HomeMy WebLinkAbout12/01/2015 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, DECEMBER 1, 2015 CALL TO ORDER — Mayor Kovacic called the regular meeting to order at 7:00 p.m. INVOCATION — Reverend Thomas Shriver, Emmanuel Assembly of God PLEDGE OF ALLEGIANCE —Tina Yueh, Arcadia High School Tennis Team ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Member Chandler, Beck, Segal, Tay and Kovacic ABSENT: None SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto advised that Resolution No. 7104 was revised to change the name to "Youth Advisory Council" and will be discussed under City Manager Item 2.a. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Tay, seconded by Mayor Pro Tem Chandler, to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Administer the Oath of Office to newly appointed Board and Commission Members. b. Presentation of Mayor's Certificate of Commendation to the Arcadia High School Girls Tennis Team for winning the CIF Southern Section Division 2 Championship. c. Presentation by the Los Angeles County Department of Public Works on El Nino planning and preparedness. City Manager Lazzaretto reminded residents that they can sign up on the City's website to "Alert Arcadia" and "Nixle" for up-to-date information in the event of an emergency. PUBLIC COMMENTS Lawrence C. Papp, an Arcadia resident, appeared and cited words of Patrick Henry, Abraham Lincoln, George Washington, and John Quincy Adams. Reggie Ursettie, an Arcadia resident, appeared and pled with Arcadia residents not to vote for the Utility Users Tax repeal which will appear on the April 2016 ballot; she spoke about the impacts to City services and the residents if the Utility Users Tax repeal was passed; she complimented the Arcadia Police Department when her personal vehicle was recently burglarized; and again urged the voters to vote no on the Utility Users Tax repeal. View full version of this City Council Meeting Gail Marshall, former Mayor and Arcadia resident, appeared and presented additional information to the City Council on the Dial-a-Ride system that she was not able to present at the last meeting; she stated that Dial-a-Ride was originally intended for seniors and the disabled, but is being used for student transportation to school; and provided some suggestions and urged the City Council to resolve the matter. At the request of Mayor Kovacic, City Manager Lazzaretto provided a status on the dial-a-ride service change; he explained that the City is currently working on a dedicated dial-a-ride just for seniors and the disabled, and separately a new fixed route service throughout the City for the general public. Travis Chen, an Arcadia resident, appeared and invited the City Council to attend his Eagle Scout Court of Honor ceremony; and indicated that he represents the youth of Arcadia and thanked the City Council for creating a youth advisory council. April Verlato, an Arcadia resident and President of the Arcadia Improvement Association, appeared and invited everyone to attend the downtown street fair on Saturday evening. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense(AB 12341) Council Member Tay noted that regarding Consent Calendar Item 2.c, the City will be paying for the returned ballots, and encouraged residents to vote on Election Day. Council Member Beck commented on the Santa Anita bridge dedication ceremony and the artwork; and announced that free sandbags will be given out to Arcadia residents on Saturday at Fire Station 107. Mayor Pro Tern Chandler advised that Mr. Vince Foley sold his home in Arcadia, and wanted to thank the City and City Council for the award presented to him at the last meeting. Council Member Segal requested the support of two Council Members regarding a competing measure regarding the FAR measure currently being circulated in the City. The City Council concurred. City Manager Lazzaretto announced the Snow Festival at the Community Center, and the tree lighting and dedication ceremony at the Transit Plaza on Saturday. City Clerk Glasco announced the senior holiday luncheon on December 4, at the Community Center. Mayor Kovacic commented on the Santa Anita bridge dedication ceremony that took place earlier which he indicated was paid for by the residents of Arcadia with Measure A funds; he announced the Snow Festival on Saturday; free sandbags to Arcadia residents at Fire Station 107; the tree lighting and dedication ceremony at the Transit Plaza; and the downtown street fair on Saturday evening; and regarding Consent Calendar Item 1.d, he stated that this item is on the agenda because Linda Garcia, in the City Manager's office, is retiring after 25 years of service to the City, he thanked her for her years of service and dedication to the City, and wished her well. 1. CONSENT CALENDAR a. Special and Regular Meeting Minutes of November 3, 2015. 2 12/01/2015 Recommended Action: Approve b. Contract with J & S Striping Company, Inc. for street striping and pavement marking services in the amount of$79,800.50. Recommended Action: Approve c. Resolutions relating to the General Municipal Election to be held on April 12, 2016. Recommended Action: Adopt d. New Classification specification for Assistant to the City Manager position. Recommended Action: Approve It was moved by Council Member Segal, seconded by Council Member Tay, and carried on roll call vote to approve Consent Calendar Items 1.a through 1.d. AYES: Council Member Segal, Tay, Beck, Chandler, and Kovacic NOES: None 2. CITY MANAGER a. Resolution No. 7104 re-establishing a Youth Commission. Recommended Action: Adopt Director of Recreation and Community Services Somogyi provided the staff report. City Manager Lazzaretto noted that City Attorney Deitsch identified the criteria for establishing a commission as referenced in the City Charter, and recommended that Resolution No. 7104 be amended to change the name of the Youth Commission to Youth Advisory Council. It was moved by Council Member Segal, seconded by Council Member Tay, and carried on roll call vote to adopt Resolution No. 7104 establishing a Youth Advisory Council, as amended.
