIAISON
Mayor Kovacic reported that Mr. Mickey Segal was appointed to the Council seat vacated by
Mr. John Wuo at their last meeting. He said the Council voted to reinstitute the Residential part
of the Zoning Code Update and the Highlands portion of the Historical Survey at the same
meeting and allocated additional funds to the projects necessitated by the delay and increase in
scope of work. It is hoped that the work will be completed in time for the Planning Commission
and City Council review and approval before the April election.
Mayor Kovacic mentioned that there may be two additional issues on the April ballot. One that
will be on the ballot is the elimination of the Utility Users Tax which would have a significant
impact on the City. The other, which still needs signatures to qualify to be on the ballot is a
measure that would impose a specific FAR (Floor Area Ratio) on residential property. The City
Council hopes that the Zoning Code Update will provide a better solution since changes to the
Zoning Code could then be done through City Council approval.
Mayor Kovacic said that there are going to be some important land use issues in the next few
months. He especially would like to see improvement along commercial corridors like Baldwin
Avenue from Duarte Road south to Camino Rea Avenuel. However, this is more challenging
due to the elimination of redevelopment.
Mayor Kovacic said that the Street Faire is reorganizing and will restart on November 7,
recurring weekly on Saturday nights from 5:00 to 9:00 pm.
Mayor Kovacic explained that he felt the Citizen’s Advisory Committee should be made up of a
wide spectrum of residents, free of influence, to participate in discussions and make
recommendations to the CityCouncil. He noted that they are not a decision making body but
should be able to make helpful, informed suggestions.
Mayor Kovacic said that the next Council meeting will include a discussion on the possibility of a
moratorium on residential demolition, at least until the completion of the Zoning Code Update.
MATTERS FROM PLANNING COMMISSIONERS
Commissioner Lin complimented Staff on the Special Edition of the Arcadia Community
Newsletter on Residential Development that was recently mailed to all residents. He said it
clearly explained some complicated land use issues and that he was sure it will prove helpful to
the residents.

MATTERS FROM MODIFICATION COMMITTEE
Commissioner Thompson reported that a Healthy Oak Tree Removal Permit and an Oak Tree
Encroachment Permit for the same address were approved by the Modification Committee by a
2-1 vote.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama said that the November 10 agenda will include a Conditional Use Permit for a
nursery school at 325 W. Live Oak Ave., two appeals on Single-Family Architectural Design
Review denials, one on Claridge and another at Pamela, and a mixed-use development
proposal at 56 E. Duarte Rd. There will be at least one item for the Modification Committee as
well.

Chairman Chiao adjourned this meeting at 8:06 p.m. to Tuesday, November 10, 2015, at 7:00
p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
