FOR LABORATORY TESTING SERVICES OF CITY WATER SAMPLES IN THE AMOUNT OF $46,149 All water purveyors are required by the State of California — Department of Public Health (DOPH) to perform water quality testing of their local water supply. This includes weekly bacteriological samples, Volatile Organic Compounds (VOC) and Nitrates and monthly well and reservoir bacteriological sampling. These samples must be analyzed by a DOPH certified laboratory. For the past two (2) years, the City has been using Clinical Lab of San Bernardino, Inc. for laboratory water testing services, however they have reached the end of their second extension agreement. In light of the current economic environment, staff solicited proposals for these services to ensure the City is paying the lowest competitive price. Therefore, staff recommends that the City Council authorize the City Manager to enter into a one (1) year Professional Services Agreement with Clinical Lab of San Bernardino, Inc. for laboratory testing services of City water samples in the amount of $46,149. The City of Arcadia Public Works Services Department collects water samples from the City's wells, reservoirs and pipelines to ensure the effective delivery of high quality potable water to the residents of Arcadia. The State of California Domestic Water Quality and Monitoring regulations require that samples be collected and tested weekly, Mayor and City Council April 6, 2010 monthly, quarterly and annually by a DOHS certified laboratory (Chapter 15, Title 22, California Code of Regulations). The scope of services for this Professional Services Agreement includes furnishing all labor, services, equipment, supplies and all other items and facilities necessary to appropriately analyze domestic water samples as required by the State of California, and special samples for discharge of water into the storm drainage system and special samples as required by DOPH. Request for proposals were sent to five (5) DOPH certified laboratories. All proposals were received, reviewed, evaluated, and ranked by staff in accordance with Chapter 10 of the California Government Code, Section 4526 -4529 with.the following results: RANK FIRM LOCATION COST 1 Clinical Laboratory of San Bernardino, Inc. Tustin $79,197 Staff reviewed each proposal and ranked each laboratory according to experience, approach, location and certification with DOPH and US EPA to perform water sample analysis. Clinical Lab of San Bernardino, Inc. was rated first among the five laboratories based on a complete evaluation of qualifications, experience, and costs. Last year, the contract with Clinical Laboratories was in the amount of $27,600. However, this year, staff has had to increase the number of tests by nearly 1,000 samples due to more stringent testing standards mandated by DOPH. Additionally, there are two new wells (Camino Real and Longley) that are going to be put in service and will need annual testing as well. Staff recommends that the City Council authorize the City Manager to enter into a one (1) year Professional Services Agreement with optional annual extensions with Clinical Lab of San Bernardino, Inc. for laboratory testing services of City water samples in the amount of $46,149. Award a Professional Services Agreement with optional annual extensions with Clinical Lab of San Bernardino, Inc. for laboratory testing services of City water samples in the amount of $46,149.
