RESOLUTION NO. 7099 ESTABLISHING WAGE ADJUSTMENTS FOR
UNREPRESENTED, NON-BENEFITED, PART-TIME EMPLOYEES IN
ACCORDANCE WITH CALIFORNIA'S MINIMUM WAGE INCREASE
EFFECTIVE JANUARY 1, 2016.

SUMMARY
In September 2013, California passed Assembly Bill 10 (AB 10), raising the minimum
wage to $10 per hour effective January 1, 2016. To comply with Assembly Bill 10, it is
recommended that the City Council adopt Resolution No. 7099 establishing wage
adjustments for unrepresented, non-benefited, part-time employees effective January 1,
2016.
BACKGROUND
On September 25, 2013, California Governor Jerry Brown signed into law AB 10 which
increased California’s minimum wage to $9 per hour on July 1, 2014, and $10 per hour
on January 1, 2016.
On June 17, 2014, the City Council adopted Resolution No. 7017establishing wage
adjustments for Unrepresented, Non-benefited, part-time employees in accordance with
the minimum wage increase effective July 1, 2014. The part-time wageschedules were
adjusted to apply the minimum wage increase of $9 per hour to seven entry-level
positions that would be below the minimum wage.
Additionally, due to the effect of this adjustment to the overall wage schedules, further
amendments in the range of 1.1% to 2.0% were approved to 12 other part-time
positions to ensure that the part-time wage schedule maintained its wage differential
between related classifications of a particular field.

DISCUSSION
To further comply with AB 10, it is recommended that additional adjustments be made
to five entry-level positions that would be below the minimum wage of $10 per hour
effective January 1, 2016. These adjustments would set the range number for these five
positions above the minimum wage and would ensure they maintain their pay
differential as benchmarked in the current wage schedule.
The proposed range numbers are listed below:

Additionally, to ensure the adjustments do not impact the wage differential between the
higher level classifications within their particular field, further amendments in the range
of 2.5% to 5.0% are being recommended to the positions of Activity Leader II, Lifeguard/
Swim Instructor, and Swim Instructor.

The Unrepresented, Non-benefited, part-time wage schedules being proposed are
attached as Exhibit “A” and Exhibit “B”. Exhibit “A” illustrates part-time positions with
Non-CalPERS Retirement and Exhibit “B” for part-time positions that have been
enrolled in CalPERS due to mandatory guidelines based on hours worked or having
been vested in CalPERS from prior employment. Exhibit “A” reflects the same wage
adjustments made to Exhibit “B”; however, Exhibit “B” includes a 7% increase that is
currently in place to offset the employee pension contributions as a result of past labor
negotiations and as adopted in Resolution No. 6795.

FISCAL IMPACT
The recommended adjustments are projected to increase the City’s Operating Budget
by approximately $50,000 on an annual basis with the net effect of $25,000 for the
remainder of Fiscal Year 2015-16. The anticipated increase is a conservative projection
as it is based on actual hours worked during the peak summer season of the various
effected part-time employees. At this time, no additional budget appropriation is
requested as the projected increase can be absorbed in the Fiscal Year 2015-16
General Fund Operating Budget.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 7099, establishing wage
adjustments for Unrepresented, Non-benefited, part-time employeesin accordance with
California’s minimum wage increase effective January 1, 2016.
