HomeMy WebLinkAboutItem 6 - 12-8-15 PC Minutes 12-8-15 Arcadia Planning Commission Study Session For the proposed Arcadia Logistics Center – 6:00 PM Location: Arcadia City Council Chambers Conference Room And Regular Meeting – 7:00 PM Location: Arcadia City Council Chambers December 8, 2015 Study Session City Council Chambers Conference Room 6:00 PM CALL TO ORDER – Chairman Chiao called the meeting to order at 6:00 p.m. in the Arcadia City Council Chambers Conference Room PRESENT: Commissioners Lewis, Thompson and Chiao ABSENT: Commissioners Chan and Lin MOTION It was moved by Commissioner Lewis, seconded by Commissioner Thompson to excuse Commissioners Chan and Lin from the meeting. Without objection the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS The Commissioners were given a printout of an email responding to questions from Commissioner Thompson. PUBLIC COMMENTS None STUDY SESSION 1. Presentation on the proposed Arcadia Logistics Center at 12321 Lower Azusa Road. Mr. Kasama introduced the applicant, Mr. John Edwards and his staff, who presented information on the proposed Arcadia Logistics Center and answered questions. Tony Spinrad, project manager and business partner & Tracy Zin, Environmental Consultant were also in attendance. Commissioner Chan joined the meeting at 6:40 pm. RECONVENE PLANNING COMMISSION MEETING Regular Meeting City Council Chambers, 7:00 PM CALL TO ORDER PLEDGE OF ALLEGIANCE 12-8-15 ROLL CALL PRESENT: Commissioners Chan, Lewis, Thompson and Chiao ABSENT: Commissioner Lin MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis, to excuse Commissioner Lin from the meeting. Without objection the motion was approved SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS The Commissioners were given a memo clarifying the parking situation for Item 4. PUBLIC COMMENTS None PUBLIC HEARINGS 2. Resolution No. 1952 – Approving Conditional Use Permit No. CUP 15-03, Architectural Design Review No. ADR 15-06, and Wireless Regulation Waiver No. W 15-01 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new wireless communication facility with a 53-foot tall monopole antenna structure camouflaged as a eucalyptus tree and a 200 square-foot, 8-foot tall equipment enclosure at an R-1 zoned property at 1881 S. First Avenue, The Church of the Transfiguration. Applicant: Verizon Wireless Recommendation: Continue item to January 12, 2016. Mr. Kasama introduced the item and explained that a continuance was recommended. Without objection, this item was continued to January 12, 2016. 3. Modification No. MP 14-15, Oak Tree Encroachment Permit No. TRE 15-26 and Single-Family Architectural Design Review No. SFADR 14-85 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new single-family residence at 1407 S. Second Avenue. Applicant: Danny Cheng, Designer Recommendation: Conditional approval Mr. Kasama introduced the item and turned it over to Assistant Planner Jordan Chamberlin, who presented the staff report. Chairman Chiao opened the public hearing and asked if the applicant would like to speak. Mr. Danny Chen, designer, and his partner Juan Reyes, offered to answer questions. 12-8-15 Chairman Chiao asked if anyone would like to speak in favor of this item. There were none. Chairman Chiao asked if anyone would like to speak in opposition to this item. Mr. Frank Kim and Ms. Tina Kim responded. Chairman Chiao placed the public hearing on second call status to allow Mr. and Mrs. Kim time to confer with staff. Staff provided further explanation of the item and Mr. and Mrs. Kim withdrew their opposition. MOTION It was moved by Commissioner Lewis, seconded by Commissioner Chan, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Chan, seconded by Commissioner Thompson, to conditionally approve Modification No. MP 14-15, Oak Tree Encroachment Permit No. TRE 15-26 and Single-Family Architectural Design Review No. SFADR 14-85 with a Categorical Exemption under the California Environmental Quality Act (CEQA) for a new single-family residence at 1407 S. Second Avenue. Appeals are to be filed by 5:30 p.m. on Wednesday, December 16, 2015. 4. Resolution No. 1953 – Denying Conditional Use Permit Application No. 15-05 and a Categorical Exemption under the California Environmental Quality Act (CEQA) for a tutoring center for up to 15 students (ages 4-14) at 1012 S. Baldwin Avenue. Applicant: Michelle Segovia, Business Owner Recommendation: Denial and adoption of Resolution No. 1953 Mr. Kasama introduced the item and turned it over to Assistant Planner, Nick Baldwin, who presented the staff report. Chairman Chiao opened the public hearing and asked if the applicant would like to speak. Ms. Michelle Segovia, business owner, and Ms. Jinda Korprapun, property owner, responded. Baldwin Avenue. Third Avenue. Applicant: Sanyao International, Inc. Recommendation: Conditional approval and adoption of Resolution No. 1954 Mr. Kasama introduced the item and turned it over to Nick Baldwin, Assistant Planner, who presented the staff report. Chairman Chiao opened the public hearing and asked if the applicant would like to speak. Mr. Todd Bowden, the developer, responded. Chairman Chiao asked if anyone would like to speak in favor of this item. There were none. Chairman Chiao asked if anyone would like to speak in opposition to this item. Resolution No. 1955 – To recommend that the City Council adopt an Ordinance to amend Sections 9220.45.1.3 and 9213 of the Arcadia Municipal Code to prohibit cannabis dispensaries, cannabis manufacturers, cultivation, and delivery of cannabis in the City. Applicant: City of Arcadia Recommendation: Recommend approval to the City Council and Adopt Resolution No. 1955 Mr. Kasama presented the staff report. Chairman Chiao asked if anyone would like to speak in favor of this item. There were none. Chairman Chiao asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Chan, seconded by Commissioner Lewis, to close the public hearing. Without objection, the motion was approved. Minutes of the October 27, 2015, Study Session and Regular Meeting of the Planning Commission. This item was carried over from the November 24, 2015, meeting. Recommendation: Approve Mr. Kasama noted that only two of the Commissioners who attended the October 27, 2015, meeting were present so without objection, this item was continued to the January 12, 2016, meeting. 8. Minutes of the November 24, 2015, Regular Meeting of the Planning Commission. Recommendation: Approve MOTION It was moved by Commissioner Thompson, seconded by Commissioner Chiao, to approve the minutes of the November 24, 2015, meeting as presented. ROLL CALL AYES: Commissioners Chan, Lewis, Thompson and Chiao NOES: None ABSENT: Commissioners Lin MATTERS FROM COUNCIL LIAISON Mayor Kovacic gave a brief update on the Zoning Code Update Committee. He also said the Gold Line bridge across Santa Anita Avenue has been officially dedicated and noted that although the crossing did not qualify under Metro regulations for a bridge, the city voted for a bond to support the construction of a bridge separating train traffic from street traffic. He said this is definitely an asset for the city. The Mayor noted that the City holiday tree lighting was held at the Gold Line Plaza the previous Saturday and another tree was dedicated for Arbor Day to maintain Arcadia’s Tree City status. He announced that on the following day he would attend a meeting of the San Gabriel Council of Governments and, on behalf of the City, accept an award for a street light retrofit project that saves significant kilowatt hours annually. Chairman Chiao asked Mayor Kovacic about the status of Councilman Segal’s suggestion of a moratorium on demolition. Mayor Kovacic explained that State law requires a four vote majority for a moratorium so the suggestion died for lack of a fourth vote. He mentioned that the ballot measure for rescinding the Utility Users Tax collected the required number of signatures, but 12-8-15 that all the Councilmembers are against it. Mayor Kovacic said that the Save Arcadia measure imposing a certain Floor Area Ratio requirement needed 3000 signatures to make the April ballot but fell short of this requirement. He said that the group will continue to gather signatures for a future ballot but he hoped that the Zoning Code Update would address these issues to the satisfaction of the Save Arcadia group and a vote would not be necessary. Chairman Chiao asked when the Zoning Code Update will be complete and Mr. Kruckeberg explained that the goal is to complete the residential part in March and to finalize the other parts around the beginning of May. Commissioner Thompson asked who would be the contact for Commissioners to make recommendations on the Zoning Code Update. Mr. Kruckeberg said that the Commission can add it to their agenda any time or a Special Meeting may be scheduled. MATTERS FROM PLANNING COMMISSIONERS Commissioner Thompson reported that he recently gave a lecture at CalPoly Pomona for the Masters program on Architecture. MATTERS FROM MODIFICATION COMMITTEE Commissioner Lewis reported one item approved by the Modification Committee for changes to an entrance to create improved feng shui. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama said that the December 22 meeting is canceled and that the January 12 meeting will include the Arcadia Logistics Center and a proposed Starbucks coffee shop. ADJOURNMENT Chairman Chiao adjourned this meeting at 9:15 p.m. to Tuesday, January 12, 2016, at 7:00 p.m. in the City Council Chambers Conference Room located at 240 W. Huntington Drive, Arcadia.
