SUBJECT: Arborist Report for 1400 Ranch Rd., Arcadia
BACKGROUND: The applicant is proposing the demolition of an existing home
and construction of a new single family dwelling on the site. There are a number
of protected oak trees on the property, requiring an oak tree report before being
granted permission to build.
ASSIGNMENT: We agreed to do the following work to meet those needs:
1. Make a site visit, locate, identify, and tag all protected oak trees on the
property.
2. Assess the protected oak trees size and condition, including taking
photographs of the trees
3. Appraise the dollar value of the oak trees.
4. Create a report that demonstrates the condition. value, and recommendations
of how to proceed with this project with minimum damage to the oak resource on
the site. Make recommendations for appropriate protection measures to protect
the oaks in place as possible. or to mitigate for any oaks that may be removed.
5. Create a tree report with an 8 1/2 by 11" plan sheet showing the trees' location
relevant to the project, photos of the trees, and all required data about the trees,
including appraised value and our recommendations for appropriate protection
and/or mitigation.
OBSERVATIONS:
Site description: The site is a large residential property on Ranch Rd. The
existing house is currently occupied and is surrounded on all sides by other

developed lots with single family homes. The lot is essentially level and is fully
landscaped and irrigated.
Project description: The project will include the construction of an 8890 sq. ft.
two-story single family dwelling with two 2-car garages, covered patios, a large
paved driveway, and significant re-landscaping.
Tree description: There are 17 protected oaks on the site, including six Quercus
engelmannii and eleven Q. agrifolia. These trees are all identified on the attached
Oak Tree Location and Canopy Map, and they are tagged in the field with
aluminum numbered tags. The existing landscape is overwatered and some of
these trees may be suffering from root disease, and in general they are in poor to
good condition. Descriptive information, including their appraised value, can be
seen on the attached -Field Data Sheet" Photos of all trees are also attached
Two trees, numbered 16 and 17. have been judged to be unsafe and a request
has been submitted for their removal prior to the project beginning. We will not
discuss these tree further (please see attached request for removal).
Tree safety:
We have not specifically evaluated trees on this property for safety. Without a
thorough and focused -hazard evaluation." it is difficult to estimate the likelihood
that a tree may fail and cause damage to life or property Even with such an
evaluation, there are no guarantees that a tree will not fail unexpectedly. Trees
are dynamic living organisms subject to many influencing factors. All trees are
potentially hazardous, regardless of their apparent health and vigor. It is
impossible to be certain that a tree is absolutely safe.
IMPACTS: The demolition and construction will involve a lot of activity in the near
vicinity of protected oak trees. The impacts are summarized on the attached
Impacts Table. In summary, there will be some tree that are barely impacted at
all, including trees 1-3 and 12-14, and several trees that will be impacted
significantly, Among the remaining trees, 4 and 15 will sustain the most
significant impacts, primarily caused by root removal for various foundation
excavations and some canopy pruning.
Other types of impacts include existing impacts (mainly overwatering and
excessive vegetation around oaks) impacts from demolition of the existing
structures (root damage, soil compaction, equipment impact to tree trunks) and
soil compaction during construction. Some pruning will be required for clearance
on tree 4. and a few other trees need canopy reduction to help balance leaning
canopies.
Overall, impacts will he mitigated as described below.

MITIGATION: As with impacts, the mitigation requirements are laid out in the
attached Mitigation Table. These are described in somewhat more detail below,
so that the contractor will have a set of specific instruction to follow during
demolition and construction. Mitigation breaks down into several categories, as
listed below. Some categories can be addressed separately while some require
considering several categories simultaneously
Pre-existing Conditions Impact Remediation- Several trees are in need of
some changes to their conditions to improve their chances of surviving.
Removal of vegetation, lawn, and irrigation surrounding trees- The
landscape plan shows improvements that will be made around several
trees, including removal of lawn and vegetation. In addition to the work
already planned, some additional work needs to be done as well. All oak
trees should have all irrigation, shrubbery, and lawn removed for a
distance of at least 8 feet from the trunks in all directions. This
includes tree 1-3, and 9-15.
Remedial and clearance pruning of oak canopies- Oak tree 4 will need
significant limbs removed to clear the building. In addition, trees 9 and 15
need significant crown reduction pruning to help alleviate imbalance in
their canopies. The Arborist will need to be notified so that we can be
on-site during this work.
Root crown excavation needed- Tree 15 appears to have a buried root
crown. The area around the trunk should be excavated using shovels only
to a depth where large roots are encountered for a distance of at least 6
feet from the trunk.
Mitigation for Demolition Impacts- Many potential impacts occur during
building demolition and this requires careful monitoring.
Fencing prior to demolition- Before any activity occurs on the construction
project. protective fencing needs to be installed. Fencing should be 5`
chain link held in place with steel stakes driven directly into the ground.
• Trees 1-3 should be fenced prior to demolition at the street side edge of
the driveway.
• Trees 4-7, 9-11, and 15 should be fenced as directed by the Arborist on
site prior to demolition. This may require discussions with contractor to
best determine how this will be done.
• Trees 8 and 12-14 will be fenced at their driplines prior to demolition.
Equipment operation during demolition- Several requirements will allow
the amount of root damage during demolition to be minimized.
• Leave any flat surface demolition until last whenever possible, including
especially driveways.

• Operate equipment from on top of surfaces being demOd whenever
possible. This includes removing driveways using equipment operating on
driveways, and demoling the house from within the house footprint to the
extent possible.
• Hand demo brick walls near trees 4-7 (or demo with back hoe set up on
street or driveway, pulling toward hoe).
Excavation for Footings, Root Loss- The excavation of footings has the most
potential to do damage to various oak trees. The arborist will be present during
these critical times.
• Arborist will be on-site during excavation within 10 feet of any oak tree.
• No oak roots shall be cut without Arborist approval.
• All footing excavations within 10 feet of any oak tree will be dug by hand,
using shovels only.
• Roots will be cut using sharp hand saws as directed by Arborist.
• All footings within 10 feet of oaks (especially trees 4. 11 , and 15) shall
have the footing extend inward under the house rather than outward away
from the house,
• The shall be NO over-excavation beyond the edge of the house within 20
feet of any oak (especially trees 4. 11. and 15)
• Driveway corner near tree 12-14 (within 15 feet of oaks) shall be
excavated by hand using shovels only.
• No walls with continuous footings will be built within 10 feet of any oak
trunk, especially at tree 7.
Landscaping- It is critical that changes to existing landscaping described above
be made early in the project. In addition, there are some changes in new
landscaping that would be beneficial.
• All areas newly landscaped as shown in the landscape plan should be
planted with drought tolerant plants within 8 feet from the trunk of any oak.
• These areas should also be covered with mulch, and plants should be
irrigated only as needed with drip irrigation. No spray heads should be
operating within AT LEAST 8 feet of any oak.
a Landscaping around tree 9 should be redesigned so that there are no
plants within 8 feet of its trunk.
a Landscaping around tree 15 should be redesigned using only drought
tolerant plants and drip irrigation within 8 feet of its trunk.
CONCLUSIONS: Although it has been designed specifically to preserve all oak
trees, the project has the potential to do considerable damage to oak trees on the
property, several of which are already in fairly poor health. If all the guidelines
above are adhered to carefully, and the Arborist is kept in the loop at critical
times, the trees will probably be okay. It is also critically important that the
landscape changes both before and after project completion be made.

SUBJECT: Evaluation of a recently failed oak tree(Tree#14) and another nearby
oak(Tree#13)that was severely damaged during the event.
Refer to Original Protected Tree Report,dated October 2013,by Mr.
Jan Scow,RCA#382
A mature to overmature 39"coast live oak tree recently failed at the buttress area.
It is identified in the Protected Tree Report as Tree #14,and was listed as being in
poor health. A basic examination of the upended root plate shows extensive white
rot decay,which may have been a result of an Armillaria root rot infection. The area
under the tree,both on the subject and neighboring properties,is densely vegetated
and frequently irrigated,which is conducive to disease and decay pathogen infection
in mature oak trees. The tree is located on the north property line and had not been
encroached by excavation or grading from the construction. It is a complete loss
and will need to be removed.
Tree#13,a 20"coast live oak,was severely damaged in the toppling event. Most of
he lower branches were torn, including the largest scaffold limb. This scaffold limb
was torn back beyond its point of attachment on the trunk and the trunk has a very
large wound at that attachment area which encompasses more than one third of its
circumference. The rest of the remaining live crown is supported above this
defective area of the trunk. This defect has raised the hazard level to a point where
it should be removed as soon as possible. No support system would reduce the
liklihood of failure and require pruning to reduce risk would nearly eliminate the
trees aesthetic and functional value.
I have attached photos of the trees. Any conditions for mitigation shall be

PHOTOS: Tree#13 was severely impacted by Tree#14 when it fell over. A large
wound was caused on the trunk from a scaffold branch that was torn-off. This is a
major defect because the bulk of the remaining live crown is supported above the
wound,which will inevitably have a considerable amount of decay. The risk is great
enough that the this tree should be removed as well.

SUBJECT: Tree identification and certification of a non-protected specimen
The Project Manager,Mr. David Price, asked me to recommend a Tree Protection Zone
for two Protected Sycamore trees located near the front entry to the home, which is under
construction. Upon visual examination,both trees are not of the Protected Species.
The two subject trees are Platanus acerifolia, London Plane and not the Platanus
racemosa,Western Sycamore; the later which is the Protected Species. They are similar
in appearance but can rather easily be differentiated by their leaf shape. Although leaves
of both species are palmate in shape (resembling an open hand),London Plane has
shallower lobes than Western Sycamore and its leaf margins are typically more serrated.
Additionally,London Plane matures at a much smaller height and diameter and grows in
a more upright habit than Western Sycamore. London Plane is thought to be a hybrid of
Platanus occidentalis,American Sycamore, and Platanus orientalis, Oriental Plane. As
its name suggests, it is a naturalized species of Europe that has been commonly found
there for centuries.
The two subject trees are not Protected Specimens and can be removed without a permit.
If they are to be preserved they should be fenced at a radius of eight to ten feet from the
trunks, mulched with chipped bark and irrigated weekly through the summer.
I have attached photos of the trees and a leaf of a Western Sycamore for comparison.

I made a site visit yesterday,June 24th,to do a field analysis of the construction plans
for a new driveway entry that will be located on the east side of Tree #8,a 24" coast
live oak. I met with the Project Manager, Mr. David Price,who explained the design
objectives. In my professional opinion Tree #8 will tolerate any construction
impacts from the driveway as designed:
• The driveway is designed so that the closest grade cut will be seven feet from
the trunk. This is outside the root plate area,which is equal to three times
the trunk's diameter, or six feet for Tree #8.
• I shall be on-site to monitor all excavation. A combination of machine and
hand digging will be used to excavate so that encountered roots can be cut
cleanly at the edge of the driveway without unnecessary ripping or tearing
beyond the edge of the required excavation.

A garden wall will be built along the north side of the house to contain the area near
Trees #15 and #16. The grade cut had been made several months ago,which was
made within the footprint of the required five-foot overexcavated area required for
the home's foundation. Here are my recommendations for finishing the wall and
completing the area around the trees:
• The exposed roots shall be individually hand excavated back to live,un-torn
or damaged areas; and then cleanly cut at a perpendicular angle.
• The wall can be built,with an additional trench for its footing.
• No protective fencing is required during the work. The topography and
existing dense vegetation near the trees prevent any access,storage, or soil
compaction near them. The work will all be done by hand and this area of
the job site is not accessible to vehicles or heavy equipment.
• Upon completion of the wall the surrounding vegetation shall be removed. It
shall be hand-pulled or cut to the ground without any cultivating, rototilling
or major digging. This is to prevent unnecessary root disturbance on the oak
trees. The contained area within the new planter shall then be mulched with
a good quality chipped redwood bark or similar material.

This letter is meant to inform the city of the Protected Tree removals and
replacements that have occurred during the redevelopment project. It is important
to account for this because three trees that were recommended and approved for
removal from the original Tree Report were not removed; but two other trees that
weren't originally anticipated to be removed failed before and during the project.
Both trees were mitigated.
The original Tree Report recommended Trees #16 and #17, both coast live oaks, for
removal because they were unsafe. These trees were retained and in my
professional opinion do not appear to be high hazard risks. Additionally,Tree#9
was recommended by Anna Armstrong,the city's landscape and irrigation advisor,
to be removed because of it's awkward lean and perceived poor structure. This tree
has also been retained and preserved to this point.
Tree#15, a coast live oak, failed prior to the commencement of any construction
activity, including demolition. Tree#14, a coast live oak, failed in a windstorm in
January of this year. The trees were eventually replaced with a 60"box coast live
oak and two 36"box Podocarpus gracillior. The Podocarpus were used instead of
oaks to create a denser screen,which was requested by the neighbor to the north.
Podocarpus can be maintained through maturity as a dense screen plant. The
mitigation trees are substantial specimens and a fair expense was paid to install
them. In my opinion they provide sufficient mitigation for Trees #14 and #15.
