There is major concerned about these issues:
1.) This project is OVERSIZED FOR THE AREA!!
At the Planning Commission Hearing, Nov. 10, 2015, it was stated that there is a
need for the project to fit into the design and culture of the area. This is a THREE
STORY building on a street of MOSTLY ONE STORY businesses. On the west side is a
car repair shop and on the east side a filling station. On the south is a church and our
two story condominium complex.
There are to be 37 CONDOMINIUM units and 250 parking spaces added to that
corner!!! This is in comparison to our 10 unit complex to the south and 100 existing
parking places of the present Fitness Center!! This is a MAJOR ADDITION "of people
and activity" to the southwest corner of Duarte Rd and First Ave.!!
2.) TRAFFIC!
There is also concern regarding added traffic down the alley on the south side of
the project. This alley is our ONLY ACCESS to our garage/units. From a practical
consideration, with the added traffic from this project's new condos and businesses and
elimination of wider driving space, we will have traffic issues...such as stopping traffic as
we "wait" for our electric gate to open.There will be MORE TRAFFIC with additional 37
CONDOS and THE BUSINESSES being added!!!!!
THIS IS A SAFETY ISSUE!!!!
3. CLOSE TO SCHOOLS
Also, this Project is close to ARCADIA HIGH SCHOOL , DANA MIDDLE SCHOOL,
AND FIRST AVENUE MIDDLE SCHOOL.

1. The Conditional Use Permit for this project allows the following uses: a grocery
store with sale of alcoholic beverages; department stores and other general retail
uses; and up to 9,540 square-feet of restaurant/bakery space with alcoholic
beverage service. Minor deviations from these approved uses shall be subject
to the review and approval of the Development Services Director, or designee.
Any deviations deemed by the Development Services Director, or designee, to
be more than minor in type or scope shall be subject to approval of a separate
Conditional Use Permit.

Dear Arcadia City Council Members,
The homeowners of the Vila Christina have been enjoying living in the City of Arcadia for
many years, some of us for decades. Over this period of time we have been proud to
belong to a community that strives to grow and to offer better opportunities for its
population. The development model adopted by Arcadia has been historically based on a
balanced decision making process where the benefits of development, quality of life and
safety are taken in consideration. The result is a city where people like to be in and where
the business opportunities contentiously grow.
Regarding the proposed construction of the Pacific Plaza Acadia we strong believe that
those successful governing principles would be violated if the project is approved.
The project demonstrates a radical focus on maximizing the value of the land by building a
huge structure with an unprecedented density of houses and business (considering the
relatively modest area of the land) for the Arcadia area.
Constructing such a huge "block" structure will certainly cause permanent damage to
Arcadia.

CONDOS and THE BUSINESSES being added. It's important to point out that the alley has
no sidewalks, so leaving any building into the alley will expose cars and pedestrians to
serious risk of accident, since gates will take them directly into the path of moving vehicles —
heavier traffic will exponentially increase the risks of accidents.
Also, this Project is close to ARCADIA HIGH SCHOOL, DANA MIDDLE SCHOOL,
AND FIRST AVENUE MIDDLE SCHOOL
We also have serious concerns about the damage that would be caused by such an
unusual "dense" building during its construction phase:
• Access to construction would be critical due to amount of material and equipment to
build such a monstrous building in a such small land — heavy traffic in the Duarte
road and First street, a narrow alley on the back.
• This is the concentration area of schools for which Arcadia is famous for— heavy
traffic bringing children in and out of schools and children WALKING to the schools
in streets that are currently safe. Heavy construction traffic will endanger this school
friendly environment.
• Such a large construction will generate significant levels of noise (even if individual
equipment meets exhaust noise regulations) and worse, the level of dust / pollution
will be elevated. There are children, elderly people, and people with serious
respiratory diseases leaving very close to the construction area that should be active
for years considering its unusual proportions for the area.
We thank you in advance for carefully considering the unrepairable consequences this
project would likely cause to the Arcadia community.
