HomeMy WebLinkAboutItem 3 - 11-10-15 PC Minutes 11-10-15 Arcadia Planning Commission Regular Meeting Minutes Tuesday, November 10, 2015 CALL TO ORDER – Vice Chairman Lin called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Chan, Lewis, Thompson and Lin ABSENT: Chairman Chiao MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis to excuse Commissioner Chiao from the meeting. Without objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Mr. Kasama noted that one item relating to Item 2 and three items relating to Item 4 were distributed to the Commissioners. PUBLIC COMMENTS None PUBLIC HEARINGS 1. Resolution No. 1951 - Approving Conditional Use Permit No. CUP 15-06, for a pre-school and day care center for up to 120 children (ages 2-6) and 11 staff with a outdoor play area adjacent to the north side of the existing 6,029 square-foot building at 325 E. Live Oak Avenue. The proposed business hours will be from 7:30 a.m. to 6:30 p.m., Monday through Friday. Applicant: Nelson Leung, Academicise Pre-School Recommendation: Adopt Resolution No. 1951 Mr. Kasama introduced the item and turned it over to Contract Planner Jeff Hamilton, who presented the staff report. Vice Chairman Lin opened the public hearing and asked if the applicant would like to speak. Mr. Nelson Leung, the applicant, responded. Vice Chairman Lin asked if anyone would like to speak in favor of this item. Ms. Vicky Williams, one of the owner/partners of the building, responded. 11-10-15 Vice Chairman Lin asked if anyone would like to speak in opposition to this item. Mr. Jeff Netney, a neighbor, spoke about a parking problem on the street. The parking situation was referred to Mr. Kasama for follow up. MOTION It was moved by Commissioner Chan, seconded by Commissioner Thompson, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis, to adopt Resolution No. 1951, approving Conditional Use Permit No. CUP 15-06 with the added condition that additional outdoor lighting will be installed, and with a Categorical Exemption under the California Environmental Quality Act (CEQA). Appeals are to be filed by 5:30 p.m. on Thursday, November 19, 2015. 2. Appeal of City Staff’s denial of Single-Family Architectural Design Review No. SFADR 14-89 for a proposed Tuscan-style, 3,939 square-foot, two-story residence with a 2,557 square-foot basement (combined living area of 6,496 square-feet), an attached 433 square-foot two-car garage, and an attached 245 square-foot, one-car garage at 1734 Claridge Street. Applicant/Appellant: Sidney Chang Recommendation: Deny appeal Mr. Kasama introduced the item and turned it over to Management Analyst Tim Schwehr, who presented the staff report. Vice Chairman Lin opened the public hearing and asked if the applicant would like to speak. Mr. Samuel Kuo, an employee of the architect, Mr. Sidney Chang, responded. Mr. Michael Tan, the owner, also responded. Vice Chairman Lin asked if anyone would like to speak in favor of this item. There were none. Vice Chairman Lin asked if anyone would like to speak in opposition to this item. Pamela Road. Applicant/Appellant: Bob Cheou, Property Owner Recommendation: Deny appeal Mr. Kasama introduced the item and turned it over to Assistant Planner Jordan Chamberlin, who presented the staff report. Vice Chairman Lin opened the public hearing and asked if the applicant would like to speak. Mr. Kenny Tang, Attorney, represented the applicant. Vice Chairman Lin asked if anyone would like to speak in favor of this item. Without objection, the motion was approved. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis, to continue the appeal of Single-Family Architectural Design Review No. SFADR 15-12 to 11-24-15. Resolution No. 1950 – Recommending to the City Council approval of General Plan Amendment No. GPA 15-01, Zone Change No. ZC 15-01, Architectural Design Review No. ADR 14-23, Conditional Use Permit No. CUP 15-02, Tentative Tract Map No. TTM 73453 and Mitigated Negative Declaration for the demolition of the existing fitness center, and construction of a new, three-story, 85,560 square-foot, mixed-use residential-commercial building with 37 residential condominium units and 250 on-site parking spaces. The proposed building is to consist of 19,360 square-feet of ground floor retail/restaurant space, and 64,700 square-feet of residential space on the second and third floors. The proposed project requires City Council approval of a General Plan Amendment and Zone Change from the current Commercial designations to Mixed-Use, Architectural Design Review approval, a Conditional Use Permit to allow a mixed-use development, and a Tentative Tract Map to subdivide the residential units to condominiums. Applicant: Pacific Plaza Arcadia, LLC Recommendation: Recommend approval of the project to the City Council 11-10-15 Mr. Kasama introduced the item and turned it over to Management Analyst Tim Schwehr, who presented the staff report. Without objection, the motion was approved. MOTION It was moved by Commissioner Chan, seconded by Commissioner Thompson, to recommend approval of General Plan Amendment No. GPA 15-01; Zone Change No. ZC 15-01; Architectural Design Review No. ADR 14-23; Conditional Use Permit No. CUP 15-02; and Tentative Tract Map No. TTM 73453 to the City Council with additional comments on Mitigated Negative Declaration.. ROLL CALL* AYES: Commissioners Chan, Lewis, Thompson and Lin NOES: None ABSENT: Chairman Chiao *Resolution 1950 adopted, 4-0, and all applications approved, 4-0, except Architectural Design Review application which was approved, 3-1, with Vice Chairman Lin objecting. 11-10-15 CONSENT CALENDAR 5. Minutes of the October 27, 2015, Regular Meeting of the Planning Commission MOTION It was moved by Commissioner Thompson, seconded by Commissioner Lin, to continue the minutes to November 24, for lack of quorum. Without objection the motion was approved. MATTERS FROM COUNCIL LIAISON Mayor Kovacic was not present. MATTERS FROM PLANNING COMMISSIONERS Nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Lewis reported that there were two items on the Modification Committee agenda; the first item was approved and the second item was denied. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama said the next agenda will include the Design Review that was continued tonight, and two items on the Modification Committee agenda. The December 8 agenda will include the Arcadia Logistics Center, a Conditional Use Permit for a cell tower and another for a Starbucks, and Modifications for a house on S. Second Avenue and another on S. Third Avenue. ADJOURNMENT Vice Chairman Lin adjourned this meeting at 11:58 p.m. to Tuesday, November 24, 2015, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
